City of Bayfield Common Council Minutes of September 11, 2024 Call to Order - Roll Call: Dionne Johnston called the meeting order at 4:45 p.m. followed by roll call and the Pledge of Allegiance. Present: Bland, Carrier, Cornelius, Fizell, Mayor Dougherty Staff: Treasurer Johnston, Harbormaster Hays, Library Weber, PWD Weber, Deputy Clerk/Treasurer/ZA Ray, Police Chief Novak Review/Approve Agenda: Mayor Doughtery moved to approve the agenda as presented. All ayes. Carried. Public Comment and Suggestions from Persons Present on Agenda Items: None Discussion and Identification of Items for Future Agendas: Move Direct Seller’s approval to the Plan Commission. Consideration to start a Finance Committee that meets prior to Council meetings. Review/Approve the Board of Review and Common Council’s Minutes of August 14, 2024: Mayor Dougherty moved to approve the minutes as presented. All ayes. Carried. Agenda 1. Resolution #622: Dougherty/Cornelius/Carrier moved to approve the Resolution. All ayes. Carried. 2. 2025 CIP Forms and Budget: Discussion of 2025 budget items, including employee liability payouts, solar investment, moving additional money to the zoning budget, widening the Fire Department’s parking lot, and street repairs. Harbor may be purchasing a truck from PWD. Informational only. No action taken. Project Updates Harbor - Underground Storage Tank Project: May be moved to a different location with an increased cost Playgrounds - East Dock Park Project: Planning meeting kicks off Sep 12th with HKGi Public Works: Manypenny project moving forward according to plan Planning - Wayfinding: Older, Redundant signs may need to be taken down Planning - Zoning Code Rewrite Mayor’s Report: Employee Update: Treasurer Johnston and Office Admin. Weeks gave their notice. Correspondence: City of Bayfield ARB Issue Email and Matt Carrrier Email – A paint color was approved that was not on the list of approved historical color palettes. A stop work order was not followed. Discussion ensued. Mayor Dougherty is waiting to hear about an applicable penalty. If something needs to be tabled to obtain more information, it is the responsibility of an elected official to not call a vote.
