Committee Members Present: Hayley Weyers, Anna Hanson, Michelle Lampson (virtual) Members Not Present: Sherri Paulson, Kristin Stark Others Present: Ann Ehler- Clerk Call to order and introductions: Weyers called the meeting to order at 10:22 am, and no introductions were made. Public Comment: none. Minute Approval: Weyers motioned, Hanson seconded to approve July 14, 2026, meeting minutes. All in favor, motion carries. Children’s Long Term Support Program Enrollment Update: 59 enrolled, 3 referrals. They expect a fall influx of referrals due to everyone going back to school. 2027 CCOP Plan: due September 30, 2026. This is the start of annual plans renewing, using an online form provided by the State. The Committee discussed Questions 5 and 14 as follows: Question 5: Does the county plan to prioritize specific groups of individuals for CCOP funds? (yes/no). • CCOP is needs based, openly available for needs that don’t meet CLTS criteria, but are needed for the child/family. • There is not a CCOP definition on prioritizing groups and it is up to the advisory committee to decide. • There was concern about defining a priority group and then having adverse financial implications. If a group was defined as priority, it should be as a percentage or portion of the funds, not a specific dollar amount. • There was also concern about perceived discrimination. If a prioritized group child/family received services or funds, then a non-prioritized group child/family didn’t receive the same, they could feel discriminated against. • There could be unintended negative consequences of creating a priority group. • The question arose if it was necessary that Bayfield County create a priority group. The consensus was no, it is not currently necessary. There could be future changes that necessitate creating a priority group, but not at the moment. K:\Agendas and Minutes\CCOP Advisory Committee\Minutes\2026 CCOPAC minutes\2026-07-14 CCOPAC Minutes-draft.docx 2 • Weyers mentioned that some big counties will use CCOP to pay Maintenance of Effort, which Bayfield County does not have to pay. Also some counties prioritize non-citizen children, since they wouldn’t qualify for CLTS services and CCOP could be the only resource available to them. Bayfield County does not currently have that type of population. • The committee decided to answer “no” to question 5. Question 14: Does the county have a protocol in place to ensure the full expenditure of the CCOP allocation as outlined in the CCOP Procedure Guide? (Yes/no. If no, share the plan and timeline for aligning with the program policy.) • Currently, no, and will need to create a plan, whether in the time remaining today, or in the future. • Some discussion about the ideas brainstormed at the July meeting, and other administrative uses of CCOP funds like seed money for a support group. • Weyers proposed the following timeline: January 2027 meeting- brainstorm ideas; March 2027 meeting- research the chosen idea; and May 2027 meeting- draft the protocol. • The committee decided that was a good timeline. Weyers will submit the 2027 CCOP Plan before the October 1, 2026 deadline. Coordinated Service Team (CST): CST is being reinvigorated. Two state employees, Monique Larson Hicks and Ann Kelley-Kuehmichel will join the November 10 meeting via Teams, to walk the committee through completing the self-assessment. They will provide strategies to help determine what works well and where there are gaps. If anyone has questions, please send them to Weyers, who will pass them on before the meeting. The committee will offer a rating for the assessment, but could we develop a survey to help the parents be heard and feel valued? CST is the main focus of the November meeting. Additional Information: Children Come First Conference registration is open now. CLTS and CCOP funding can be used to help families attend the conference. It is being held at Kalahari Resort November 16-17, 2026. It is focused on children who need mental and behavioral health support, and how to address their complexities and challenges. This conference is just about children, whereas the Autism Conference has a boarder scope that includes young adults in addition to children. 2026 Meeting Dates: November 10, 10 am in Lake Michigan and virtually. Adjournment: Meeting was adjourned at: 10:50 am. Hanson motioned, Weyers seconded. Minutes respectfully submitted by, Ann Ehler Ann Ehler, Clerk III
