City of Bayfield Common Council Minutes of September 25, 2024 Special Meeting Call to Order - Roll Call – Pledge of Allegiance Present: Cornelius, Carrier, Bland, Fizell, Mayor Dougherty Staff: Treasurer Johnston, Harbormaster Hays, PWD Weber, Police Chief Novak, Deputy Clerk/Treasurer/ZA Ray Others: Andy Kurtz Review/Approve Agenda: Cornelius moved to approve the agenda as presented. All ayes. Carried. Public Comment and Suggestions from Persons Present on Agenda Items: None. Discussion and Identification of Items for Future Agendas: None. Review/Approve the Common Council’s Minutes of September 11, 2024 meeting: Postponed. Agenda 1. Resolution #623 Authorizing the City Forester to Apply for Grants: Application to be submitted by October 1st. Bland moved to approve the Resolution. All ayes. Carried. 2. Reviewing City Administrator Model: Andy Kurtz from Vierbeker Associates presented on how communities can transition to a City Administrative or City Manager model. Andy recommended getting through the election cycle, budget cycle, taxes and then evaluating if the City Administrator model would be beneficial for the City. Discussion ensued. Informational only. No action taken. 3. Reviewing New Hire Structure: Discussion regarding a structure of a separate Clerk, Treasurer, and Deputy underneath, as well as exploring options for Zoning. Interviews are in process to fill a Temporary Office Assistant position. Fizell moved to post job positions immediately for a Treasurer and Clerk. All ayes. Motion carried. 4. CIPs: Discussion regarding 2025 budget items, including solar, employee payouts, East Dock Park improvements, Dalrymple improvements. Discussion regarding Harbor needing a dedicated truck rather than borrowing a truck from PWD. Informational only. Budget will be discussed further at the October meeting. No action taken. August Treasurer’s Report: Carried moved to approve the Treasurer’s Report from August. Carrier, yes, Cornelius, yes, Fizell, yes, Bland, yes.
