10, 2026 Executive Committee meeting. Motion Carried (5-0) Note that Marty Milanowski is not
a member of the committee.
Public Comment:
David Martinsen, Town of Russell: Spoke about Flock cameras. Sees the value to law
enforcement, but the cons outweigh the pros.
Liam Delmain, City of Bayfield: Spoke in opposition to funding Flock cameras in the 2027
budget. Presented a petition opposing the cameras along with a written statement. Reported that a
group of citizens collected the petition and did presentations in the municipalities that have Flock
cameras over the past year. Emphasized need for greater public engagement and transparency in
decision making.
Christopher Laforge, Town of Orienta: Will provide a copy of his research on Flock cameras to
the County Clerk for distribution to the County Board.
Adam Baker, Ashland: Spoke in opposition to Flock cameras and stated he has actively lobbied
against them for the past year, call for transparent public input process.
Dana Churness, Town of Clover: Spoke in opposition to Flock cameras. Churness shared some
examples of mis-identification incidents by Flock.
Kathy Smith, City of Bayfield: Spoke in opposition to Flock cameras and shared details of
entities that have recently cancelled or declined to renew contracts for Flock cameras.
2
Doug Liphart, City of Washburn: Support removal of Flock camera funding from the 2027
budget. Concerns with the sharing of confidential data with other entities.
Paul Delmain, City of Bayfield: Spoke in opposition to use of Flock cameras.
Motion Lee, Sandstrom to allow three additional persons to speak during public comment.
Motion Carried (6-0)
Phoebe Burchill, not a Bayfield County resident. Spoke in opposition to Flock cameras.
Rich Path, Town of Bayfield: Echoed the previous comments in opposition to Flock cameras and
supporting the cancellation of a Flock contract.
Brie Roland: Spoke in opposition to Flock cameras. Referenced an article from the Racine
County Sheriff expressing concerns with Flock sharing data that was not agreed upon.
Department Presentations:
a) Sheriff’s Office: Sheriff Williams stated that the contract with Flock is $17,500.
Sheriff expressed concern that the mileage line item was reduced and he is not
sure if that number can be maintained with a full complement of staff. Williams
stated that the Sheriff’s Office is currently under contract with Flock for three
cameras through 2028 and three cameras through 2029. He stated that there is
detail on the Department’s Transparency page outlining where the Flock data can
or cannot be used/accessed. Sheriff’s office can limit what the camera data can be
searched/used for. The contract with Flock states that the data belongs to the
Bayfield County Sheriff’s Office and cannot be sold or shared by Flock. Several
board members spoke in opposition to a contract with Flock. Comment by
Pocernich that a budget meeting is not a policy setting meeting and this topic
should be discussed as a policy at an appropriate meeting.
b) Forestry Department: Bodine stated that 2026 will experience a budget deficit due
to a shortage in timber sale revenue. He reviewed historical figures and trends.
Carbon revenues are helping to offset the shortage in timber sale shortfall.
c) Emergency Medical Services: Quaderer reported that the EMS Funding Plan will
be presented to the Sheriff’s Committee at their next meeting. This budget also
includes funding for EMR training for officers and EMD training for dispatchers.
The budget includes $1 million that will be distributed to municipalities, rather
than directly to the EMS agencies. The municipalities will use the funding to
supplement their budgets and must use the funds for EMS services. The $1 million
allocation includes the $20,000 that was previously allocated to each EMS
Agency.
d) Emergency Management: Levy is proposed to be reduced due to additional
revenues and moving some of the EMS Program expenses to a separate
department. Hazard Mitigation planning funds are requested.
e) Dispatch: Wages and benefits are the largest portion of the budget. PSAP Grant
funding requires that the budget must be maintained at a specific level. The
3
Dispatch budget is split with Ashland County. Budget includes one director, 13
full-time staff and up to four part-time staff.
f) Planning and Zoning: Hulstrom reported on a $75,000 contractual item that was
removed from the budget for ongoing consultant work to finish the zoning update
and related maps. The proposed budget also includes the creation of a Code
Enforcement position partnered with the reduction of a Clerk position from full-
time to part-time. The budget includes expenses for office improvements.
g) Personnel Summary: Two additional fully funded full-time positions will be
added. One half-time levy funded position will be added.
h) Capital Improvements: A list of proposed capital improvements was reviewed.
$5.7 million budgeted with the majority coming from grants, short-term borrow,
carry-over from 2026. It was noted that many requests are not being included in
the proposed budget. A new stove for the jail kitchen is included in the Jail
Assessment fund. Northern Lights funding was reviewed.
i) Agency Requests: Abeles-Allison reviewed the list of agencies proposed to be
funded and the level of funding proposed. Lengthy discussion regarding BCEDC
funding and return on County investment.
Next Budget Meeting will be Wednesday, September 16, 2026 at 4 p.m.
Meeting adjourned at 5:52pm.
Respectfully submitted by Kristine Kavajecz.
