The program helps municipalities and tribal governments to strengthen workforce capacity, improve coverage reliability, support Coverage Support System participation, and maintain or increase local EMS funding levels, with awards based on population, call volume, and performance metrics. The Notice of Funding Opportunity outlines eligibility requirements, allowable costs, performance expectations, and necessary documentation for participating agencies. Approval is requested to place the FY2027 EMS Performance Assistance Program NOFO on the September 29 County Board consent agenda so the program can proceed with timely release to local governments and ensure readiness for the December 1 application deadline. Item 6C: Flock Camera System The 2027 Sheriff budget included $31k for Flock contract and potential flock camera repair. The Executive Committee modified these line items twice, first lowering them to $25k reflecting actual anticipated costs and then removing the $25k all together for FLOCK and redirecting those funds to vehicle mileage. The Sheriff attended the Exec Committee and shared how the equipment is being used. A section in the budget addresses purpose and intent. https://bayfieldcounty.wi.gov/DocumentCenter/View/22070/100-17-2027-Sheriff- Narrative?bidId= At present there is a transparency portal on the Sheriff Office web site that describes how the cameras are used: https://transparency.flocksafety.com/bayfield-county-wi-so Members of the public and board members expressed concern about having the cameras in the community. It was noted that several other communities across the state had ended contracts. During the meeting it was noted that while multi-year contracts are in place, there is a non- appropriation clause allowing for contracts to be broken without penalty if funds are not allocated. The Exec Committee thought it was important to have Sheriff Committee input on this topic in advance of the October Budget 2027 Hearing to be held on October 27. Sheriff’s, Emergency Management, Veterans, Child Support Committee of the Bayfield County Board of Supervisors Additionally, the executive committee would like more discussion regarding the general use of Automatic License Plate Readers (ALPR) within the county beyond using the FLOCK system. 7A: Loss Control Bayfield County’s Workers Compensation Carrier provides loss control coverage. The County’s carrier, West Bend, has a new Loss Control agent. Paul Splinter is our new representative. In 2026 there have been 12 reported losses. Slip, Trip and Fall remains the top cause of injuries. The Loss Control Program is designed to make employees aware of hazards and be proactive. Attached is our agent’s latest report. Sheriff’s, Emergency Management, Veterans, Child Support Committee of the Bayfield County Board of Supervisors **MINUTES** BAYFIELD COUNTY SHERIFF’S COMMITTEE MEETING Marty Milanowski, Chair Larry Fickbohm, Vice-Chair Jeff Holte Jackie Roguski Dennis Pocernich 1) Call to Order Chairperson Milanowski called the meeting to order at 4:00 p.m. 2) Public Comment 3 minutes per person, up to 15 minutes total N/A 3) Approval of June 15, 2026, meeting minutes Pocernich made a motion to approve the minutes Jeff Holte seconded, motion passes. 4) Veterans Services Office Jeremy Bates provided a comprehensive update on Veterans Services, including recent engagement numbers, support for Ashland County, outreach efforts at the county fair, and a statement supporting military member employment, with committee approval to forward the statement to the county board. Bates reported 105 engagements and 45 actions submitted for Veterans County since June, with 17 new veterans added to the system, including three from Ashland. The department maintains an informal working relationship with Ashland, whose CVSO retired, and is prepared to assist as needed. Jeremy presented a statement supporting the Employer Support of the Guard and Reserve (ESGR) program, recognizing two department heads for their support of service member employment. Sheriff’s, Emergency Management, Veterans, Child Support Committee of the Bayfield County Board of Supervisors Dennis Pocernich made a motion to send a recommendation for the department head recognition to the full County Board for approval, Jackie Roguski seconded. Motion passed. 5) Child Support Michelle Alexy presented the proposed 2027 child support budget, highlighted stable staffing and performance measures, and discussed the end of a service agreement with Jefferson County, with Victoria prepared to handle intergovernmental cases. Alexy reported a proposed $350,000 budget with a levy just under $60,000, similar to the previous year. No capital projects or significant staffing changes are anticipated, with a minor $1,000 request to address office sound profile issues. The department is on track to meet federal performance measures for the fiscal year ending in September, making it eligible for incentive funding in two years. The six-month service agreement with Jefferson County Child Support Agency, established due to short staffing, is ending. Victoria is now trained to handle difficult intergovernmental cases, ensuring continuity. 6) Emergency Management Quaderer advised Bayfield County qualified for a presidential disaster declaration following April storms, with 17 residents signed up for funding and more expected. Farm loans are available for affected farms, and information is being distributed to town clerks. Quaderer reported no capital improvements for 2027 but noted a $1,000,000 increase in expenses due to a county board motion for EMS funding and a grant match requirement for the WISCOM radio grant. The AT&T contract site tower is operational, generating $50,000 in additional revenue. Brian Ziemann provided a detailed update on the EMR program for deputies, including training, equipment procurement, funding sources, and operational planning, with a focus on improving medical response times and compliance with state requirements. Equipment for ten deputies is being procured, with costs expected under $20,000. Funding comes from state EMS assistance dollars, which are earmarked for county EMS development and equipment. 