City of Bayfield Common Council Minutes of August 14, 2024 Call to Order – Roll Call: Mayor Dougherty called the meeting to order at 4:45 p.m. followed by roll call and Pledge of Allegiance Present: Bland, Carrier, Cornelius, Fizell and Mayor Dougherty Staff: Clerk/Treasurer/Zoning Admin. Johnston, Police Chief Novak, Deputy Clerk/Treasurer/Zoning Admin. Weeks, Deputy Clerk/Treasurer/Zoning Admin. Ray, Fire Chief Boutin, Assist. Fire Chief Pearson, GBWWTP Operator Burg, Harbormaster Hays, Librarian Weber, Public Works Director Weber Others: Chamber Director Fahrenkrog, Dianne Eding, Mary Dougherty, Esme Martinsen, Aniello Scala, Rick Peterson, Laura Gervaise, Jessica Review/Approve Agenda: Carrier/Cornelius moved to approve the agenda as presented. All ayes. Public Comment and Suggestions from Persons Present on Agenda Items: Mary Dougherty gave public input on Resolution 621. Discussion and Identification of Items for Future Agendas: None. Review/Approve the Board of Review and Common Council’s Minutes of June 12, 2024 & July 10, 2024: Fizell/Carrier moved to approve the minutes as presented. All ayes. Agenda 1. Direct Seller’s Permit Application – Aniello Scala: Cornelius/Fizell motioned deny the application due to applicant doesn’t meet permitting standard listed in the ordinance. Roll call: Bland – yes, Carrier – abstain, Cornelius – yes, Fizell – yes. Motion carried. 2. Apple Festival Agreement: Cornelius/Carrier motioned to approve the agreement as presented. All ayes. Carried 3. Resolution 621 – Opposition of H.R. 9111 Tom Tiffany proposal for Apostle Islands National Lakeshore: Bland/Cornelius motion to approve the Resolution with date correction. All ayes. Carried. 4. 2025 CIP’s & Budget: Mayor Dougherty would like the CIP’s distributed by August 25th. 5. Project Updates: • Harbor – Bayfield City Dock Finger Pier Project • Harbor - Underground Storage Tank Replacement Projects • Playgrounds - East Dock Park Project: Received 3 proposals with a virtual joint Parks-Playground meeting scheduled for Friday • Public Works - Manypenny Project – Street, Water & Sewer: Trees will need to be removed, and a variance is needed due to not meeting DOT road width standards. • Planning - Wayfinding • Planning - Zoning Code Rewrite • Asset Management: Within a year implement asset and equipment management software. Mayor’s Report: Employee reviews will begin, looking into HR policy book, reviewing employee health insurance. Correspondence: Informational only, no action taken. • Greater Bayfield Wastewater Treatment Plant Tour • Marina Parking Lot File Reports from Committees, Commission & Boards: Carrier/Fizell motioned to place the following on file.
