Cc: Bayfield County Forestry & Parks Committee Members Mark Guenther, DNR Team Leader Joseph LeBouton, DNR Liaison Mark Abeles-Allison, County Administrator The Daily Press 1 Forestry and Parks Committee Report September 2026 4. Resolution: 2026 Budget Amendment. This resolution addresses accepting a WI Coastal Management Grant for the purchase of roughly 11.59 acres next to Big Rock park. The purchase agreement is for $100,000 with closing tentatively scheduled for Oct 30. The grant has not been formally awarded yet, though we are anticipating an announcement around Oct 1. If awarded, the grant would be $50,000 (half of the purchase price). Since there would not be enough time to get this on the October board agenda (and then close on Oct 30), the goal was to write this resolution with two different budget scenarios: 1) if the grant is awarded; and 2) if the grant isn’t awarded. If awarded, then roughly $55k would be transferred from the non-lapsing land acquisition account balance to cover the difference. If not awarded, then the full amount would be transferred. If the grant is awarded, then the remaining non-lapsing account balance will be roughly $600k. If not awarded, then it will be around $550k. This is the last land acquisition project currently on the radar, though we are in the very early stages of a potential new one right now. 5. County Conservation Aid Grant Application. This is the annual application to the DNR County Conservation Aids grant. It’s a 50/50 grant, requiring a 50% county match. Bayfield County’s allotment is just under $4k and can be used on a variety of wildlife and/or outdoor recreation projects. Over the past few years, we’ve used it on various lake access projects. We can also request more than our base allotment (which is usually an extra $2k-$4k, depending on availability). This year, the goal is to improve the primary access road (trail) to the newly acquired Whittlesey property, including the construction of a small overlook/viewing platform and an informational sign (in partnership with Landmark Conservancy). Applications are due early October and require Committee approval. 6. Ten-Year Temporary Access Permit Requests. Rod Grimme; Chris and Laura Dwyer. The Dwyer permit request is for property recently sold. Where a 10-year access permit was approved previously (a few years ago). Off Ruth Lake Rd in the Town of Iron River. New owners, but the same access road. These permits expire once the property is sold. The Grimme permit is technically new. Though the previous landowner had apparently been using this access route off and on for decades. Off the end of 43 road in the Town of Barnes. Attached are maps for both requests. Standard 10- year permits would apply. I recommend approval. 7. Monthly Reports. a. Forestry: a) 2026 Budget. The stumpage return for August was better than the last few months, at roughly $330k. Still about 20% under the three-year average for the month, but close to what was generated last August. Total stumpage returns are currently at roughly $1.9 million. For reference, the three-year average for total stumpage revenue through August is about $3.0 million. Last year, total stumpage returns were at about $2.75 million through August. In short, stumpage revenue is holding at about 35% under the three-year average and about 20% under budget. Unless this recent string of wet weather triggers an increased movement of contractors onto our sales, we’re still projecting an $800k-$1.0 million shortfall this year. 2 This downturn in stumpage revenue is something we have been forecasting for years now. Fortunately, the carbon fund balance will temporarily fill the budget hole created by the underperforming stumpage returns. Until there is more predictable consistency in carbon returns, these funds can’t be relied upon for similar use in the future. To address that, I’d recommend the creation of a timber revenue risk account to help safeguard the stumpage budget in the future, as unpredictable timber markets and associated returns are also expected to continue. More on that below. b) 2027 Budget. ince the budget was submitted, Mark and I have made several changes to the budget. The result was a net deposit increase of about $300k to the general fund. The more substantial changes are: • Transfer an additional $100k in carbon revenue balance. 60% FCOR and 40% CCOR. This brings the total amount of carbon transfer to $700k ($360k FCOR and $340k CCOR). However, the more we exceed the stumpage revenue budget in 2027, the less we will have to transfer. • Increase timber sale revenue by $133k. The total budget line for stumpage revenue was increased from $3.2 million to $3.33 million. • Increased the expense payment to the Towns (10% fund) by $13,333, to account for the increase in stumpage revenue. • Moved the equipment purchases from the carbon account (270) to the capital account (430). No net change to the budget. • Decreased fund balance applied revenue item by $50,850. This was already transferred to the capital account (for the equipment purchases), but never removed from the operating budget. • Moved the trestle repair grant from the operating account (100) to the capital account (430). No net change to the budget. • Reduced the Town Road Aid expense item by $20k. The total available Town Aid will be reduced from $90k to $70k, but still a little higher than this year (which is $60k). • Reduced the Reforestation expense account by $40k. Made possible by recently being awarded a Sustainable