Agenda Narrative
Agenda Item 4
Discussion and possible action regarding commission bylaw change
Section 4 of the Intergovernmental Agreement creating the Ashland-Bayfield Counties PSAP Commission
currently states that board membership shall be comprised of six (6) members, three (3) from each
county, including one (1) county board member from each county, the county administrators from each
county, and the sheriff or designee from each county. Four (4) members constitutes a quorum.
At the May 19, 2026 meeting, corporate council advised the board that it may benefit from additional
members. Two proposals were discussed: one in which each county provides two (2) additional
members representing fire and EMS services, and one in which each county provides two (2) additional
members from its respective county board of supervisors.
Proposal 1 draft amendment
Amend subsection a of Section 4 of the Commission Bylaws to state:
Membership. The Board of Directors shall be comprised of ten (10) members:
Five (5) members appointed by Ashland County, to include: one (1) county board member
appointed by the county administrator subject to county board confirmation, the county
administrator ex officio, the sheriff ex officio or designee, an EMS provider, and a firefighter; and
five (5) members appointed by Bayfield County, to include: one (1) county board member
appointed by the county administrator subject to county board confirmation, the county
administrator ex officio, the sheriff ex officio or designee, an EMS provider, and a firefighter.
Directors shall serve an indefinite term until a successor is appointed.
Proposal 2 draft amendment
ASHLAND – BAYFIELD CONSOLIDATED PSAP
BOARD OF DIRECTORS
Membership. The Board of Directors shall be comprised of ten (10) members:
Five (5) members appointed by Ashland County, to include: three (3) county board members
appointed by the county administrator subject to county board confirmation, the county
administrator ex officio, the sheriff ex officio or designee; and five (5) members appointed by
Bayfield County, to include: three (3) county board member appointed by the county
administrator subject to county board confirmation, the county administrator ex officio, and the
sheriff ex officio or designee.
Directors shall serve an indefinite term until a successor is appointed.
Agenda Item 5
Discussion regarding 2026 budget
Bayfield and Ashland Counties have submitted Innovation Grants. These grants could reimburse each
county for 25% of their 2025 contribution levels. This is approximately $177k for each year for each
county over the next 5 years.
There is a requirement however that expenditures cannot exceed 15% over the 2025 baseline. We
budgeted (in the agreement) specific amounts each year. The State Innovation Grant budget we
submitted for 2026 is $1,554,050 or $775,025 for each county.
The adopted budget for 2026 is: $1,640,869. The difference is $86,819. These are funds we will have to
cut from the 2026 budget. In 2025 total expenditure was $1,400,045.
Possible PSAP 2026 budget modifications include:
1. Remove $50,000 to Bayfield County Land Records;
2. Move eDispatches ($9,000 and revenue) to Bayfield County Emergency Management;
3. Move Genasys mass notification to either Ashland or Bayfield County Emergency Management
and bill the other county for half the share ($5,375)
4. Remove Virtual Academy contract ($3,700); and
5. Move $53,206.80 out of 100-16-52606-50810 (the 10% cost match for PSAP Grant) into 242-16-
52606-50820.
Total combined amount from these possible modifications: $121,281.80
Agenda Item 8.b.ii
Time Tracking / Knowledge Base System
Implement a time tracking and knowledge base system for staff who perform administrative
duties related to Flex and/or the ABCLAW network.
ASHLAND – BAYFIELD CONSOLIDATED PSAP
BOARD OF DIRECTORS
The system would be used to log issues, document resolutions, and track time spent on
administrative support tasks. Users may include Ashland County I.T., Bayfield County I.T., GIS,
BCSO, ACSO, ECC, and other staff with administrative responsibilities.
This would help reduce communication gaps, preserve institutional knowledge, and provide
better visibility into time spent supporting shared systems. It would **not** be used as an end-
user help desk. Administrative users would be responsible for entering issues and documenting
resolutions as they occur .
Agenda Item 8.b.iii
ECC Computer Hard Drive Upgrades
Upgrade the hard drives in all seven ECC computers from **512GB to 1TB**.
The existing drives are filling up quickly due to multiple user profiles, additional software, and
increased synchronized data for each user. Upgrading the drives would provide additional
storage capacity and help extend the useful life of the workstations.
The estimated cost is **$700 per drive**, for a total estimated cost of **$4,900**. The goal
would be to complete the upgrades in a way that maintains the existing computer warranties.
