City of Bayfield Common Council Meeting Minutes of December 11, 2024 Call to Order - Roll Call: Mayor Dougherty called the meeting order at 4:45 p.m. followed by roll call and Pledge of Allegiance. Present: Bland, Fizell, Carrier, Cornelius, Mayor Dougherty Staff: City Clerk/ZA Ray, Treasurer Adams, Harbormaster Hays, Librarian Weber Others: Mary Dougherty Review/Approve Agenda: Carrier moved to approve the agenda as presented. All ayes. Carried. Public Comment and Suggestions from Persons Present on Agenda Items: None Discussion and Identification of Items for Future Agendas: None Review/Approve the Common Council’s Minutes of September 11 and 25, October 9, and November 13, 2024: Postponed. Agenda 1. Mary Dougherty: Update County Zoning: Presentation by Mary Dougherty regarding Bayfield County’s plan to rewrite the zoning code and address the housing crisis. Expect a federal funding shift with updates to county zoning. The Washburn housing development is underway, breaking ground, May 2025. Informational only. No action taken. 2. Old Business: Audit Quotes for the City of Bayfield and GBWWTP: Dougherty, Bland, and Ray had a productive meeting with Baker Tilly and received revised audit quotes.Carrier motioned to accept the terms of a five-year contract as presented from Baker-Tilley. All ayes. Carried. 3. Motion to Change Meeting Times: Cornelius motioned to change council meeting times to the Third Tuesday at 4:30 p.m. instead of the Second Wednesday at 4:45 pm beginning January 21, 2025. All ayes. Carried. 4. Motion to Clear All Names on Chippewa Valley Bank Accounts and Add Appropriate Signers: Fizell motioned to update names on accounts at Chippewa Valley and Bremer. All ayes. Carried. 5. Motion to Clear Prior Treasurer as Signer from Bremer Bank and add Samaya Ray, City Clerk, as a signer. Anne Adams, City Treasurer, will have access to account as non-signer through December 31, 2024. Fizell motioned to update names on accounts at Chippewa Valley and Bremer. All ayes. Carried. 6. Financial Committee: The current staff does not have the capacity to take on the additional workload of a new committee at this time. Mayor Dougherty wants to maintain the establishment of a financial committee as a goal and continued agenda item. Discussion ensued. Tabled. 7. Ordinance #405: Amend Chapter 255 Intoxicating Liquor and Fermented Malt Beverages, Article 1, Licenses to Include Temporary Operator’s License and the Designation of the City Clerk to Issue Operator’s License: Carrier motioned to amend the ordinance as written on the condition that a public hearing is not required. All ayes. Carried. 8. Project Updates ● Harbor - Bayfield City Dock Finger Pier Project - Working on grants ● Playgrounds East Dock Park Project - Vibrant Spaces grant submitted, Gil Larson Trail Coastal Management grant submitted, continued work on design concepts, working with Public Works regarding stormwater management for Gil Larson Trail ● Public Works - Manypenny Project Street Water Sewer - Bids opened Nov 14, low bidder was Tri-City Contractors. Cornelius motioned to approve the election made by Public Works. All ayes. Carried. Cornelius motioned to approve the rate increase from $30 to $75 for Bayfield application permits (sidewalks, driveways, etc.). All ayes. Mayor’s Report: Continuing interviews for a City Treasurer and Deputy Clerk/Treasurer/ZA positions. Working toward becoming fully staffed.