7) Sheriff’s Office Sheriff Tony Williams described the application for a $250,000 mental health wellness grant, developed with support from Duluth-based counselors, to expand mental health resources for Sheriff’s, Emergency Management, Veterans, Child Support Committee of the Bayfield County Board of Supervisors dispatch, jail, deputies, and city police officers, with committee approval to forward the resolution to the county board. Dennis Pocernich made motion to move grant application resolution to co board for approval, Jeff Holte second. Motion Carried. Williams addressed questions about the Flock camera system, explaining recent changes to access controls, audit systems, and data retention policies, ensuring compliance with federal rulings and privacy concerns. Camera access is now limited to specific reasons, such as missing persons or felony offenses, and audit systems flag unusual search activity for review. Data retention has been reduced to seven days, with evidence marked for longer storage. 8) Adjourn Marty Milanowski adjourned the Sheriff’s Committee meeting at 5:16 p.m. Next Meeting Date: 4:00 p.m. Monday, September 21, 2026 1 Bayfield County Child Support Agency (CSA) Child Support (CS) Program Review Summary Report Date of Program Review and IRS FTI Safeguard Review: August 11, 2026 Reviewer Name: Jen Jones Review Findings Overview/Purpose This report summarizes agency strengths, findings of non-compliance (if applicable), and recommendations resulting from the triennial CS Program Review and the Internal Revenue Service (IRS) Federal Tax Information (FTI) Safeguard Review. The CS Program Review process is a joint effort between DCF Area Administration and the Bureau of Child Support (BCS) to monitor each CSA for compliance with various aspects of the CS contract. Refer to the corresponding CS Program Review Tool for more detailed information. The IRS FTI Safeguard Review process is an evaluation of the use of FTI received from the IRS and the measures employed by the CSA to protect FTI data. Refer to the corresponding Review of IRS FTI Safeguards for more detailed information. Review Process Jen Jones, DCF Area Administration Regional Child Support Coordinator, met with Michelle Alexy, Director as part of the CS Program Review and the IRS FTI Safeguard Review. Agency responses are due 30 calendar days after the review report is issued. Please respond electronically within this form to all findings and recommendations listed below by September 21, 2026. Agency Strengths Bayfield Co CSA is led by Director, Michelle Alexy who has eight years child support experience, with three of those years being the Director. Bayfield Co is a geographically large but rural county in northern Wisconsin. The county lacks adequate public transportation, large scale industry and sufficient housing; however, the Child Support Agency has created a customer-focused model that has been excelling in program performance. Since FFY23, the agency has met all four Performance Measures with last year being the top performer in two of the four categories. The agency experienced a caseworker vacancy for several months in early 2026 but was able to maintain strong performance throughout this period. This accomplishment speaks to Michelle Alexy's effective leadership and her ability to lead the agency in a well-planned, organized, and positive manner. CSA Staff Person Responding to Report Date of CSA Response: 09/16/2026 Name: Michelle Alexy Title: Director Email: michelle.alexy@bayfieldcounty.wi.gov Phone: 715-373-3207 Findings of Non-Compliance 2 1. FINDING PROGRAM IRS Requirement for monthly review and documentation of Access Control Logs. Access control systems (e.g. badge readers, smart cards, fobs) that provide the capability to audit access control attempts must maintain access control logs with successful and failed access attempts to secure areas containing FTI. Agency personnel must review logs on a monthly basis. Reference IRS Publication 1075 Section 2.B.3.5 and CSB 24-07. Agency Response Bayfield County IT Department will provide CSA Director with monthly Access Control Logs. CSA Director will review logs on a monthly basis. Resolution of Finding (to be completed by DCF Area Admin CSC Reviewer) This procedure rectifies the Finding. Recommendations 1. RECOMMENDATION PROGRAM IRS Agency staff/corporation counsel/attorney should use a privacy screen on their laptop while in court to avoid inadvertent view of FTI. Reference IRS Publication 1075 Section 2.B.2. This is not a Finding as the agency has two other MPS in place. Agency Response Laptop privacy screens will be used while in court. 2. RECOMMENDATION PROGRAM IRS Develop a communication plan with the Hybrid Treatment Court Facilitator to assist shared clients. 3. RECOMMENDATION PROGRAM IRS Conduct Quality Assurance (QA) reviews to ensure successful policy implementation. Examples and resources were provided to CSA Director on August 13, 2026, via email. Agency Response Contacted Bayfield County Criminal Justice Coordinator and set a tentative meeting of later this year to discuss a communication plan between our departments. Will conduct QA reviews quarterly. Will use the QA forms and case audit form for tracking. Review Complete; Any Findings Resolved (This section is to be completed by BRO.) Background and County Board Direction: In July 2026, after reviewing countywide service alternatives developed through the EMS RFP process, the County Board directed that $1 million be budgeted to support the existing network of local EMS services rather than contract for a single countywide service. In August, the Board reviewed the funding framework and directed staff to develop a program administered through municipalities. The FY2027 NOFO carries out that direction. EMSPA is funded under the levy-limit exception for a countywide emergency medical system (Wis. Stat. § 66.0602(3)(e)6). Funds may be used only for wages and benefits of licensed EMS personnel and for contracted 9-1-1 EMS services. Equipment, capital purchases, software, billing services, administrative