board members with approved counteroffer in the amount of $215,000. $2,5000 in earnest money
was paid and the reason for the special meeting was per the stipulation that a reply is needed by July
10, 2026, at 5:00 p.m. The counteroffer also states that the property is sold as is. Abeles-Allison
provided board members with the summary report of the home inspection that was conducted on the
morning of July 9th. Abeles-Allison stated that the inspection report showed that the house was
generally in good condition with minor repairs that will be addressed. The County’s insurance will
cover the property if it is rented out. He stated that there will be some expense to acquiring this
property, but it is in the County’s best interest to secure this land as it is next to the Courthouse
complex and will be used to the benefit of the County in future generations. Westlund noted that
there is a grant opportunity with the WHEDA Foundation that goes up to $50,000 and some of the
repair and maintenance costs may be able to be covered with the grant but that will not be known for
at least a month.
Sandstrom made a motion to approve purchase of property at 111 E 7th Street, seconded by Holte.
Board members discussed cost of repairs, whether county will be furnished or unfurnished, the fair
market value for taxing, real-estate taxes and the estimated amount of rent.
The property was looked up in Novus by Westlund, and it was shown that the estimated fair market
value was $177,600 in 2025 and yearly taxes are $2,640.
Holte asked who would be managing the property and Abeles-Allison stated that this would be a
matter that would have to be discussed. He stated that it’s possible that courthouse staff could do
some basic monitoring or a contract with the housing authority is also an option.
Pocernich asked for confirmation that the money to purchase the property will come out of the
County’s general fund and Abeles-Allison confirmed. Holte asked where the rental payments would
go and Abeles-Allison stated that those payments would be back into the general fund.
