ASHLAND – BAYFIELD COUNTIES 9-1-1 PSAP COMMISSION BOARD OF DIRECTORS *** MINUTES *** Bayfield County Emergency Operations Center 1:00 p.m. Thursday, July 23, 2026 1. Call to Order Board chair Ron Sztyndor called the meeting to order at 1:01 pm on Thursday, July 23, 2026. Roll Call • Ron Sztyndor—Board Chair, Ashland County Supervisor • Dan Grady—Ashland County Administrator • Mark Abeles-Allison—Bayfield County Administrator • Tony Williams—Bayfield County Sheriff • Brian Zupke—Ashland County Sheriff Other attendees • Kelly Westlund, Bayfield County Deputy Administrator • Scott Galetka, Bayfield County Land Records Administrator • Ayris Kirschbaum, Bayfield County GIS/911 Public Safety Specialist • Brittany Goudos-Weisbecker, Ashland County GIS Coordinator & Land Information Officer • Paul Houck, Bayfield County IT Director • Caroline Twombly, Ashland County Finance Supervisor • Kris Kavajecz, Bayfield County HR Director • Kim Mattson, Bayfield County Finance Director 2. Public Comment: Limited to 3 minutes per person, 15 minutes maximum No public comments were made. 3. Approval of June 18, 2026 meeting minutes • Abeles-Allison made a motion to approve the meeting minutes from the Juny 18 regular meeting of the PSAP Board of Commissioners. Grady seconded. The motion passed. 4. Call statistics report • Quaderer said EMD went live in June. There has been positive community feedback. ASHLAND – BAYFIELD COUNTIES 9-1-1 PSAP COMMISSION BOARD OF DIRECTORS • Quaderer presented June call statistics that showed elevated June numbers compared to May. She anticipates a spike in numbers during July and August. In June, there were 1,006 911 calls and 3,000 admin calls. 5. Discussion and possible action regarding labor tracking • Grady wondered why the commission cannot use Microsoft Forms to track labor. Houck said Microsoft Forms is not robust enough to meet the needs. • Houck presented several possible labor tracking and knowledge base solutions. The ideal solution would streamline processes and communications for everyone working within the PSAP IT space. Currently, approximately 10 people are doing that work, so 10 licenses will be required. Houck will be scheduling demos for each of the solutions. • Abeles-Allison asked if Bayfield County’s new internal tracking system could handle this work. Mattson and Kavajecz said it could potentially handle some time tracking aspects. • Houck presented Bayfield County’s ConnectWise system. He suggested individual dispatchers and users would not create tickets; instead, they would relay specific needs and ConnectWise users would create tickets. ConnectWise can create specific types of tickets. For example: IT, GIS, mapping, Flex, 911, etc. ConnectWise can also create subtypes within those ticket types and can set due dates and time. • Abeles-Allison asked why the PSAP can’t use existing system. Houck said any admin can see anything in the Bayfield County IT environment and change tickets. • Twombly asked how people are currently submitting tickets. Houck said people email helpdesk@bayfieldcounty.wi.gov. • Williams made a motion to table the topic until next meeting. Grady seconded. After additional discussion, the motion passed by verbal vote. 6. Discussion and possible action, 2026 budget amendment • Quaderer said budget amendment may not be needed under the Wisconsin Dept. of Revenue’s (DOR) Innovation Grant budget requirements. She suggests waiting until the end of the year to determine if an amendment will be needed. • Abeles-Allison informed the Commission that the DOR will only consider the 9 months of 2026 expenses that were incurred after the Commission was created March 31, 2026. • Twombly said, short of unforeseen large costs at the end of the year, she is not worried about exceeding the stated expenses threshold. Quaderer confirmed the PSAP is expected to be under budget for 2026. ASHLAND – BAYFIELD COUNTIES 9-1-1 PSAP COMMISSION BOARD OF DIRECTORS • Abeles-Allison asked Quaderer if she still intends to move some expenses out of the PSAP budget and onto the Bayfield and Ashland County Emergency Management budgets. Quaderer confirmed that was still the plan and that the two counties would need to create an MOU between the two Emergency Management departments. 7. Discussion regarding CAD updates • Quaderer gave the Commission a brief overview of GIS mapping needs. Galetka presented a possible model for governing GIS roles and responsibilities that would include a collaborative production environment and promote greater clarity between the two county GIS departments. • Quaderer suggested a meeting with Motorola tech support, Kirschbaum, and Goudos- Weisbecker to create a working group and come back to the Commission with an update. 8. 2027 budget topics • Quaderer said challenges remain with the 2027 budget. The Innovation Grant limits PSAP expenses. Currently, the 2027 budget exceeds allowable expenses by approximately $100,000. In 2027, the PSAP can operate with 13 full time dispatchers, not 14, which might help with that cost. That plan would require the Emergency Communications Center (ECC) to drop down to 2 dispatchers during low call volume periods. 9. Discussion and possible action authorizing PSAP Director search. • Williams made motion to post the PSAP Director position. Grady seconded. Quaderer stated the importance of a full-time director to meet the needs of the PSAP. Grady said the Commission would keep the position open until filled. Abeles-Allison asked about a requirement for dispatch experience. Quaderer reminded the Commission that the body had voted to amend the job description in the past to reflect relative Public Safety experience after the hiring process at first failed to select a candidate. Abeles-Allison asked if it was realistic that a new director become EMD certified within a year, and Quaderer said it was. The motion carried by verbal vote. 10. Adjournment Grady made a motion to adjourn the meeting at 2:36 p.m. Williams seconded. The motion passed.