fees, and interfacility transport are not eligible. How Awards Are Calculated: Each of the 29 eligible jurisdictions (two cities, one village, 25 towns, and the Red Cliff Band of Lake Superior Chippewa) may receive an award with two parts: • Base Award ($500,000 total): distributed according to each jurisdiction’s share of 2025 9-1-1 EMS calls, counted up to a cap of 216 calls so that no single jurisdiction determines the countywide distribution. • Supplemental Award (up to $486,510 total): $30 per resident, based on the 2020 Census. The amount actually earned depends on the jurisdiction’s performance score at closeout. The $13,490 not allocated by the formula, along with any unearned Supplemental Award funds, will be redistributed to jurisdictions that meet all program requirements, up to 100% of their eligible costs. Any funds remaining after redistribution will stay in the countywide EMS fund and may be carried forward with County Board approval. EMERGENCY MANAGEMENT Meagan Quaderer, Director Bryan Ziemann, EMS Coordinator Ryan Matthews, Assistant meagan.quaderer@bayfieldcounty.wi.gov Bryan.Ziemann@bayfieldcounty.wi.gov ryan.matthews@bayfieldcounty.wi.gov (715) 373-6113 • www.bayfieldcounty.wi.gov/139/Emergency-Management• 117 E. 6th STREET, PO BOX 423 WASHBURN, WI 54891 Why Funding Flows Through Local Governments: Wisconsin law places responsibility for ambulance service with local government. Towns must contract for or operate and maintain ambulance service unless it is otherwise provided (Wis. Stat. § 60.565), and villages and cities are authorized to operate ambulance services or contract with providers (Wis. Stat. §§ 61.64 and 62.133). The Red Cliff Band participates as a sovereign tribal government. Directing funds to these governments, rather than to EMS providers directly: • Supports the governments that are legally responsible for EMS instead of going around them; • Makes Maintenance of Effort enforceable: because the government that funds local EMS is the one receiving County aid, County dollars add to local funding rather than replace it; • Preserves existing municipal-provider agreements and avoids creating a new County-to-provider contracting system; • Keeps funds subject to the budgeting, open records, and public meeting requirements that apply to elected local boards; and • Ensures each community’s residents and calls are counted, including where one provider serves several jurisdictions. EMSPA is not unrestricted municipal aid. Municipalities receiving funds tied to a contracted provider are responsible for ensuring those funds support eligible EMS costs. Accountability and Performance: EMSPA represents a new $1 million annual public investment, and its requirements allow the County to determine whether that investment is improving EMS capacity and reliability. Participating governments and their EMS providers, as applicable, must: • Document and maintain EMS service agreements; • Maintain local EMS funding at or above the 2024–2026 average (Maintenance of Effort); • Document that EMSPA funds are used only for eligible costs; • Participate in the countywide Coverage Support System and follow County EMS coordination protocols; • Report financial, staffing, training, and call-coverage information to Emergency Management; and • Hold at least two public or governing-body meetings during the year to report on local EMS performance. The Supplemental Award is earned on a 100-point scale: 9-1-1 coverage reliability (30 points), Coverage Support System participation (25), response capacity and service availability (15), workforce stability and staffing documentation (15), and development of Strategic and Operational Plans (15). For example, an agency scoring 92 points earns 92% of its Supplemental Award. Response times are tracked for system planning but do not determine awards, because they depend heavily on geography, weather, and other factors outside an agency’s control. EMSPA is not a competitive grant; jurisdictions do not compete against one another for funding. The requirements do not prescribe a staffing model, governance structure, or operational approach, and wherever practical they rely on information agencies already maintain for budgeting, staffing, training, and planning. EMERGENCY MANAGEMENT Meagan Quaderer, Director Bryan Ziemann, EMS Coordinator Ryan Matthews, Assistant meagan.quaderer@bayfieldcounty.wi.gov Bryan.Ziemann@bayfieldcounty.wi.gov ryan.matthews@bayfieldcounty.wi.gov (715) 373-6113 • www.bayfieldcounty.wi.gov/139/Emergency-Management• 117 E. 6th STREET, PO BOX 423 WASHBURN, WI 54891 Key Dates: • Applications due 11:59 p.m., December 1, 2026; • Performance period January 1 – December 31, 2027, with payments in January and July; and • Final program and fiscal reports, including Strategic and Operational Plans, due January 31, 2028. Summary: EMSPA carries out the County Board’s decision to strengthen Bayfield County’s existing EMS system while preserving local responsibility and municipal-provider relationships. It does not create a County EMS service, require agency consolidation, or transfer operational control to the County. Instead, it pairs significant new County resources with reasonable accountability so that funds remain dedicated to EMS, supplement existing local investment, and contribute to a more reliable and sustainable emergency response system for Bayfield County. 1 Bayfield County EMS Performance Assistance Program NOTICE OF FUNDING OPPORTUNITY (NOFO) – FY2027 2 Contents Award Information ................................ ................................ ................................ ........ 3 Eligible Applicants ................................ ................................ ................................ ........ 4 Maintenance of Effort (MOE) ................................ ................................ .......................... 4 Allowable Costs ................................ ................................ ................................ ............ 4 Application and Submission information ................................ ................................ ........ 