Forestry Grant. • Reduced the contractual expense account by $9,500. This is what we pay the CFI plot contractor. We will still contract some of that work, but will now absorb 30 more CFI plots next year. c) Carbon Project. ANEW is working on another sale of about 100,000 older vintage conservation credits. No additional details yet, but payment could be received in late Q4 this year or early Q1 next. d) Stumpage Revenue Risk Fund. Just introducing this concept. The significant decrease in stumpage revenue this year is abnormal. Or at least abnormal to us. Until 2026, stumpage revenue had always exceeded the budget. During the peak revenue years (2013-2019), surplus returns commonly approached $2.0+ million/year. As recently as 2024, the stumpage revenue surplus was nearly $1.5 million. Since stumpage returns commonly overperformed, there was never a need to consider establishing a risk or buffer account to address the lean years (because for the last 20 years, there weren’t any). Until now. We still estimate a stumpage revenue shortfall of roughly $1.0 million this year. Funds will be transferred from the carbon account to fully address this shortfall. In the short-term, the carbon account is effectively serving as a de facto stumpage risk account. Which is a 3 fortunate position to be in. However, carbon returns are still unpredictable and irregular. And the carbon account was never intended to plug budget holes created by an underperforming timber sale program. I propose creating a stumpage revenue risk account and establishing protocols for use. Could start by allocating a certain percentage of annual stumpage returns (up to the budgeted amount) and then a higher percentage of anything that would be considered surplus. In addition, I’d recommend assigning a percentage of future carbon returns to this risk account. Cap it at $1.5 million or about half the three-year average for the stumpage revenue budget. As an example, we could assign 3% of stumpage returns up to the budgeted amount, as well as 25% of all surplus. Then direct 10% of carbon returns before allocation to the FCOR and CCOR. Douglas County operates a risk account (have had one for 20+ years). I could get a copy of their protocols as an example. Bayfield County relies heavily on stumpage revenue to balance the budget. The strong returns of years past have helped to accomplish a variety of county wide goals. But I fear those years are gone and the future is far more unpredictable. A risk account will insulate us from irregularities in future stumpage returns, as well as help stabilize (and protect) the county budget. e) Land Acquisition Projects. • Big Rock. Resolution addressed above. Otherwise no new updates. • Maxwell. Still waiting on the roughly $180k Coastal grant to cover our share of the acquisition cost. We are expecting a formal announcement around October 1. f) Sustainable Forestry Grant. We were recently awarded a $125k Sustainable Forestry Grant to assist in the reforestation of failed jack pine seeded sites. This grant will cover most reforestation expenses in 2027 and 2028 associated with this work. We can also apply for another grant to assist with anticipated costs that are also likely in 2029 and 2030. Since this impacts nearly 1,000 acres, it’s expected to be a 3-4 year project and the grant is capped at $125k. g) Position Change Requests. Personnel recently approved one full grade increase for the existing Rec Coordinator and Inventory and Analysis Forester positions. And approved the County Forest Operations Coordinator position. However, the Assistant Administrator position was not increased one grade, as requested. All four positions would be in grade M. Changes would go into effect on Jan 1, 2027. I’ll have more on this during the meeting. • County Forest Operations Coordinator PD. Attached is the job description for the new position. While this is a new position, we are not adding more staff. The goal here is to convert one of the existing four Forester positions to the CFOC. We’d then operate with 3 Foresters and 1 CFOC. The new position would go into effect on Jan 1, 2027. h) WCFA Board Member Update. Jeff will have an update, if any, during the meeting. • Economic Impact Study. WCFA is currently working on the development of an economic impact study for county forest lands. A total of 5 proposals were received. I’m part of the working group assisting with this project. The top two proposals have been selected and we’ll be conducting interviews next week. The general price range for this ambitious and exciting undertaking is expected to be around $125k and would take 1-1.5 years to complete. So far, WCFA is not asking interested counties to contribute, but 4 that could be a future request, depending on the final projected costs (and WCFA budget). b. Parks and Recreation. Below are a few items of note from Sara and Lindley: Sara: • Helped prepare for and attended the Forestry certification audit. It was a great learning experience to go through a forestry audit and showcase how the Forestry and Parks Department manages its resources and works with community partners. • Spent a bit of time at the newly acquired Maxwell Forest Property, formerly owned by Northland College and used as a field station. I spent time walking the trails and taking notes on additional improvement work to provide public access. Landmark Conservancy is hosting two volunteer workdays Sept 11 and 12 at the property, located off Hwy 118. If anyone is interested in