LIBRARY COMMITTEE NARRATIVE, VIRTUAL MEETING
Tuesday, 4pm, August 11, 2026
Item 5: Katherine with Northern Waters is compiling statistics and working on the
five year plan for Bayfield County libraries. If you have suggestions for Katherine
please email her asap. kelchert@northernwaters.org
A five-year library plan serves as Bayfield County’s long-range roadmap for maintaining and improving
public library services. It outlines the County’s mission and vision, establishes priorities for equitable
access, funding, staffing, technology, and infrastructure, and ensures compliance with Wisconsin’s
statutory requirements for county library planning and reimbursement. By reviewing past performance
and setting coordinated goals for the next five years, the plan helps libraries, municipal partners, and
the County work together to strengthen services, support community needs, and guide investments that
improve facilities, collections, and digital access across all Bayfield County libraries.
Item 6. Attached is the library’s proposed reimbursement plan for 2027 as
submitted by Darrell Pendergrass.
The plan calculates a 100% reimbursement amount of $304,399 and 70%
reimbursement rate, (minimum required under state statute) of $213,079. Page 2.
The reimbursable circulation to Bayfield County in 2025 is 36,425 an increase of
10% over 2024!
The cost per circulation in 2025 is $13.89 a 21% increase over 2024. Generally,
cost per circs go down as volume goes up, but expenditures impact that too.
Total circulations in 2025 were 89,529 across the 5 county libraries.
The proposed funding distributions is on the top of page 4, and copied here below
(highlighting added)
===================================
An option Bayfield County has used in the past in reimbursing local libraries is to fund
individual libraries at 70-% when that total is at or above the previous year’s
reimbursement; and increasing individual totals above for other libraries when 70-%
doesn’t at least match the previous year’s reimbursement.
In 2027 that option would be:
Bayfield Public Library - $89,528.47
Forest Lodge (Cable/Namakagon) - $5,124
Drummond - $18,913.91
Evelyn Goldberg Briggs (Iron River) - $48,515
Washburn Public Library - $62,526
The total reimbursement in 2027 would be $224,607.38. In doing so Bayfield County would
meet the letter of the law for everyone, including Iron River and Cable. In 2026 the
reimbursement total was $221,089.
This would allow for $79,791.62 for Building Strong Libraries in 2027. In 2026 there was
roughly $50,000 for Building Strong Libraries.
=======================================================
Item 7: Review of status of 2026 Building Strong Libraries (BSL) program. Three
BSL projects were approved in 2026:
• Iron River Library: Funds to run electricity to the carriage house and
purchase new computers.
• Bayfield Library: Replace the library lift
• Digital Navigator program continuation fund
Item 8. Four BSL applications were received for 2027:

Library Reimbursement Plan

1
Statutory Basis for Reimbursement
As provided in Wisconsin Statutes 43.11(3) and 43.12(1), established by Act 150 in 1997, the
libraries in Bayfield County are submitting this plan for reimbursement in 2027 to the Bayfield
County Board of Supervisors. The reimbursement is for costs incurred by Bayfield County’s five
municipal libraries in 2025, which is the statistical year that is the basis for 2027 reimbursement.
Act 150 established a county’s statutory responsibility to provide funding for library services for
its residents living in municipalities without libraries. As of January 1, 2001, Bayfield County is
required to annually reimburse its public libraries at least 70% of their cost of serving patrons
who are residents of Bayfield County but live outside the library’s municipality and have no
municipal library of their own (hereafter referred to as “Bayfield County patrons”).
The basis for reimbursement to each library is the cost to that library of circulating an item such
as a book or video or music CD (hereafter referred to as “cost per circulation”), and the number
of such items it circulated to Bayfield County patrons (hereafter referred to as “reimbursable
circulation”).
Table 1 (Forest Lodge Library is a joint library operation between Cable and Namakagon)
Reimbursement percentages in 2027 (with 2026 actual)

Bayfield Carnegie Library $89,528.47 $124,204 $86,943
Forest Lodge Library (Cable/Namakagon) $4,520.39 $7,320 $5,124
Drummond Public Library $18,913.91 $21,746 $15,222

Washburn Public Library $62,526 $81,822 $57,275
Total $221,089.42 $304,399 $213,079
1 2 3
The minimum reimbursement for Bayfield County in 2027 is $213,079 total (column #3)
– or 70-%. Bayfield County has traditionally used the difference between actual funding
and 100-% (column #2) for Building Strong Library Grants, in 2027 this would be
$91,320 if the County holds to 70-%. If Bayfield County were to fund Bayfield,
Drummond and Washburn at the same level in 2027 as 2026, it would require an
additional $11,528.38. This would still leave $79,791.62 for granting purposes.