6 Award Formula ................................ ................................ ................................ ........... 11 Timeline ................................ ................................ ................................ ..................... 11 Training Requirements ................................ ................................ ................................ . 12 Program Closeout ................................ ................................ ................................ ....... 12 Redistribution: ................................ ................................ ................................ ............ 13 Appendix A: Bayfield County EMSPA Award Formula ................................ ................ 14 Appendix B: Training Requirements ................................ ................................ ............. 16 Appendix C: Post-Award Responsibilities and Considerations ................................ ....... 18 3 Program Description The Bayfield County Office of Emergency Management provides funding assistance to eligible tribal and municipal governments throughout the county for documented efforts to provide reliable, sustainable EMS staffing for 9-1-1 calls for service. Legal and Ethical Conduct: The applicant assures that all expenditures will comply with applicable procurement standards, that all vendors and contractors will be verified as non-debarred. The applicant certifies that all information submitted in connection with the program is accurate and complete to the best of their knowledge. Fraudulent reporting, misuse of funds, intentional submission of materially inaccurate information, or violation of funding restrictions may result in suspension, termination, recovery of funds, or other remedies available under the program agreement. 11. Cooperation and Communication: The applicant certifies that it will promptly notify Bayfield County Office of Emergency Management of staffing changes, new hires, contractual modifications, or any issue affecting program compliance or performance. 12. Acceptance of Redistribution Rules: The applicant acknowledges that failure to achieve the performance requirements established in Appendix C may result in a reduction of the Supplemental Award. The applicant agrees that any portion of the Supplemental Award not earned based on the final performance score may be de- obligated and redistributed in accordance with the Redistribution provisions of this NOFO. The applicant acknowledges that no agency may receive more than 100% of its eligible program-allowable costs through the EMS Performance Assistance Program during the applicable performance year. By accepting an award under this program, the applicant agrees to all performance, documentation, reporting, and redistribution requirements established in this NOFO and Appendix C. Submission dates & times Applications must be submitted to Bayfield County Emergency Management by 11:59 p.m. CT, December 1st, 2026. This program requires full application submission on or before the application due date. No other submissions are needed for application. Funding restrictions Pre-award costs are allowable only if they were incurred on or after January 1, 2027 (the start of the performance period). Pre-award costs are any costs that have been incurred prior to notification from Bayfield County Emergency Management of either a fully executed award document or Project Adjustment Notification (PAN otherwise called Modification). A cost is incurred when an action or activity will result in an expense or obligation. This may be, but is not limited to, signing a contract or hours worked, etc. 11 The applicant is responsible for the preparation of the documentation required to fulfill compliance responsibilities. All costs must be approved by Bayfield County Office of Emergency Management. Award Formula The total award amount includes two components: a Base Award based on call volume and a performance-based Supplemental Award based on population, ensuring that funding reflects both essential operational needs and actual service demand. The Supplemental Award allocates $30 per resident to each jurisdiction, calculated using 2020 census population data. The Supplemental Award shown in Appendix A is the maximum available; the amount actually earned depends on the agency’s final performance score (see Appendix C). The Base Award allocates the $500,000 base allocation pool among jurisdictions using a capped, proportional call-volume formula. Each jurisdiction's 9-1-1 EMS call volume for the most recent complete calendar year (2025 for the FY2027 award year) is compared to a countywide call-volume cap, set annually at approximately two standard deviations above the countywide average call volume per jurisdiction (216 calls for the FY2027 award year). Any jurisdiction's call volume above this cap is used at the capped level solely for purposes of calculating the Base Award; it does not affect that jurisdiction's reported call volume for any other purpose under this NOFO. This cap is applied to prevent any single jurisdiction's atypical service demand, classification practices, or operational scope from disproportionately determining the countywide distribution of funds. Each jurisdiction's Base Award is calculated as its capped call volume divided by the sum of all jurisdictions' capped call volumes, multiplied by the $500,000 Base Award pool. Because this calculation is normalized across all jurisdictions, the full $500,000 Base Award pool is allocated in every award year regardless of the specific cap value applied. Bayfield County Office of Emergency Management will review and may adjust the call- volume cap annually as part of the NOFO update process, using the most recent available call-volume data. Timeline The following annual schedule will be used: FY2027 applications due 11:59 p.m. December 1, 2026. • Application Deadline: 12 11:59 p.m. CST on December 1st of the calendar year prior to the performance year. • Performance period: January 1 – December 31 of the performance year. • Closeout date: December 31 of the performance year. • Final reports (program + fiscal): Due 11:59 p.m. CST on January 31st of the following year. Training Requirements The Bayfield County EMS Performance Assistance Program requires all participating EMS agencies to ensure their personnel maintain the knowledge, skills, and operational readiness necessary to meet countywide EMS performance standards. Training requirements support core competencies, dispatch and response efficiency, Coverage Support system participation, patient care protocols, safety practices, mass-casualty preparedness, accurate documentation, and alignment with each agency’s Strategic and Operational Plan. These standards help ensure reliable 9-1-1 response, improve service quality, and reinforce the workforce sustainability goals identified as program priorities. Training requirements will be published annually as Appendix B. Program Closeout Payment and Reporting Requirements: 1. Payment: Payments will be made semiannually (twice per year). The first payment is to be made in January of the program period and again in July in the program period. The Supplemental Award earned is determined by the agency’s final performance score at closeout, as described in Appendix C. For example, an agency with a final performance score of 95 earns 95% of its Supplemental Award; the remaining 5% is de-obligated and redistributed as described in the Redistribution section. 2. Submission: Payment requests are made by submitting a fiscal report. The following documentation is required to be attached to and submitted: a. A Payment Request Form, located in the program documents portal of the Bayfield County website, which must be signed by the Project Director, Financial Officer, and Signing Official; b. A completed annual Payroll Report and/or a local tribal or municipal government generated payroll report. This report cannot contain Personally Identifiable Information (PII), such as Social Security Numbers, banking 13 information, etc. but must contain the name of the program-funded employee(s); c. If the municipal or tribal government contracts with a professional EMS provider, then the executed contract, invoice, and proof of payment for the EMS contract must be provided. d. Total call volume report that provides the total number of covered and uncovered calls e. 2027 Roster report showing number of on-call hours and number of calls per licensed responder f. Fiscal report showing cost of wages and benefits for licensed EMS staff or a fully executed contract and proof of payment g. EMS budget report from the EMS provider h. In-house EMS training program outline i. 2027 Strategic Plan that includes Mission & Vision, Operational Assessment, Financial Sustainability, Workforce & Staffing, and Community Integration j. 2027 Operational Plan including Dispatch and Response, Staffing and Scheduling, Patient Care Protocols, Vehicle Safety, Medication and Equipment, Mass Casualty Management, and Quality Improvement. Redistribution: De-obligated funds and any amounts not allocated under Appendix A will be redistributed equally among recipients that meet the redistribution criteria in Appendix C, provided that no agency receives more than 100% of its eligible program-allowable costs. Any amount that would exceed an agency’s eligible costs will be redistributed equally among the remaining qualifying agencies. Redistribution will be performed after initial assistance distributions and closeout reviews have been completed. 14 Appendix A: Bayfield County EMSPA Award Formula Supplemental Award Rate: $30 per 2020 resident. The Base Award allocates the $500,000 among jurisdictions using a capped, proportional call-volume formula. Amounts shown are estimates. These requirements ensure alignment with countywide operational standards, program priorities, and the Strategic and Operational Plans submitted by each EMS agency. 1. Core EMS Competency and Recertification Requirements All EMS personnel must maintain current state licensure as required by Wisconsin DHS, including: • State-approved EMR, EMT, AEMT, or Paramedic refresher courses; • American Heart Association BLS for the Healthcare Provider (CPR/AED) refresher training within required renewal cycles; • Annual Medical Director skills review training consistent with agency patient care guidelines. 2. Dispatch and Response Training Agencies must complete training necessary to support reliable emergency response operations, including: • Countywide and agency-specific dispatch procedures; • Communication system use, including radio and CAD protocols; • Training focused on improving response-time and optimizing time to patient contact; 3. Resource Assistance Training To ensure reliable countywide EMS coverage, personnel must complete training on: • Coverage Support system activation procedures – when to request coverage support, mutual aid or co-response from another agency; • Mutual aid responsibilities when operating within or outside the agency’s service area; • Participate in interagency training exercises that demonstrate effective coordination, communications, and response across jurisdictional boundaries. 4. Vehicle, Scene, and Provider Safety Training Agencies must ensure personnel complete training in: 17 • Safe operation of ambulances and emergency vehicles, including emergency response driving practices and compliance with applicable laws and agency policies; • Hazard recognition, bloodborne pathogen exposure prevention, and infection control practices, including the proper selection, use, and disposal of PPE; precautions to prevent exposure to bloodborne pathogens and transmission of infectious diseases; and proper cleaning, disinfection, and decontamination of patient care equipment and ambulances. Scene safety and risk mitigation in dynamic or high-risk environments; 5. Quality Improvement and Documentation Training Agencies shall actively collaborate with their EMS Medical Director to maintain and improve the quality of patient care. This includes participation in a structured quality improvement (QI) process, review of patient care and operational data, identification of opportunities for improvement, implementation of corrective or educational measures when indicated, and documentation of QI activities and outcomes. 