City of Bayfield Common Council Minutes of May 14, 2024 Call to Order – Roll Call: Mayor Dougherty called the meeting to order at 4:00 p.m. followed by roll call. Present: Bland, Carrier, Cornelius, Fizell, and Mayor Dougherty Staff: Chief Novak, Foreman Bainbridge, Clerk/Treasurer/Zoning Admin. Johnston, Harbormaster Hays, and Deputy Clerk/Treasurer Weeks Others: Liam DelMain, Eric Gruber, Laura Lima Review/Approve Agenda: Fizell/Carrier moved to approve the agenda as presented. Carrier Public Comment and Suggestions from Persons Present on Agenda Items: Eric Gruber made public comment. Review/Approve the Common Council’s Minutes of April 30, 2024. Fizell/Carrier moved to approve the minutes of April 30, 2024. Carried. Agenda 1. Review 2024-2025 Alcohol, Coin and Tobacco License Requests. Cornelius/Bland motioned to approve the requests as presented. Carried with Carrier abstaining. 2. Review 2024-2025 Servers License Requests. Bland/Fizell motioned to approve the requests as presented. Carried. 3. Resolution #618 - An amendment to the 2024 Wage Resolution. Fizell/Cornelius motioned to approve resolution 618. Roll call: Carrier-no, Cornelius-yes, Fizell-yes, Bland-yes. Carried. 4. Resolution #619 - Supporting the submittal of an application to the WI DNR BIG and Recreational Boating Aid Grant Programs. Fizell/Bland motioned to approve resolution 619. Carried. 5. EV Charging Grant Draft Letter. Bland/Cornelius motioned to provide a letter of support for EV Charging Grant. Carried 6. Up North – Sidewalk Sales by Merchants Application. Cornelius/Carrier motioned to approve the sidewalk sales by merchant application. Carried. 7. Room Tax Report. Informational only no action needed. 8. Project Updates: • Harbor – Bayfield City Dock Finger Pier Project. • Harbor - Underground Storage Tank Replacement Projects. Project to start August 1st. • Playgrounds - East Dock Park Project. On hold • Public Works - Manypenny Project – Street, Water & Sewer: LRIP Grant Award. There were no Section 154 dollars allocated for 2024. • Planning - Wayfinding • Planning - Zoning Code Rewrite. Bland asked what motivated the project and background. 9. Mayor’s Report. • Employee Update. Joel Weber was hired as Public Works Director and starts on June 3rd. File Reports from Committees, Commission & Boards. Fizell/Carrier motioned to place the following on file. Carried.