Explanation of Reimbursement Formula
The reimbursement formula is calculated using circulation and financial statistics
collected from each library annually. Every library eligible for reimbursement from
Bayfield County under Wisconsin Act 150 must provide to the county clerk, by July 1,
the following statistics for the previous year: (1) the total number of items circulated to
all patrons; (2) the net annual operating expenditures of the library (total operating
expenditures less capital expenditures and any federal funds expended); and (3) the
number of items circulated to Bayfield County patrons (reimbursable circulation). These
statistics provided to the county by July 1 are used to calculate the following year’s
reimbursement.
Circulation of materials is the primary measure of library service. “Materials” are
defined as books, magazines, videotapes, music CDs, audio books and other items
physically circulated by a library. When a patron checks out materials, the number of
items and the municipality of that patron are noted. Each item constitutes one circulation
for statistical purposes. Each renewal of an item counts as an additional circulation.
Net Operating Expenditures Total Circulation = Cost per Circulation
Cost per Circulation X Reimbursable Circulation = Reimbursement

Total 89,529 36,425 40.68% $221,089.42 28.59%
Table 5 shows that of the total circulation for libraries in Bayfield County nearly 41% of
the checkouts are by Bayfield County residents (reimbursables). Of the total money spent
by the libraries less than 29% percent is reimbursed by Bayfield County. It should be
noted that county funding is a reimbursement for monies already spent. Unlike other
departments in local government, library funding from the county isn’t for work we
expect to do, it’s for work done.
The numbers and percentages outlined here are specific to ‘physical’ checkouts – books,
DVDs and CDs. What isn’t counted here are the thousands of e-books, e-audio and e-
videos that are accessed by all residents in Bayfield County. There are thousands of hours
spent on public computers at your libraries. There are hundreds of programs, from story-
time to movies to crafts to speakers that hundreds of patrons choose to take part in. Space
at your libraries is used for city, county and state meetings. For workshops and job
interviews. For a variety of reasons. Your libraries offer 24-hour Wi-Fi service, allowing
tourists, police, residents – everyone – to go online at any hour of any day. There are
newspapers. There are magazines. There is value to all of these.
4
An option Bayfield County has used in the past in reimbursing local libraries is to fund
individual libraries at 70-% when that total is at or above the previous year’s
reimbursement; and increasing individual totals above for other libraries when 70-%
doesn’t at least match the previous year’s reimbursement.
In 2027 that option would be:
Bayfield Public Library - $89,528.47
Forest Lodge (Cable/Namakagon) - $5,124
Drummond - $18,913.91
Evelyn Goldberg Briggs (Iron River) - $48,515
Washburn Public Library - $62,526
The total reimbursement in 2027 would be $224,607.38. In doing so Bayfield County
would meet the letter of the law for everyone, including Iron River and Cable. In 2026
the reimbursement total was $221,089.
This would allow for $79,791.62 for Building Strong Libraries in 2027. In 2026 there
was roughly $50,000 for Building Strong Libraries.
To begin with, Bayfield County would have to approve this measure. And the Iron River
and Cable libraries would have to agree, also, as their percentage would be less than the
other libraries, while they would receive additional total monies over last year.
Request for Reimbursement above 70-percent
While s.43.12(1) allows a county to reimburse libraries at 70 % of their cost of serving
county patrons, the Bayfield County Library Committee believes strongly that it is
desirable to provide additional reimbursement to Bayfield County’s public libraries when
it is fiscally possible and responsible to do so. This belief is founded on several
considerations:
• Wisconsin Act 150 requires Bayfield County to reimburse only library
service provided to Bayfield County patrons — not to municipal patrons or
vacationers — and its funding to the public libraries is a reimbursement for
costs already incurred by the libraries providing service to those Bayfield
County patrons. Reimbursement paid in 2027 is for costs incurred in 2025.
• Bayfield County reimburses libraries only for the materials circulated to
Bayfield County patrons. But libraries do much more than lend books and
videos, including providing free high-speed Internet access, reference help, story
times, children’s reading programs, adult educational and cultural programs,
proctoring for distance and continuing education, home-schooling resources, and
free community meeting facilities for non-commercial purposes. Bayfield County
patrons make use of all of these services.
5
• The libraries of Bayfield County do wish to express their appreciation to Bayfield
County for the development of the Building Strong Libraries Grant program. This
program has enabled libraries to acquire needed fixtures, effect important building
repairs and implement new programming efforts without having to budget them
from general operating expenses. This effort demonstrates strong and essential
support for the libraries of Bayfield County, especially in budgetary times when
100% reimbursement is not feasible.
Bayfield County
Building Strong Libraries (BSL) Program
2027
Bayfield County Building Strong Libraries Program 2027
2
The Bayfield County Library Committee recommends the continuation of the Building
Strong Libraries (BSL) program.
This program recognizes that accredited libraries in Bayfield County need
capital/infrastructure development assistance. The primary goal of this program is
to cost share library building and other capital expense improvements to ensure the
long term viability of libraries within Bayfield County.
In 2027 a secondary goal of the Library Committee is to encourage Bayfield County
library involvement with Digital Navigator and Device lending, funded with
unexpended / left over, BSL capital improvement funds.
Program Guidelines:
1. Capital Projects: Program funding will be used for capital expenses
as defined by the Department of Public Instruction as listed below:
a) Site acquisition;
b) New buildings;
c) Additions to or renovation of library buildings;
d) Furnishings, equipment, and initial collection (print, non-print and
electronic) for new buildings, building additions, or building
renovations;
e) Computer hardware and software used to support library
operations to link networks or to run information products;
f) Foundational purchases to initiate a category of
programs/services not currently offered by a library;
g) Purchases of fixtures or equipment for library grounds that
augment the patron’s library experience;
h) One-time major requests approved by the Library Committee.
i) Heating Ventilation Air Conditioning System Acquisition
* Vehicle purchases are excluded from this program.
2. Digital Navigator/Device Lending: Provide funding for Digital Navigator
services and device lending associated with Northwest Wisconsin Workforce
Bayfield County Building Strong Libraries Program 2027
3
Investment Board grant applications. Supplemental funding through BSL could be a
local match for other grant applications.
Guidelines:
a) Recommendations - The Bayfield County Library Committee will
review projects and make recommendations to the County
Executive Committee and the County Board for funded projects
the following year.
b) Funding – will be limited to the difference between the 100%
library funding and the amount distributed by formula to county
libraries.
c) All projects (except digital navigator) require a local contribution
of at least 25% of the project cost/request. Project submittal
and local contribution share need local library board
authorization prior to submittal. Digital Navigator projects do
not require a cost share.
d) To be eligible to participate, municipalities must have provided
no less than the prior year operating expenses in the current
year.
e) Projects shall be completed in the next calendar year unless
otherwise approved by the County Library Committee;
f) County funding shall be provided after the local contribution is
completed for capital projects and authorization from the local
library board is made to make payment . Digital Navigator
projects will be made as required.
g) County funding is limited to the approved amount regardless of
actual project cost, cost overruns, change orders, etc.; and
h) All projects funded will provide a brief, 1 page, project summary
upon completion with photographs.
3. Project Ranking – Project approval will be based on the following
criteria for capital projects:
Bayfield County Building Strong Libraries Program 2027
4
a) Demonstration that the project is part of a long -term plan for
the library;
b) Demonstration that County user needs will be addressed with the
project;
c) Local contribution level;
d) How projects address community and county goals;
e) Annual goals of the Library Committee; and
f) Community support for the project.
4. Calendar:
a) Tuesday, January 20, 2026: Priorities for 2027 set.
b) May 2026 County determines amount of funding available and