6. Cultural, Community, and Agency Integration Training To support community integration components of the agency’s Strategic Plan, personnel must complete training addressing: • Community-specific needs and communication practices; • Coordination with municipal, county, and tribal partners. 7. New Personnel Orientation Requirements Agencies shall maintain a standardized onboarding process for all newly appointed or hired EMS personnel. The onboarding process shall include orientation to agency policies and procedures, clinical protocols and medical direction, equipment and vehicle operations, documentation requirements, safety and infection control practices, communications, and local response procedures. Agencies shall document completion of onboarding and verify that personnel are appropriately oriented and competent to perform their assigned duties before being placed into independent operational service 18 Appendix C: Post-Award Responsibilities and Considerations Supplemental Award Performance Metrics and Scoring The Bayfield County EMS Performance Assistance Program (EMSPA) is intended to support reliable, sustainable 9-1-1 EMS response capacity throughout Bayfield County. The Supplemental Award portion of each award is performance-based and is intended to recognize agencies that demonstrate effective use of program resources, reliable service availability, countywide coordination, workforce sustainability, and implementation of their approved Strategic and Operational Plans. The performance-based portion of the award will be evaluated using five performance measures: Performance Measure Maximum Points 1. Coverage Support System Participation and Countywide Coordination 25 2. 911 Coverage Reliability 30 3. EMS Response Capacity and Service Availability 15 4. Workforce Stability and Staffing Documentation 15 5. Strategic and Operational Plan Development 15 Total Possible Score 100 Each metric will be independently scored. The percentage of the Supplemental Award earned will be based on the agency's total performance score at program closeout. Performance Award Calculation Final Performance Score ÷ 100 × Total Supplemental Award = Earned Supplemental Award For example, an agency with a $50,000 Supplemental Award and a final performance score of 92 points would be eligible to receive: 92% × $50,000 = $46,000 Any portion of the Supplemental Award not earned through performance will be de- obligated and subject to redistribution in accordance with the Redistribution section of this NOFO. 19 1. Coverage Support System (CSS) Participation and Countywide Coordination – 25 Points Purpose This metric measures an agency's participation in the countywide EMS system and its willingness and ability to utilize coordinated response resources to maintain reliable 9-1-1 EMS coverage across Bayfield County Required Performance The EMS agency must: • Participate in the countywide Coverage Support System; • Provide appropriate coverage when assigned through the Coverage Support system or mutual aid; • Notify the appropriate parties when staffing or operational conditions affect their ability to provide coverage; • Maintain documentation demonstrating compliance with Coverage Support System requirements. Scoring Performance Level Points Full participation; all required Coverage Support System procedures followed; no documented compliance deficiencies 25 Participation maintained with one minor documented deficiency that is corrected during the performance period 22 Participation maintained with two minor deficiencies or one significant deficiency that is corrected 18 Partial participation or repeated failure to follow required Coverage support system procedures 12 Significant failure to participate or repeated failure to provide required coverage support 5 Failure to participate in the countywide Coverage Support system without an approved exception 0 20 Bayfield County Emergency Management may consider documented circumstances outside the agency's reasonable control when determining whether a compliance deficiency warrants a reduction in points. 2. 911 Coverage Reliability – 30 Points Purpose This metric measures the agency's ability to provide or appropriately coordinate coverage for 9-1-1 EMS calls within its jurisdiction. For purposes of this program, a missed or uncovered call is a 9-1-1 EMS call for which the agency originally designated as the first-out response agency was unable to provide a response and did not appropriately arrange for coverage through Coverage Support, mutual aid, or another approved response resource. A call that is appropriately transferred to another EMS agency through the countywide Coverage Support or mutual-aid system will not be considered an uncovered call when the required procedures are followed. Primary Measurement The agency's coverage reliability will be calculated as: Covered 9-1-1 Calls ÷ Total 9-1-1 EMS Calls × 100 = Coverage Reliability Rate Scoring Coverage Reliability Rate Points 100% 30 99.0% – 99.99% 27 98.0% – 98.99% 24 97.0% – 97.99% 21 95.0% – 96.99% 18 90.0% – 94.99% 12 85.0% – 89.99% 6 Less than 85% 0 Minimum Reporting Requirements 21 The agency must submit: • Total 9-1-1 EMS call volume; • Number of calls responded to by the agency; • Number of calls covered through Coverage Support or mutual aid; • Number of calls that were uncovered; • Documentation of circumstances surrounding any uncovered call; • Documentation of corrective actions taken when appropriate. Unavoidable or Extraordinary Circumstances Bayfield County Emergency Management may exclude a call from the agency's coverage reliability calculation when the agency demonstrates that the inability to respond resulted from circumstances outside the agency's reasonable control. The purpose of this provision is to measure agency performance while recognizing that EMS operations occur within a dynamic emergency response environment. 