ASHLAND – BAYFIELD COUNTIES 9-1-1 PSAP COMMISSION BOARD OF DIRECTORS Agenda Narrative Agenda Item 5: Department update The CAD 911 GIS working group has been meeting weekly to coordinate efforts and identify ways we may improve our processes. Both the Ashland County GIS Department and Bayfield County Land Records submitted project proposals for our 2027 PSAP Grant. The same day the grant was due, our PSAP hosted an on-site demonstration with Motorola to learn more about their Vesta Hybrid solution. The CAD 911 GIS working group is evaluating the mapping needs of the PSAP and discussing possible cost-effective solutions. We submitted our annual PSAP grant to the Wisconsin Office of Emergency Communications. In addition to the CAD GIS contract work, priority areas included Emergency Fire Dispatch (EFD), IT hardware needs that will improve our resilience to technology disruptions, and a new mapping solution. The total grant amount was considerably higher than originally discussed, $946,580. The reason for that is that we put in for the $650k difference between the estimated cost of the Motorola Vesta Hybrid solution and what was awarded in 2026. Since this is a 90/10 reimbursement grant, there is no obligation to spend the total amount awarded. Following the August PSAP Commission board meeting, Sheriff Williams proposed a schedule rotation with seven (7) 12-hour shifts per day: three (3) day shift 0600-1800 shifts, two (2) night shift 1800-0600, one (1) power 1500-0300, and one (1) supervisor 1200-2400. The proposed schedule is 30,576 hours per year, the equivalent of 14.7 FTE (2080hrs). Highlights include: • Three (3) dispatchers on the floor from 0600-1200; • Four (4) from 1200-1500; • Five (5) from 1500-1800, which would allow the supervisor the freedom to perform supervisory tasks; • Four (4) from 1800-2400, a time when our current schedule has been too light for the demands; • Three (3) dispatchers from midnight-0300 to get us through bar close; and • Two (2) in the pre-dawn hours of 0300-0600. • Supervisors overlap with all shifts • Supervisor shifts may be adjusted as coverage needs dictate • A day shift opens up (since Ashlee Larson would be moving to a 1200-2400 shift) • Half-time and part-time staff can split a 12-hour shift (ie: one dispatcher working 0600-1200, and another working 1200-1800) • The Pittman rotation is already familiar to staff. ASHLAND – BAYFIELD COUNTIES 9-1-1 PSAP COMMISSION BOARD OF DIRECTORS Finally, Commission staff have had conversations with the Ashland County Sheriff Office on how to get the most out of our Ashland ECC. We’ve sent dispatchers there for occasional 5-hour shifts to make sure everything is working correctly—especially given recent IT challenges in the Washburn ECC and a concerning uptick in regional data security threats. Currently, the Ashland site is a capable backup location, but it is not outfitted to function as a fully integrated day-to-day worksite. Agenda Item 6: Call-handling software The 2026 PSAP grant award budgeted $345,582 for new call-taking software. That was based on a quote for a Motorola call-taking software called Vesta 911. Vesta Hybrid is a combination of Vesta 911 and Radius, a call-taking map. Although the Vesta Hybrid solution is robust and offers many resources, it also presents a significant cost, approximately $650k more than anticipated when we applied for the 2026 PSAP grant last year. At this time, it is requested that the board approve the purchase of Vesta 911 call- handling software. This will allow us time to purchase and implement the call-taking software before the June 1, 2027 grant-stipulated deadline while we continue working on mapping solutions (either Vesta Hybrid, or RFP). Agenda Item 7: IT Needs The Washburn ECC has been down a workstation since mid-July while Dell services one of our computers. This has caused significant operational disruption since that workstation was also our only “training station,” allowing trainer and trainee to work from one station. This demonstrates the urgent need for a backup workstation to maintain an adequate level of readiness. Additional 1TB hard drives are also needed to keep up with increased data processing demands. Bayfield County IT Director Paul Houck suggests purchasing the hard drives before the end of the year. Agenda Item 8: Discussion and possible action regarding commission agreement modification relating to payment schedules. Currently, billing has been done after costs are incurred each quarter. Bayfield County was carrying the full cost of the program each quarter until payment was received from Ashland County. This is contrary to how the new agreement, signed this spring, was written. It stipulated members would pay Bayfield County in advance each quarter based on the amounts listed in section 18(d). In order to balance the needs of both members, it is proposed that for quarters 1-3, Bayfield County will bill Ashland County for one-fourth of the annual payment listed in section 18(d). This will provide funding up front for Bayfield County to support operations. The fourth quarter billing will happen after the end of the fiscal year when Bayfield County reconciles actual costs with the three payments made for the year ASHLAND – BAYFIELD COUNTIES 9-1-1 PSAP COMMISSION BOARD OF DIRECTORS and issues a final billing for the additional amount needed to cover those actual costs. This means Ashland County only is covering actual expenses since the amounts in 18(d) are based on budget estimates. Agenda Item 9: Discussion and possible action regarding filling the Dispatch Supervisor vacancy. Dispatcher Ryanne Alajoki voluntarily stepped down from her Dispatch Supervisor position when she decided to go down to half-time status in July. The Commission requests the position be posted in order to implement the new schedule with a daily supervisor