Agenda Item 8.b.iv
Additional ECC Workstation / Spare
Purchase one additional ECC workstation to serve as a dedicated spare.
All five current ECC stations are being used more frequently, including the fifth station that was
originally intended to function as a spare. As a result, ECC no longer has a true backup
workstation available.
A new ECC workstation takes approximately **10 to 12 hours** to build. Keeping a spare
workstation in I.T. and maintaining it in a reasonably current state would reduce replacement
time and minimize downtime if a workstation fails.
Agenda Item 8.b.v
Geo-Diverse VPN Connection
Add a geographically diverse VPN connection to provide automatic failover for radio traffic and
9-1-1 if the primary fiber line is damaged or unavailable.
ASHLAND – BAYFIELD CONSOLIDATED PSAP
BOARD OF DIRECTORS
This would improve system resiliency and help maintain emergency communications during a
fiber outage or other service disruption.
ASHLAND – BAYFIELD CONSOLIDATED PSAP
BOARD OF COMMISSIONERS

• Ron Sztyndor, Ashland County Supervisor, PSAP commissioner
• Larry Fickbohm, Bayfield County Supervisor, PSAP commissioner
• Mark Abeles-Allison, Bayfield County Administrator, PSAP commissioner
• Dan Grady, Ashland County Administrator, PSAP commissioner
• Tony Williams, Bayfield County Sheriff, PSAP commissioner
2. Election of chair and vice-chair
• Williams made a motion to cast a unanimous ballot electing Sztyndor to PSAP
commission chair. Grady seconded. Motion carried.
• Grady made a motion to cast a unanimous ballot electing Fickbohm to PSAP commission
vice-chair. Williams seconded. Motion carried.
3. Public Comment: Limited to 3 minutes per person, 15 minutes maximum
• N/A
4. Approval of March 17, 2026 meeting minutes
• Fickbohm made a motion to approve the submitted minutes from the March 17, 2026
PSAP Board of Commissioners meeting. Abeles-Allison seconded. Motion carried.
5. Review of commission operations
• PSAP Director Meagan Quaderer lead a discussion of commission operations and duties:
o Four members constitute quorum;
o Regular meetings required least quarterly;
o Board chair and vice-chair positions may not be held by persons representing the
same county. Officers will be elected on odd years after May 1; and
o Any party wishing to leave the commission must provide written notice 24
months prior. All new commission members must be unanimously approved by
commission members.
6. Call statistics
• Quaderer presented call and radio statistics from April 2026.
ASHLAND – BAYFIELD CONSOLIDATED PSAP
BOARD OF COMMISSIONERS
o In April there were 778 inbound 911 calls, 78 abandoned. 2,428 admin calls. 142
outbound calls.
o Emergency Medical Dispatch (EMD) will increase call duration when it goes live
3rd week of June.
• Fickbohm asked whether PSAP has one lead dispatcher at all time. Quaderer said PSAP
currently has one supervisor. She intends to fill a second supervisor slot after EMD is
implemented.
• Zupke asked how EMD increases call time. Quaderer explained that EMD’s required pre-
arrival instructions make EMS calls last much longer.
• The board discussed a possible threshold for when PSAP may mandate staff in. Quaderer
recommended at least 4 dispatchers on from 11am-7pm daily.
7. 2026-2027 Budget Discussion
• Quaderer noted that the rate of expenditure is well below what was originally planned.
Some contracts haven’t been paid out yet but PSAP is on track to remain under budget.
PSAP was $140,000 under budget in 2025.
• Grady wants to cut $100,000. Quaderer said some budget items can be moved from
PSAP into Emergency Management budget, for example Genysis mass notification.
• Commissioners discussed moving contracts into separate “242-” account. Quaderer
requested further discussion at a June 2026 PSAP meeting.
8. Budget amendment for innovation grant
• Grady made a motion to table budget amendment discussion until June 2026. Williams
second. Motion carried.
The open portion of the PSAP Commissioners meeting concluded at 2:00 p.m. The board moved into
closed session pursuant to Wis. Stat. § 19.85(1)(f) for the purpose of considering specific personnel-
related concerns and information concerning identifiable individuals which, if discussed in public, would
be likely to have a substantial adverse effect upon the reputation of the persons involved.
Following the closed session, Sztyndor adjourned the meeting.