3. EMS Response Capacity and Service Availability – 15 Points Purpose This metric measures whether the agency maintained or increased its ability to provide staffed or on-call EMS resources for 9-1-1 response. The purpose of EMSPA funding is to support reliable and sustainable EMS staffing and response capacity. Accordingly, response capacity and service availability will be used as primary performance measures rather than requiring agencies to demonstrate a reduction in geographic response time. Baseline The agency's baseline response capacity will be established using the prior calendar year's staffing and service data. The baseline may include: • Total staffed EMS response hours; • Total documented on-call response hours; • Number of licensed responders available for 9-1-1 response; • Number of scheduled EMS coverage hours. Primary Measurement 22 The agency's change in response capacity will be calculated by comparing the 2027 performance period with the established baseline. Response Capacity Change = 2027 Eligible Response Capacity ÷ Baseline Response Capacity × 100 Scoring Demonstrated Response Capacity Points 95.00% or more of baseline 15 94.99% – 90% of baseline 13 89.99% – 85% of baseline 11 84.99% – 80.00% of baseline 8 79.99% – 75% of baseline 5 Less than 75% of baseline 0 An agency that maintains its established response capacity will therefore continue to receive substantial credit for this metric, while agencies that use program resources to expand staffing and availability may receive additional points. Required Documentation The agency must provide: • Staff roster; • Staffed and/or on-call response hours; • Staffing schedules; • Call volume information; Response-Time Data Response-time data will continue to be collected as part of the program's system-level performance monitoring. Response-time improvement will not independently determine an agency's Supplemental Award because response intervals may be affected by factors outside the reasonable control of the EMS agency, including call location, geography, weather, traffic, call acuity, dispatch processing, and resource location. 23 Bayfield County may use response-time information to identify countywide trends, geographic service gaps, operational challenges, and opportunities for system improvement. 4. Workforce Stability and Staffing Documentation – 15 Points Purpose This metric measures the agency's ability to maintain a qualified EMS workforce and demonstrates that program funds are being used to support sustainable staffing. For purposes of this metric, the baseline staffing capacity will be established using the agency's prior calendar year staffing and service data, consistent with the baseline methodology described under EMS Response Capacity and Service Availability. Performance Measures The agency will be evaluated on: • Maintenance or improvement of its licensed EMS responder roster; • Recruitment of qualified EMS personnel; • Retention of existing EMS personnel; • Maintenance or improvement of scheduled/on-call staffing capacity; • Appropriate use of program funds for eligible personnel costs; • Compliance with payroll, timesheet, roster, and personnel documentation requirements; • Compliance with Maintenance of Effort requirements. Scoring Workforce Performance Points Maintains or increases licensed responder roster and staffing capacity; complete documentation 15 Maintains at least 95% of baseline staffing capacity with complete documentation 13 Maintains 90%–94.99% of baseline staffing capacity with complete documentation 10 Maintains 85%–89.99% of baseline staffing capacity 7 Maintains 75%–84.99% of baseline staffing capacity 4 Less than 75% of baseline staffing capacity 0 24 Documentation Compliance Regardless of staffing level, incomplete or materially inaccurate documentation may result in a reduction of up to 3 points from this metric. Examples include: • Missing payroll documentation; • Incomplete timesheets; • Inaccurate staff rosters; • Failure to document program-funded personnel; • Failure to notify Bayfield County of required staffing changes; • Failure to maintain required licensure documentation. Reductions will be based on the significance and extent of the deficiency. Maintenance of Effort An agency must continue to comply with the Maintenance of Effort requirements established in this NOFO. Failure to meet the Maintenance of Effort requirement may result in ineligibility for the Workforce Stability portion of the Supplemental Award and may result in additional program consequences as provided elsewhere in this NOFO. 5. Strategic and Operational Plan Development – 15 Points Purpose This metric measures whether the agency uses the program year to develop complete Strategic and Operational Plans that assess its current EMS service, workforce, operational, and financial sustainability needs and set measurable goals for addressing them. The completed plans must be submitted with the agency's final close-out reports. Required Strategic Plan Components The agency's Strategic Plan must address: • Mission and Vision; • Operational Assessment; • Financial Sustainability; • Workforce and Staffing; • Community Integration. 25 Required Operational Plan Components The agency's Operational Plan must address: • Dispatch and Response; • Staffing and Scheduling; • Patient Care Protocols; • Vehicle Safety; • Medication and Equipment; • Mass Casualty Management; • Quality Improvement. Scoring Plan Development Level Points Both plans submitted by the closeout deadline; all required components addressed; plans include measurable goals, timelines, and responsible parties; and plans have been reviewed or adopted by the agency’s governing body 15 Both plans submitted; all required components addressed, but plans lack measurable goals and timelines or have not been reviewed by the governing body 13 Both plans submitted; one to three required components missing or incomplete 10 Only one plan submitted, or four or more required components missing or incomplete 4 No plans submitted by the closeout deadline 0 A required component is considered addressed when the plan describes the agency’s current status in that area, identifies needs or gaps, and sets at least one goal or action to address them. Bayfield County Emergency Management may request revisions to an incomplete plan before assigning a final score. Plans submitted for FY2027 will serve as the baseline for evaluating plan implementation in future program years. Required Reporting The agency must submit its completed 2027 Strategic Plan and 2027 Operational Plan with its final program and fiscal reports, due January 31, 2028, along with any supporting documentation requested by Bayfield County Emergency Management. 