helping, please sign up here. • Spent time working on an additional land acquisition project, the Pigeon Lake Field Station and researching DNR grants for shoreline and habitat restoration. The DNR Surface Water Grant Restoration pre-application is due Sept 15, with final grant due Nov 15. The County Board is approving a resolution to apply at the next Exec Committee meeting. I am also looking into applying for the Healthy Lakes and Stream Grant for shoreline restoration and habitat improvement. That grant has a rolling deadline. • I met with the Birkie to discuss a short trail (.2 mile) reroute at Telemark. They are going to use an old logging road for the trail reroute. Making maintenance and user experience much easier. • Attended several Bayfield Area Trails meetings, as they work their way to become an official 501c-3. They have now decided to change their name to Bayfield Peninsula Trails, which (I feel) fits their area of work well. • I had the opportunity to take Austin Holland, Assistant Professor of Community and Regional Planning at UWSP and Director for the Center for Land Use Education, and his student intern on a tour of Bayfield County to help in the creation of a story map for the Lake Superior Collaborative. • Worked with David Eades in the Tourism office to explore the option of using an online platform for camping reservations, Tourism already uses a platform for the Fair and we could tag onto it. • Spent some time meeting with consultants on current park projects (Big Rock Park and Fire Hill Preserve) and future projects (Brownstone Park and Trailhead). • This week we received notification that our Headwaters to Coast Initiative proposal for the Restoration and Enhancement of Pikes Creek and the Sioux River Infrastructure was approved. This is a federally funded project totaling $249,500 ($198,000 cash grant, $51,500 match) that will “protect high-quality waterways, improve natural resource stewardship, and enhance public recreation opportunities on two area Class 1 trout streams: the Sioux River and Pikes Creek. The proposed project would focus on working with community members to restore degraded sites, protect sensitive habitats, and upgrade public access to ensure safe, sustainable use for residents and visitors.” At Pikes Creek, the project will restore and stabilize 100’ of the shoreline and move the Jerry Jolly Trail away from the stream. At Big Rock Park the project will be to develop manageable pedestrian and angler trails and a fish viewing/day use area to reduce impacts to a premier migratory fish corridor while creating safe, sustainable access to the Sioux River. 5 • Steve and I have been working on getting permits to improve the County boat launch at Long Lake in Iron River. The proposed work is to create better access to the boat launch and more parking for trailers. • I attended and participated in the Bayfield County Bike and Ped Plan Mtg #6 to finalize the proposed bike and ped plan projects in the County. This project is funded by a grant with the NWRPC and Bayfield County. • This month was also finalizing travel plans to attend the National Parks and Recreation Conference in Philadelphia, PA Sept 29-Oct 1. I won a free entry and paid trip to the NRPA through Wisconsin Parks and Recreation Association. Lindley: • Ounce River: this bridge was built on site in the last few weeks, with assistance from Highway. This has been years in the making so it feels pretty good to get this done. Not only was the new bridge installed, but we were able to pull the bridge from the old trail (moved approx. 10 years ago). We are hopefully able to use this bridge on the trail system in a different location, replacing a bridge that the Forest Service recently placed a 2 ton load rating on. • Trail 7 reroute: this grant was approved at the DNR motorized funding meetings in Wausau Aug 25-26. This is a mandatory reroute of both the ATV and snowmobile trails in the Town of Drummond. We will be moving the trail off private property and completely onto USFS land. RFP went out Friday. We hope to have a contract in place before the end of the month, with construction to occur before snowmobile season. • Pagac Trail: we have been working with the landowner and adjacent landowner to secure the land to improve the existing trail to Pagac’s Bar. The grant was approved but we have run into a few roadblocks along the way. Hoping to get everything together and permits in place for a summer 2027 project. • I’ve also been working on some trail maintenance, mowing and brushing before going into winter. The last few years we have had heavy wet snows that really do damage to the trails. We are trying to be proactive and clearing in advance of the snow (much easier to do when there isn’t 16-20 inches of snow on the ground) • And lastly, with winter being right around the corner, I have been working on stocking the yurts up with firewood for the winter. We received our first report of mice making their way into the yurts. Traps will be set this week. c. Yurt Updates: Below are the current occupancy rates: d. Call to Order of Forestry and Parks Committee Meeting. This meeting was called to order at 6:00 PM. 2. Public Comment: None. Public comment closed at 6:00 PM. 3. Approval of the July 13th Meeting Minutes. MOTION: (Rosa, Olsen) Approve minutes and place on file. All: Yes. Carried. 4. Presentation: Recreation Partner Annual Accomplishment Report. Ashwabay Alliance. Doug Olson, the Outdoor Rec Program Director, presented an accomplishment report. Discussion followed. 