shift. ASHLAND – BAYFIELD COUNTIES 9-1-1 PSAP COMMISSION BOARD OF DIRECTORS Ron Sztyndor—chair Larry Fickbohm—vice-chair Dan Grady Mark Abeles-Allison Brian Zupke Tony Williams Bayfield County EOC 1:00 p.m. Tuesday, August 18, 2026 *** MINUTES *** 1. Call to Order Sztyndor called the meeting to order at 1:00 p.m. Tuesday, August 18, 2026 in the Bayfield County EOC. Roll Call: • Ron Sztyndor • Larry Fickbohn • Dan Grady • Mark Abeles-Allison • Brian Zupke • Tony Williams • Meagan Quaderer, ECC Director • Ryan Matthews, Dispatch Coordinator • Caroline Twombly, Ashland County Finance Supervisor • Brittany Goudos-Weisbecker, Ashland County GIS Coordinator & Land Information Officer • Ayris Kirschbaum, Bayfield County GIS/911 Database Public Safety Specialist • Scott Galetka, Bayfield County Land Records Administrator • Paul Houck, Bayfield County IT Director 2. Public Comment: Limited to 3 minutes per person, 15 minutes maximum N/A 3. Approval of July 23, 2026 meeting minutes Abeles-Allison made a motion to approve the s u b m i tt e d m e e ti n g m i n u t e s f r o m t h e J u l y 2 3, 2 02 6 P S A P Commission regular monthly meeting. Grady seconded and the motion carried. 4. CAD 911 GIS update Galetka said the CAD 911 GIS working group had a meeting August 12. There was discussion about updates to production workflow and dispatch priorities. Kirschbaum and Goudos-Weisbecker also presented updates on their work. ASHLAND – BAYFIELD COUNTIES 9-1-1 PSAP COMMISSION BOARD OF DIRECTORS Abeles-Allison asked about CommandCentral Aware. Kirschbaum said CommandCentral Aware is different from Flex Mobile. It’s primarily used by the sheriff’s offices to track body cam footage. Abeles-Allison asked whether it was true that only one person can work on CAD GIS at the same time. Kirschbaum confirmed that there is only one account, meaning only one person can work on it at a time. Abeles-Allison asked how many hours Kirschbaum logs into the program. Galetka said it would cost approximately $1,500 for another license, and Abeles-Allison said a second license may be advantageous. However, Kirschbaum said, with Motorola Vesta, they may be moving to a new program. Quaderer said that if dispatchers and the respective county land records departments are not comfortable with the Vesta Hybrid presentation, she would not continue granting Motorola “sole source” privileges. 5. Discussion and possible action regarding IT labor tracking. Houck presented three different IT and labor tracking solutions that were explored, ConnectWise, Monday.com, and ClickUp. Houck and Ashland County IT Director Taylor Foley recommend ClickUp with licenses for five (5) IT, two (2) GIS, two (2) chief deputies, and one (1) dispatch license. Houck said he expects first year expenses to be approximately $15,000 and about $7,500 per year afterward for up to 15 admin licenses. ClickUp would offer different permission structures. Sheriff Williams asked whether that expense were coming out of the PSAP budget. He asked Quaderer, if the PSAP was currently $50-100k over budget, would it benefit the PSAP enough that the Commission could cut $15,000 from somewhere else. Quaderer suggested there would need to be an MOU between the Ashland and Bayfield IT departments to keep the budget in compliance with the Innovation Grant. The Commission discussed the possibility of paying for it out of the ABC Law budget. Sheriff Williams made a motion to support the implementation of ClickUp, but not to pay for it out of the PSAP budget but to explore other sources of funding. Abeles-Allison seconded the motion. Grady asks if the City of Ashland has a say in this if it goes through the ABC Law budget. Houck said yes, they’re a third partner in ABC Law. Sheriff Williams voiced support for paying for the cost of ClickUp from the ABC Law budget. The motion on the floor carried. 6. Discussion and possible action regarding the 2027 PSAP Grant from the Wisconsin Office of Emergency Communications. Quaderer said she’s waiting on quotes for a backup CPU. Grady asked if Quaderer had discussed Emergency Fire Dispatch (EFD) with Stuart Matthias at Ashland Fire Department. Quaderer said Ashland Fire and other departments are supportive of EFD. Abeles-Allison made a motion to proceed with 2027 PSAP Grant request not to exceed $250,000. Grady seconded and the motion carried. 7. Discussion and possible action regarding the 2027 PSAP budget. ASHLAND – BAYFIELD COUNTIES 9-1-1 PSAP COMMISSION BOARD OF DIRECTORS Quaderer said she tried to get as close as possible to the expense limits placed on the Commission by the Innovation Grant. At the time of meeting, the budget was at $165,000, $50,000 over what the grant required. Quaderer cautioned that that budget is for 13 dispatchers, not 14 like was budgeted in 2026. Quaderer said we should never cut staff, but the Commission must also try to cut the budget. Quaderer cut eDispatches and Genesys Mass Notification from the PSAP budget and put it into the counties’ emergency management budgets with an MOU between the counties. Grady asked about the capital equipment line of the budget. Quaderer said that that’s the grant match that needs to be moved into the 242- account. Between those funds and indirect costs incurred by both counties, those two things are keeping costs high. The Commission discussed moving capital equipment into the 242- account and managing indirect costs with an MOU between the counties. Quaderer suggested taking indirect costs out and adding in a 14th FTE dispatcher . Abeles-Allison made a motion to approve the budget as presented. Fickbohm seconded. The Commission discussed staffing needs. Abeles-Allison made a motion to amend his motion to move capital expenses to the 242 account and have indirect costs paid for by each respective county with an MOU. The motion was seconded and the motion carried. 8.