The Drummond Public Library seeks funding assistance through the Building Strong
Libraries Capital Improvement Program from Bayfield County, to address two critical
building preservation needs: continued stabilization of a settlement area beneath the
library and restoration of the exterior cedar siding.
The library building, constructed in 2001, serves as the primary public library for the
Town of Drummond and surrounding rural communities. The facility provides access to
library collections, public computers, internet service, educational programming,
community meetings, and local history resources.
As the library celebrates its Centennial Year in 2026, preserving the facility that
supports these services remains a priority for the community.
Project Need
In recent years, a sinkhole developed beneath a portion of the library building near the
director's office and adjacent storage area. The resulting settlement created visible
cracking and separation in walls, ceilings, flooring, and trim throughout the affected
area.
The library engaged DBS Residential Solutions to lift and level the affected section of the
building and seal identified joints. While this work addressed the immediate sinkhole
condition, evidence of structural movement remains visible throughout portions of the
building, including wall cracks, floor separations, and movement in nearby restroom
finishes. The continued presence of these conditions indicates that additional evaluation
and stabilization measures may be necessary to fully protect the building and prevent
future damage.
In addition to the settlement concerns, the library's cedar shake exterior has
experienced significant weathering from northern Wisconsin's climate. The siding has
lost much of its protective finish and is showing signs of deterioration. To preserve the
building envelope and prevent more costly repairs in the future, the exterior requires
cleaning, preparation, and staining. Sprague's North Country Color provided an
estimate of $8,500 for this work.
Proposed Project
Funding will be used to: Fill sinkhole. Stain Exterior.
Structural Stabilization
Continue addressing the settlement area beneath the building.
Evaluate remaining signs of structural movement.
Complete recommended stabilization measures necessary to protect the building.
Exterior Preservation
Prepare exterior cedar siding surfaces.
Apply protective stain and finish.
Preserve the appearance and integrity of the building envelope.
The combined estimated project cost is $12,042.70.
Community Impact
The Drummond Public Library is one of the community's most heavily used public
facilities and serves residents of all ages throughout the year. Maintaining a safe,
functional, and welcoming library building ensures continued access to educational
resources, technology services, literacy programs, local history collections, and public
meeting space.
Addressing these preservation needs now will protect a significant public investment,
reduce future maintenance costs, and ensure continued service to residents of
Drummond and the surrounding area.
Future Planning
The library recognizes that building settlement is a condition that requires ongoing
monitoring. Following completion of this project, the library will continue evaluating the
effectiveness of stabilization efforts and monitoring the structure for any additional
movement. Should future engineering evaluations identify additional corrective
measures, the library may pursue subsequent phases of work through future capital
improvement funding opportunities.