5. 2027 Forestry and Parks Department Budget. Total budgeted revenue is $5.034 million, an increase of about $435k when compared to this year. The increase is primarily a result of the trestle repair grant (about $280k) and an increase in transfers from other existing funds. Total budgeted expense is about $2.938 million, an increase of $395k. The primary reasons for the increase are offsetting expenses for the trestle repair grant and personnel costs. Budgeted net deposit to the general fund in 2027 is $2.096 million. This is an increase of about $40k when compared to 2026. MOTION: (Rosa, Olsen) Forward to executive committee with recommendation for approval. All: Yes. Carried. 6. 2027 Position Change Requests. Bodine recommends that Rec Coordinator, Inventory and Analysis Forester and Assistant Administrator, which are currently well below the market average, be increased by one full grade on the County wage scale. Also requests that one of the current four foresters (Amman) be reclassified as a second Assistant Administrator. MOTION: (Sandstrom, Olsen) Forward proposed increases to personnel committee as amended and support reorganization of the department with recommendation of approval. All: Yes. Carried. 7. County Forest Sustainable Forestry Grant Application. We are proposing assistance with reforesting failed jack pine seeded sites for this application. The goal will be to carve out the failed areas, re-prep mechanically and then plant and bud cap containerized jack pine. Just under 900 acres will be treated. This will likely be a three-year treatment program, as we don’t have the resources to address it all at once. We can request up to $90k from the sustainable forestry grant for failed reforestation activities. If awarded, the grant would cover site prep, trees, planting and bud capping. The total cost of replanting all 900 acres will likely exceed $200k. Fortunately, the cost to seed is fairly minimal and the DNR is helping with some of the site prep, like fireplowing. We also have a substantial balance in the non-lapsing reforestation account which will be used in the future for this project. MOTION: (Olsen, Sandstrom) Approve grant application. All: Yes. Carried 8. Ten-Year Temporary Access Permit Renewal Request. Emma Lang. Previously approved 10-year access permit. Standard rates apply for all access permit renewal requests. Bodine recommends approval. MOTION: (Olsen, Rosa) Approve access permit renewal. All: Yes. Carried Bayfield County Forestry & Parks Committee July 13, 2026 Meeting Minutes Page 2 of 2 9. Log-A-Load Timber Sale Revision. This sale was approved during a previous meeting. However, after closer inspection from the contractor, they do not feel the current location will be suitable to host that many people. The alternative location is part of a stand that has already been set up for sale this fall. Values and volumes will be nearly identical, but this site will better accommodate the volume of people coming to see it. The recommendation is to terminate the existing Log-A-Load contract and approve a new one, with this new location, under the same terms as the previous. MOTION: (Olsen, Sandstrom) Terminate existing contract and approve new contract. All: Yes. Carried 10. Monthly Reports. a) Forestry: a. 2026 Budget. July was a little better than June. We generated just over $292k last month, which is about 35% below the three-year average for July (but only 17% lower than last July). Already a good start to August, with nearly $110k received this week. Total stumpage returns are roughly $1.67 million to date. We are still projecting a $1.0 million shortfall this year. This would be about 28% under budget and 33% below the three-year average. b. Carbon Project. Nothing new to report. c. Land Acquisition Projects. i. Big Rock. Nothing new to report. ii. Maxwell. This acquisition successfully closed on July 30. Still working with Coastal on the grant. d. Certification Audit. This is audit week! Representatives from both programs, FSC and SFI, will be in NW WI this week. The opening meeting is Monday afternoon. Douglas County is audited on Tuesday. Iron and Ashland are audited on Wednesday. We go on Thursday. Then there is a summary/recap meeting on Friday morning. Will be a busy week but looking forward to it. e. NRB Appointment. Mike Amman has been appointed to the Natural Resources Board by Gov. Tony Evers. f. WCFA Board Member Update. Planning the annual Fall Meeting in September and working on plan for the next 5 years. Waiting for November elections to see what happens. b) Parks and Recreation. The repair contract for the trestle bridge was offered to the low bidder, E80 Plus. However, their total bid was higher than the grant award which was just under $240k. Total project cost will be around $285k. We’ve requested an increase in funding from the DNR but won’t know the result until the end of August. c) Yurts. Average yurt occupancy looks to be slightly lower in August than in July. d) Events. A few regularly occurring events have been approved over the last month. Receive reports as presented and place on file. 11. Committee Members Discussion. None. 12. Joseph LeBouton, DNR Representative, Comments: County Forest audit is a really big deal. Auditors come in and compare Bayfield County with other places. Bayfield County really shined! Very proud to be involved and watch that happen. Construction project is an 18-month plan to get the forestry building attached to the new garage.
