All ayes. Public Comment: None Agenda 1. Demolition and Nontraditional Construction Ordinance Proposals Cornelius raised a concern about financial hardship for demolition by neglect that was expressed in the morning’s Plan Commission meeting; alders were favorable toward borrowing hardship-related language from the recently-adopted historic preservation ordinance. The intent is to hit pause and evaluate the community importance of a structure prior to demolition. The City would need to follow this process for demolitions in cases when authority elsewhere permits it to condemn property. 2. Resolution #642: Friends of East Dock Park Recognition and Memorandum of Understanding Motion by Carrier, seconded by Bland, to adopt the resolution as presented. All ayes. 3. Bayfield Area Trails Committee Memorandum of Understanding (MOU) Cornelius expressed concern about the MOU being circulated for signatures before the City, which received it February 11, could evaluate whether it feels comfortable with the language. Carrier said there was a miscommunication and that the MOU does not create binding legal or financial obligations. Motion by Carrier, seconded by Bland, to accept in concept the MOU dated January 2026 with the understanding that a resolution will be presented at the next meeting for formal adoption. All ayes.