26 Each participating agency must also host at least two public or governing-body meetings during the performance year, including joint meetings with local municipalities, to provide a report on: • 9-1-1 call volume; • Covered and uncovered calls; • Response capacity; • Staffing; • EMS budget and expenditures; • Progress in developing the Strategic and Operational Plans. Final Supplemental Award Score At program closeout, Bayfield County Emergency Management will assign points for each of the five performance measures. Metric Maximum Coverage Support system Participation 25 911 Coverage Reliability 30 EMS Response Capacity and Service Availability 15 Workforce Stability and Staffing Documentation 15 Strategic and Operational Plan Development 15 TOTAL 100 The agency's total score will determine the percentage of its Supplemental Award earned. Example An agency receives a potential Supplemental Award of $50,000 and receives the following closeout scores: • Coverage Support System Participation: 25 points • 911 Coverage Reliability: 27 points • Response Capacity: 15 points • Workforce Stability: 10 points • Strategic/Operational Plan: 15 points Total Performance Score = 92 points 27 $50,000 × 92% = $46,000 earned Supplemental Award The remaining $4,000 will be de-obligated and subject to redistribution in accordance with the Redistribution provisions of this NOFO. Performance Review and Corrective Action Bayfield County Emergency Management will review submitted performance documentation at closeout to determine the agency's final performance score. When a performance deficiency is identified, Bayfield County Emergency Management may request additional documentation or a corrective action plan before determining the final score. Performance reductions will be based on documented performance and will be proportionate to the severity and duration of the deficiency. The purpose of the performance-based Supplemental Award is to encourage reliable EMS coverage, workforce sustainability, countywide coordination, and continuous improvement. It is not intended to financially penalize an agency for isolated circumstances that are outside the agency's reasonable control. Redistribution of Unawarded Supplemental Funds If an agency does not earn 100% of its potential Supplemental Award, the unearned portion will be de-obligated. De-obligated funds will be redistributed to eligible program recipients that: 1. Have met all required program eligibility and compliance requirements; 2. Have demonstrated eligible program expenses exceeding their initial award; 3. Have submitted all required fiscal and performance documentation; 4. Have achieved the applicable performance requirements; and 5. Have not exceeded 100% of their eligible program-allowable costs. Redistribution will occur after the initial assistance distributions and closeout reviews have been completed. No agency may receive more than 100% of its eligible program-allowable costs through the EMS Performance Assistance Program during the applicable performance year. 28 Any funds that remain after redistribution, including funds that cannot be redistributed because no agency qualifies or all qualifying agencies have reached 100% of their eligible program-allowable costs, will be retained in the Bayfield County countywide EMS fund and may be carried forward to the following program year, subject to County Board approval. September 17, 2026 Mark Ables-Allison, Kelly Westlund, Kristine Kavajecz Bayfield County 117 East Fifth Street Washburn, WI 54891 RE: Loss Control Meeting / September 16, 2026 Dear Mark, Kelly, & Kristine, Thank you for taking the time to meet with me and John Schweiss on September 16th, 2026. The purpose of the meeting was to review Bayfield County’s current losses and trends, discuss future services, become more familiar with the county’s operations, and introduce myself as your new Loss Control representative. As discussed, ice-related Slip/Trip/Fall incidents are continuing to be our most frequent cause of injury, as well as our most severe loss driver. A review of losses over the last few years shows that this has been the case from year to year. It was discussed that the parking lots continue to be cleared and salted, however consideration should be given to see if there are any internal actions that could be taken to mitigate future losses. We discussed a possible mandatory footwear policy, as well as the promotion of traction devices available at a discounted rate through West Bend (Winter Microsite link below). Regarding future services, I am currently planning on attending the Department Head meeting on October 28th, to present on Incident Reporting and Accident Investigations. This visit may also provide an opportunity to meet individually with department heads to become more familiar with their specific operations and where additional Loss Control measures could have influence. January 18th has also been marked for the All-Staff Safety Day, and a presentation topic will be discussed at a later date. I have also marked my calendar to send quarterly updates of the county’s Loss History Report. During our meeting we also discussed several resources which may be of interest and could help to further refine and strengthen your risk management efforts. A few of these resources include: - Winter STF Microsite | West Bend Insurance - JJ Keller Training Videos - Accident Investigation | West Bend Insurance - Safe Patient Handling Video Links | West Bend Insurance - West Bend Policyholder Portal - Sign In - Policyholder Portal Onboarding Videos | Argent As well as many other resources available at our website: www.thesilverlining.com/safety.
