Meeting was called to order at 12:31pm. Julie will stand in and run the meeting due to the Committee
Chair and Vice Chair rolls being vacant as of this meeting. Roll call was conducted.
Membership Updates: Julie started the meeting with all the membership updates that have come
about including Jan K stepping down from the role of Vice Chair, two participant member resignations,
which include the former Chairperson, the resignation of two county representatives (Terry Barningham
and Tom Croteau) in lieu of new county representatives being added (Julie Winter and JoBeth Gonzalez).
The switches with county representatives are due to changing positions at Bayfield County, and DHS 36
requirements that specify no more than 1/3 of the committee can be comprised of county staff. Julie
reported outreach is being conducted to attract more Bayfield County participant members. A new
application was received on 07/02. Julie also stated that we need to have equal representation for both
counties to align with the Coordination Committee policy.
Approval of the April Minutes:
A motion was made by Jan with a second by Tanya to accept the meeting notes from April. All in favor
and the motion was passed.
CCS P
olicy Updates: Julie presented and gave a very in-depth explanation of the new policy updates for
the CCS program.
• Communication Policy for Ashland County and Bayfield County and explained the differences
with most notably the no texting and emailing policy that Ashland County has. Pam asked why
this was and was informed that Ashland County internal staff do not have county issued cell
phone like Bayfield County does. Also explained was the disclosure that goes along with this.
Jan noting agreement with information provided to participants as part of the disclosure, to
know that there is no texting after hours. Shannon asked if there is clarification of work and
personal cell phones in the policy and stressed the importance there of. Jo Beth stressed the
clarification that work phones are for work use only. Anna asked if Ashland County will have cell
phones at some point and Julie informed the group that cell phone use will be Bayfield County
only.
• Differences between the Ashland/Bayfield County Programs Resource. The intention of this
document is to be used as a “one stop shop” quick resource for providers who work with both
programs. It was a breakdown of the policy in regards to travel, staff, authorizations, scope of
supports other general differences and business hours. This has been expanded for participants
and providers. Shannon and Tanya both commented on how nice this clarification is. Jan did
make a comment about not making up appointments with Ashland County and asked why this
is. Ashland County uses this as a measure of progress and the tracking also aids in the
maintenance of service plans. This applies to scheduled appointments. Shannon also states that
clinics use evidence-based measures and add policies like this in for tracking and services plans,
but also noted that it can be insurance driven. Terry Barningham added if staff need to support a
client with accessing crisis services, that is different from their regularly scheduled meetings,
and therefore doesn’t apply to this.
• Admission Policy reviews what is covered in the participant/intake process. Notable program
rules are also covered during the admission meeting, which was added to this policy.
• Application of Services document had only one change, an extra line for Service Facilitators was
removed.
• Contract Addendum updated to clarify insurance requirements for Family and Group homes.
• Coordination Committee Policy updated to reflect one year must lapse from time of removal
(due to three absences) for a participant committee member prior to re-applying and being re-
appointed to the committee if one wishes to return.
• Participant Coordination Committee Information Disclosure Form makes it clear to the
participant members what personally identifying information can and cannot be kept
confidential, due to committee requirements of posting minutes and agendas publicly.
• Ethics and Boundaries Policy covers the notation that the persons support level of need based
on meeting frequency, is reflected in their authorization.
• Program Referral Procedure covers the change made to the Ashland County referral process and
does not apply to Bayfield County. Updates reflect Service Facilitators now being assigned to do
the follow-up coordination required between the referral submission and a person’s admission
to the program.
• Initial Orientation and Training for CCS Providers & Service Provider and Recruitment and
Contracting Policy: Both were updated to reflect the type of previous work experience CCS
considers to be qualifying under DHS 36
• Vendor Listings were updated to reflect provider changes, including those who were added or
removed. The formats were also updated to comply with accessibility requirements for the
blind.
Program Update:
Julie shared the administrators report. Julie has been out with brochures and conducting outreach in the
community. Discussion on where brochures are needed or to be added to from the committee was had.
Shannon suggested getting brochures into the Tamarack clinic sites in Hayward and Cable. Anna asked
about outreach to Red Cliff. Julie agreed, and there is a joint meeting in the works, which is meant to
help build connections there. Julie noted Red Cliff does have a CCS Program, but it is not currently
active, due to their Wrap Around program being preferred. The programs and services available in Red
Cliff impact the outreach approach used there.
Discussion and Action Items:
A discussion was had as to selecting a new committee chairperson and Julie will take the role as
Chairperson.
Jan has stepped down from the Vice Chair role and it was decided that the discussion can be brought up
at the October meeting as to Teri Ovaska becoming the Vice Chair.
Holly Tourdot has been presented as a new Bayfield County Committee member applicant and was
attending virtually to introduce herself. Julie reminded the group that this must be appointed by the
DHS board in Bayfield County. Jan made the motion to recommend Holly to the DHS board for
membership in the committee with a second from Anna, all in favor and motion is passed.
Public Comment: No public comment at this time.
Future Meeting Dates: The next Coordination Committee meeting will be held Tuesday October 13th,
2026 at 12:30pm in the Lake Superior Conference Room in the Bayfield County Courthouse.
Julie asked if someone was willing to make a motion to adjourn. Jan made the motion with a second
