In 2027, Bayfield County will transition from an elected Coroner to an appointed Medical Examiner. The proposed compensation structure for the Medical Examiner and Medical Examiner Assistants is very similar to the present. One key difference between a medical examiner and coroner is that a coroner is an elected position. The recommendation is to provide the Medical Examiner with an annual salary, $7,456 in 2027, for administrative duties, adjusted annually by the same cost-of-living increase provided to other non-union employees. The Medical Examiner and Assistants would receive $100 for each death investigation and $50 for each cremation authorization. Travel expenses would be reimbursed in accordance with the County’s Travel Policy. These positions are expected to work fewer than 600 hours annually and would not be eligible for benefits. In comparison, the Coroner and Deputy’s current make: The Coroner receives a salary of $286.78 per pay period. The Deputy’s receive $75 for each death investigation and $50 for each cremation authorization. For comparison, the County’s total Coroner-related expenditures were $15,629 in 2024, and $13,961 in 2025. The 2026 budget included $16,656 for wages, per diem payments, and FICA. Wisconsin statutes require the County Board to establish the Medical Examiner’s compensation by ordinance. The ordinance will also address the terms of appointment, appointment of assistants, bonding requirements, and other conditions of the position. If approved an ordinance will be prepared and forwarded to the county board. Item 5: Zak Radzak, Bargaining Agent for the Teamsters will be present to make a general presentation, negotiations have been scheduled for the end of the meeting. Item 6: At the last Personnel Committee meeting the Committee approved adjusting county health insurance for members of the state plan from 12% to 15% for employees receiving a wellness incentive and from 17% to 20% for employees who do not participate in the wellness program. The agenda item and motion was limited to employees on the State Maintenance Plan. Consideration for Teamsters is also needed. It is the goal of the county to keep employee benefits as similar as possible across employee groups. In 2026 all county employees pay 12%. In an informal survey of other counties, 10 of 24 were at 15% employee contribution or above. The Teamster plan is different from the State Health Plan. The Teamsters plan has one premium rate and does not offer separate single, spouse, or family rates. The County pays the family rate for each employee regardless of enrollment status and contributes $5,350 to an HRA for each employee. All eligible Teamsters employees are required to enroll in the plan and may not opt out. For comparison, in 2026 Bayfield County offers single and family coverage through the State of Wisconsin Maintenance Health Plan and does not contribute to an HRA. The full premium for the Teamster plan, including dental, is $1,584 per enrolled employee each month, combined with the HRA this equals $5,350 per year. Employees currently pay $95 with Wellness Incentive/ $135 without Wellness Incentive per month. If the rate was increased to 15% employees would pay: $238 with Wellness Incentive/$317 without Wellness Incentive per month. If only one spouse did the Wellness Incentive, it would be $278 with Wellness Incentive/$317 without Wellness Incentive per month. At the August 13 meeting, the Personnel Committee reviewed the County’s projected 17.4% health insurance premium increase for 2027 and approved increasing the employee premium contribution by 3%. This changes the employee contribution from 17% to 20% without the wellness incentive and from 12% to 15% with the wellness incentive. In 2027, County employees will pay $503 per month for the family plan and $204 per month for the single plan, using the 15% cost share amount. In 2026, County employees pay 12% of the monthly premium with the Wellness Incentive – $343 for the family plan and $140 for the single plan. Without the Wellness Incentive, County employees pay 17% per month – $486 for the family plan and $198 for the single plan. Item 7: At its August 13 meeting, the Personnel Committee asked that five positions, three forestry and two human services be reviewed by the compensation consultant for further review. As of Friday we have not yet received the results. Item 8: The HR Department is updating all county personnel policies. In total we have approximately 180 policies. Many are the same as current, some have been updated, others are new. Attached is the comprehensive listing. Over the next several months we hope to review and prepare for adoption in 2027. Our goal will be to share groupings of policy so as not to overwhelm the committee. Item 9: • The Personnel financial report shows expenditures for wage and benefits up $992k over end of August last year. • August is the 8th month of the year, and is 66% through the year. Expenditures of all county departments average 62% with major departments ranging between 59% and 64%. • The HR report notes 39 new hires year to date broken down by full time (18), Part time (4) and Seasonal Casual, (17) • Three new workers’ compensation claims in August. Agenda: New and modified position requests in 2027 Zoning The Committee discussed four requests: a new half-time Clerk position, a temporary part-time Scanning position, and two new positions to be filled by existing staff. The Committee also discussed concerns regarding code violations not being addressed. 1. Fred Strand motioned to create a full-time Code Enforcement position and retain the part-time Clerk position. Steve Sandstrom seconded the motion. 2. Following discussion, Fred Strand amended the motion to create a full-time Code Enforcement position to be filled by an existing employee and to retain the part-time Clerk position. Steve Sandstrom seconded the amended motion. Motion carried, 4-0. 3. Steve Sandstrom motioned to continue the scanning position through no later than December 2027. Fred Strand seconded the motion. Dennis Pocernich opposed. Motion carried, 3-1. Forestry The Committee discussed four requests: the addition of an Assistant Administrator position and grade changes for the Assistant Forest Administrator, Inventory and Analysis Forester, and Recreation Coordinator positions. The Forest Administrator conducted his own wage analysis for the department. The rationale provided included comparisons with positions in Michigan, Minnesota, and state and federal agencies, which were identified as the relevant labor market for forestry positions. The methodology used for this analysis differed from the County consultant’s methodology. The 2025 compensation study included the Forester and Recreation Coordinator positions. 1. Dennis Pocernich motioned to return all four recommended positions to the consultant for further review using Forest Administration data. Steve Sandstrom seconded the motion. Motion carried, 4-0. Human Services The Committee discussed seven requests: including one new position, three new positions to be filled by existing staff, two position reclassifications, and one increase in hours. 1. Dennis Pocernich motioned to approve the two reclassifications—the Youth Support and Services Coordinator Supervisor and the state-funded CCS position—and to return the EBS/DBS position to the consultant for further review. Fred Strand seconded the motion. Motion carried, 4-0. Maintenance The Committee discussed a request for a half-time Cleaner position based on the increased cleaning workload and the addition of office space. The Committee noted that Maintenance may request reconsideration of additional staffing in 2027 if the need arises. No action was taken. Criminal Justice The Committee discussed the request for a Post-Charge Diversion Case Manager position. Funding for the position has been awarded for a five-year period. 1. Dennis Pocernich motioned to proceed with the recommendation. Fred Strand seconded the motion. Motion carried, 4-0. 2027 Health Insurance Human Resources provided an overview of the County’s 2027 health insurance options. The County’s current health plan is projected to increase by 17.4% in 2027, resulting in an estimated additional County cost of $640,000 if the current plan and contribution structure remain unchanged. The Committee reviewed the following options: • Retain the current health plan and contribution structure. • Transition to a high-deductible health plan, potentially with a Health Reimbursement Arrangement (HRA) to offset a portion of employees’ additional deductible and cost-sharing expenses. • Retain the current health plan and increase the employee share of the premium. The Committee also reviewed employer and employee premium contributions and considered employee feedback supporting retention of the current local-deductible health plan. The current employee premium contribution is 17%, or 12% for employees receiving the wellness incentive. Of 161 employees, 137 currently receive the full wellness incentive. 1. Dennis Pocernich motioned to increase the employee contribution toward health insurance premiums 3% (17%-20% without wellness incentive/12%-15% with wellness incentive). Fred Strand seconded the motion. Motion carried, 4-0. Reports The Committee reviewed the following reports included in the meeting packet: a. Personnel Financial Report as of July 2026 b.
