5. Ordinance no. 406: An Ordinance to Amend the City of Bayfield Zoning Ordinance (Ch. 500), Building
Construction Ordinance (Ch. 152), Historic Preservation Ordinance (Ch. 423), and the Operations of the
Architectural Review Board (Ch. 21-8)
The Plan Commission reviewed the proposed ordinance at its meeting earlier in the day, made some
amendments, and voted to recommend Common Council approval; the clerk outlined those
amendments. Bland mentioned that he had the go-ahead from the Commission to craft some language
clarifying that accessory dwelling units (ADUs) can utilize the water and sewer connections for the main
residence and do not need a separate connection. Bland will reference language from the City of
Madison to draft this. Brief discussion ensued, with alders generally expressing support.
Motion by Carrier, seconded by Fizell, to post for public hearing the changes and revisions to City Code
chapters 500, 152, 423, and 21 at the next regular Common Council meeting. All ayes.
6. City Dock Project Public Involvement
The Harbor Commission is holding a public information session on the upcoming City Dock finger piers
reconstruction project on January 12, 2026.
A majority of alders may be interested in attending. The clerk will make sure the notice of potential
quorum of the Harbor Commission is updated to include Common Council.
7. Financials
Final, audited 2024 numbers were provided, as well as numbers for January-June of 2025. An alder asked
why there were not 2025 numbers beyond June; City Treasurer Anne Adams stated that a lot of this year
has been spent working on 2024 and backdating things, resulting in a lot of catch up needed for 2025
financials. Alders requested monthly financial updates that include bank balances.
Considerable discussion ensued regarding a change in harbor revenue line R 210-48130, which relates to
a change in the operation of the City’s harbor. Cornelius said she would contact the auditor so she could
provide more information to alders. The overall finances of the harbor were also discussed at length.
8. Project Updates
a. Harbor
The City Dock information session is upcoming. The Harbor Commission is working on some
grant proposals and has two letters of support.
b. Parks and Recreation
City of Bayfield Common Council • December 16, 2025, Meeting Minutes Page 3 of 3
The Playground Subcommittee is looking at grants and fundraising, with two big grant deadlines
coming up soon. They are doing some planning on a website and social media for the fundraising
campaign and are seeking a fiscal sponsor for grantors that require funds to go to a 501(c)(3).
Cornelius asked about whether there has been discussion about phasing for the East Dock Park
project; Carrier replied that the Subcommittee would like to secure some funding first to assess
what they can start doing and what phasing should look like.
c. Public Works
The City is still waiting on a few final things from its contractor for the Manypenny project to be
officially completed. State DOT LRIP reimbursement funds will be disbursed after everything is
fully resolved. The SCADA project at the lift station was completed last week. There will probably
be new water meters in March, but there is a slight hiccup on who is legally permitted to install
them. Two new dark-sky lights went up on the Iron Bridge just before the snow.
d. Planning
Bland shared that the Plan Commission reviewed the historic preservation and building
ordinance during its meeting earlier in the day. The Commission will need to make some
guidelines and flowcharts. Carrier mentioned that a member of the Commission and the
Architectural Review Board (ARB), Mike Spence, wants some language in the City Code to
regulate non-traditional construction. ARB is discussing it and plans to refer it to the Commission
for further discussion and a potential decision in mid-2026. The feeling is that the ordinance
already underway should be passed first.
