Approve Agenda: Motion by Cornelius/Spence to add Building Permit Application # 33-25: Gail Nordstrand Dalstrom, tabled at last regular meeting, and approve agenda. Motion approved all ayes. Approve Minutes: Motion to approve by Phillips/Shrider. Approved all ayes. Public Input on Agenda Items: None Agenda: 1. Building Permit Application #38-25: Timothy Johnson and Terese Lynch Constructing a deck, exterior stairway, and modifying siding for a garage at 141 North 1st Street Motion to approve as submitted by Cornelius/Shrider . Discussion ensued regarding actual location of property line and setback. Motion amended to, approval conditional on providing survey establishing west property line. By Cornelius/Shrider. Roll call approved all ayes. 2. Building Permit Application #35-25: Mursel Demirkol Addition to Manypenny Bistro at 201 Manypenny Avenue Motion to approve as submitted by Cornelius Shrider . Discussion ensued. Motion amended to approval conditional to applicant providing updated drawings with no non conforming setbacks. Roll call approved all ayes. 3. Building Permit Application #33-25: Gail Nordstrand Dahlstrom. New Construction on unaddressed parcel at Manypenny Ave. and unopened S. 13 th St. Motion to approve as submitted by Cornelius/Whittet. Roll call approved all ayes. 4. Historic Preservation Commission: Next Steps Discussions regarding: Projected dates for implementing HPC as follows: Publication 12/1/25, Public open house 12/8/25, Council approval 12/16/25, and implementation 1/1/26. Documentation necessary for each. Flow charts assigned Work session scheduled for 11/4/25 at 4:00 p.m. 5. Correspondence: None.
