City of Bayfield Common Council • October 30, 2025, Special Meeting Minutes Page 2 of 2 Bland stated that he has not observed a connection between the budgeting process and current fund balances. He said there is a difference between unassigned and unrestricted fund balances and that much of the unassigned general fund balance would be drawn to fill the projected deficit in that fund. Bland requested that the City adopt separate operating and capital budgets, with the operating budget being taken up at the originally-scheduled November 24 hearing and the capital budget at a subsequent meeting after audit numbers and fund balances are available. Bland also advocated for reallocating the property tax revenue originally dedicated to the capital improvements fund back to the general fund to help reduce the deficit and reduce the fund balance draw. Carrier expressed his support. 3. Financial Compliance and Stewardship Discussion Cornelius added this item to the agenda to discuss alders’ questions and concerns regarding the Harbor Commission. Bland stated he wanted clarity and accountability for how harbor finances work. It has been established that the passenger fee is truly restricted but he was unsure if other funds from the harbor are restricted. He requested a legal interpretation of statutes, specifically stating he could not find anything allowing a harbor fund that rolls over each year; he believes it should zero out. Bland and Carrier also had questions about the land dedicated to the harbor and its parking lot. Consensus was to compile a list of thought-out questions that could be submitted to the city attorney for an opinion. Bland raised the idea of going to referendum for the new city hall and noted that the election calendar needs to be taken into account. 4.
