Motion by Lampson, seconded by Hanson, to approve November 4, 2025, meeting minutes.
All in favor, motion carried.
Program Participants: Enrollment Report: The CLTS/CCOP program has 60 active enrollments + 1 eligible
about to be enrolled, and 4 active referrals.
Committee discussion
• Weyers initiated a discussion about the saturation point of Bayfield County’s CLTS program. Lampson
pointed out that there is no way to predict the peak number, but both Weyers and Lampson agree that
it probably hasn’t been reached yet. Lampson also noted that as the economy struggles, more parents
who were managing earlier might seek help, leading to a further rise in program participants.
• Further discussion focused on CLTS federal funding, with the committee expressing concerns about
the program's budget for 2027-2031 and the impacts of funding cuts to the Department of Education.
• Weyers also expressed concern about the ongoing gap between state Medicaid funds and CCOP being
garnished to offset those costs.
• Hanson and Lampson agreed with Weyers that reviewing the committee portion of the CCOP
Procedure Guide and redefining the committee’s focus and values would help the group protect the
core needs of the program and help to prepare for any changes or challenges that may arise. The
committee agreed that planning ahead for future scenarios would be useful. Weyers will include this as
an agenda item in the upcoming meetings.
Other informational items from or to the committee

1. County CCOP Operations
Describe any changes to your county’s operations from your CCOP Five-Year Plan, including the
following activities:
• Access
• Intake
• Assessments
Brief summary:
Bayfield County Department of Human Services continues to administer the Children’s Community Options
Program and the Children’s Waiver. The programs are supervised by the manager in the Aging and Disability
Services Section. One coordinator oversees and coordinates both programs. She collaborates well with Family
Services Section staff, who provides child welfare, Child Protective Services, Foster Care and other services to
youth and families and the Northern IM Consortium staff who determine the eligi bility for public assistance
programs. The coordinator has degrees in psychology and special education , and she has worked with children
and adults with disabilities in day treatment, recreation, group homes, and public school settings. The
coordinator's previous experience in case management, writing Individualized Education Plans (IEPs), and
administering assessments for special education services have helped her to learn similar skills for this current
work. The coordinator continues to gain referrals for possible CLTS/CCOP participants from local school
districts, Red Cliff ICW, and parents of current program participants.
2. Updated estimated number of families that will be assessed and served
Provide an updated estimate of the number of families that will be assessed and served utilizing CCOP
funds during calendar year 2020.

The Waitlist Elimination Project has had a significant impact on the number of children found eligible and
enrolled into CLTS. The Aging and Disability Services Manager is researching options for increasing the
capacity of support and services coordination, as the case load may continue to grow. A total of 31 children are
enrolled in CLTS, and 26 children are currently enrolled in CCOP. There are 5 children enrolled in the CLTS
who don't currently utilize the CCOP; if one of these children has a need that cannot be met through the CLTS,
then CCOP may be explored as a funding option. The coordinator is also assessing seven children for eligibility;
they, along with other children referred, may be found eligible and enrolled in CCOP and CLTS by 2020.
3. Outreach procedures changes for children with disabilities
Describe any changes to your county’s outreach procedures to ensure families are aware of the CCOP
funds, and their availability to children with physical, emotional and developmental disabilities .

4. Other County CCOP Plan Changes
Describe any other changes to your county’s CCOP Five-Year Plan, including updates to the county’s
program operations, outreach efforts, assessment to determine family needs, or monitoring protocols .
Brief summary:
The CLTS Program will soon require that coordinators/facilitators utilize the Deciding Together Guide to help
assess the child and family's needs and determine possible resources to meet these needs. Bayfield County DHS
anticipates that this formalized approach to determining services and supports will allow for consistent
application of programatic goals and objectives for both CLTS and CCOP.
5. County CCOP Advisory Committee
State law requires that the county CCOP Advisory Committee consist of following defined members;
