Update on Bayfield County’s efforts to amend their ordinance to regulate Short-Term Rentals and discussion on how that will impact/work with the Town of Bayfield Short-Term Rental Ordinance: Plan Commission Chairman Chuck Finn gave an update on the proposed Bayfield County Short-Term Rental Ordinance. The County will not be requiring Short-Term Rentals to obtain a fire inspection. The individual hired may take a year to enact the Short-Term Rental permit requirement. This gap in time will allow the Town of Bayfield renters to become aware of the requirement and complete the paperwork. NEW BUSINESS Presentation by Plan Commission Chairman Chuck Finn, discussion, and possible action on possibility of creating an overlay district for the Town of Bayfield: Finn explained that if the Town of Bayfield is concerned that the County won’t put a fire inspection requirement into their ordinance, the town’s only option is to develop an overlay. The process of developing an overlay would require planning and some time. Finn requested permission to begin discussing the possibility of an overlay district with Bayfield County. Fire Chief Jeff Boutin was present at the meeting. He noted their fire inspector cannot handle completing inspections on all the current Short-Term Rentals. Steffenson suggested that the County could hire an inspector themselves. It was noted that there would be many possibilities for managing the issue. Fahrenkrog suggested that a good system should be in place to manage fire inspections for all the Short-Term Rentals and if this is not possible they shouldn’t be done at all. Finn clarified that he only intends to begin a discussion, not to negotiate the details yet. It was suggested that it will not hurt to begin this conversation. Approval to submit 2024 Road Aid Request to Bayfield County Forestry Department as presented: A copy of the proposed request was presented to those present. The request is in the amount of $11,559 from Bayfield County and $5,523 provided as in-kind labor and equipment provided by the town. The work would be done on Echo Valley Road. A motion was made by Fahrenkrog, seconded by Boutin, to approve the request. Motion carried. Notice of resignation of Arthur Pratt , designation of sub -committee, designation of date and time of sub-committee meeting to address vacancy, and authorization for sub-committee to act to fill vacancy: Meierotto explained that a replacement should be considered for this position.
