BAYFIELD COUNTY DEPARTMENT OF HUMAN SERVICES
FAMILY & BEHAVIORAL HEALTH SERVICES ADVISORY COMMITTEE (FBHSAC)
MEETING MINUTES
Courthouse Lake Superior Conference Room & Remote
Wednesday, April 8, 2026, at 10 a.m.
Committee Members Present: Bev Patterson (10:13 a.m.), Christine Branagan*, Bev
Lindell, Mary Dougherty* (10:10 a.m.)
Members Not Present: none
Others Present: Tom Croteau (DHS Director), Jo Beth Gonzalez (Behavioral Health Services
Section Manager), Sarah Traaholt (Support Staff)
Call to order and introductions: Lindell called the meeting to order at 10:05 a.m.
Minute Approval: Neff made a motion to approve January 7, 2026, minutes as presented,
and Branagan seconded. Motion carried.
Public Comment: none.
Program Report-Family Services - Unit restructuring – Gonzalez and Croteau:
• Gonzalez reported that she has transitioned from her role as Family Services Manager
to Behavioral Health and Community Services Manager as of April 6th and noted that
the Family Services Manager position is currently vacant.
• Croteau discussed with the committee the plans for restructuring the Family Services
section of Human Services. This decision comes after years of significant turnover and
increasing challenges in recruiting qualified candidates. The Personnel Committee
approved the proposal during its meeting on April 2, 2026.
The proposed changes include:
o Broadening the minimum qualifications for the Family Services Manager position,
moving beyond the requirement of being a licensed or certified social worker.
State regulations do not mandate these credentials for supervisory roles.
Instead, supervisors must complete the Wisconsin Department of Children and
Families (DCF) WILearn training program.
o Promoting two skilled social workers within the Department to a Social Worker
III classification, which is like a Team Lead position. This adjustment will help
distribute key oversight functions across various program areas, including Child
Protective Services, Intake and Assessment, Juvenile Justice, and Out-of-Home
Care. Supervisory responsibilities will be shared between the Family Services
Manager and the two team leads, who will collaborate on communication,
coordination, and coverage for the required 24/7 on-call shifts throughout the
entire year.
Draft minutes are subject to change before approval at the next FBHSAC meeting.

• Croteau noted that the interviews for the Family Services Manager position were
completed, an offer was extended, and they are now awaiting a response from the
candidate.
Section and Budget Updates:
Behavioral Health Services-
• Gonzalez stated that, as the new Behavioral Health and Community Programs Manager,
there is a lot to learn. Gonzalez is getting her feet wet and diving into learning about
the programs, meeting staff, and getting to know providers and clients.
• Behavioral Health staff remain consistent and are a solid team.
• Vanessa Pierce is completing training for WiLearn, a cohort-based program for new
Wisconsin child welfare and youth justice professionals. The program focuses on
trauma-informed practice and supports staff in managing full caseloads. This will allow
Pierce to assist Family Services with cases and on-call staffing starting in May. Jamie
Allen has also completed the training and has been assisting Family Services with cases
and on-call for several years.
• Croteau noted that grant information remains mostly unchanged. Gonzalez and Croteau
will work on grant reporting for last year's mental health and substance abuse block
grants. The state informed counties that it is confident block grants will be available in
2026. Amounts are unknown, but it is good news that there will be funds available.
Opiate settlement grant funds that help cover room and board costs for Medicaid
recipients in treatment have been reduced from $11,000 to $6,000 this year for Bayfield
County.
• Croteau and Gonzalez attended a meeting with the opiate fund task force. The Bayfield
County Health Department takes the leading role, and Criminal Justice and Human
Services are also involved. Bayfield County receives about $15,000 from the state to
spend on this program. Bayfield County has contracted with CESA #12 and trained
them to implement a prevention program in the schools. Currently, Bayfield and
Washburn schools are participating. The program is not just a substance abuse
program; it is also a whole-life program to help students make healthier choices. Since
not all funds are being used, the group is directing some of the money to the jail's
reentry program due to state funding cuts. If additional funds remain, some may go
toward room and board costs for inpatient treatment, since those grant funds were also
cut, as mentioned above.
• Gonzalez and Croteau noted that the state now requires the Community Support
Program (CSP) certification to be held by the county rather than the contract agency.
Bayfield County and Sawyer County have been contracting with Northland Counseling
for many years. Croteau notes that there is now an opportunity to regionalize, given our
close working relationship, as the same staff provide services in both counties. Sawyer
County will provide Bayfield County with its policies and plans. There may be some
small changes to billing, and the County will need access to the electronic health
records, but the changes will not be disruptive to services. Gonzalez and Croteau are
meeting with Sawyer County on April 9th to get things in order.
Family Services-
• Croteau also noted that a Child Protective Services (CPS) Case Manager position is open
and that a “second interview” is being held for the candidate to meet with staff and

3
review job duties. Gonzalez stated that transparency about the job and its duties before
offering the position is key to hiring the right person and retaining staff.
• Gonzalez announced that Elaina Majetich has accepted the Family Specialist position.
Majetich was formerly the Family Services Social Worker aide. Gonzalez notes that
Majetich has dived right into responsibilities, is taking visits, and is doing a fantastic job.
• Croteau notes that the Social Worker Aide position has been posted.
• Croteau notes that the Coordinated Services Team (CST) position, which has been on
hold while the Family Service team was being built, may also be posted this year.
Hayley Weyers, the supervisor for Children with Disabilities, has shown interest,
researched the program, and is communicating with the State to restart the program in
Bayfield County. The position is half-funded by grant monies; the remaining funding is
already included in this year's budget.
• Patterson questioned whether Bayfield County uses Certified Peer Specialists and noted
that there is training in June. Croteau responded that Human Services does, mostly
through the CCS Program. Croteau also noted that Criminal Justice contracts with peer
specialists for its treatment court and with people in jail. Patterson also stated that she
is attending the Annual WI Peer Recovery Conference in Wisconsin Dells on April 20th
and 21st.
• Patterson also noted that the peer recovery grant is now available on the State of
Wisconsin Department of Human Services website.
Discussion- Reappointments to the Committee:
• Croteau made mention that Beverly Patterson, in July, and Beverly Lindell, in August,
are up for reappointment. Croteau notes that the department wants to be proactive and
discuss interest in re-appointment. Beverly Patterson is willing, and Beverly Lindell will
think about it.
• Mary Dougherty was thanked by the committee for her service.
2026 Meeting Dates:
• July 8th
• October 7th
Adjournment: Meeting was adjourned at 10:42 a.m.
