All ayes. Approval of Minutes Motion by Fizell, seconded by Carrier, to approve minutes from the June 17, 2025, Common Council meeting with the following correction: Item 18 should state that the chamber will still do fireworks this year rather than the city. All ayes. Public Comment None Agenda 1. Vydunas and Jenny Tumas: Vacate Public Alley Motion by Fizell, seconded by Cornelius, to approve the vacation of the public alley located in Block One Hundred and One (101), City of Bayfield, Bayfield County, State of Wisconsin, situated between Lots 7 through 10 to the East, and lots 17 through 20 to the West. Discussion. Recommendation made to craft a policy articulating what the city views as being special considerations for deciding whether to vacate. Carrier would like an appraisal value for the property. Motion (and second) to approve the alley vacation rescinded. Motion by Bland, seconded by Fizell, to grant the requested petition to vacate the alley between lots 7 through 10 to the east, and lots 17 through 20 to the west of Block One Hundred and One (101), City of Bayfield, Bayfield County. This decision is based on the unique situation that the residence and surrounding lots are not served by city water and sewer and so the petitioners have had to maintain a private well and septic system; these necessary and permanent items of infrastructure are rare within the city. The petitioner will pay for a fair market appraisal by a professional appraiser. Roll call vote: Carrier: No; Bland: Yes; Fizell: Yes; Cornelius: Yes. Motion carries. 2.
