**MINUTES**
BAYFIELD COUNTY
SHERIFF’S COMMITTEE MEETING
Monday, May 18, 2026
1) Call to Order
Committee chair Marty Milanowski called the meeting to order at 4 p.m.
Marty Milanowski, committee chair—present
Larry Fickbohm, committee vice-chair—present
Jeff Holte, committee member—present
Jackie Roguski, committee member—present
Dennis Pocernich, committee member—present
2) Public Comment, 3 minutes per person, up to 15 minutes total
N/A
3) Approval of April 27, 2026 meeting minutes
Fickbohm made a motion to approve the minutes from the April 27, 2026 Sheriff’s Committee
meeting. Holte seconded. Motion carried.
4) Child Support Office, Michelle Alexy
a) Budget
i) Child Support Office is under budget on payroll due to unfilled vacancy.
ii) Contractual budget has been exceeded due to contracting with Jefferson County.
iii) Alexy hired someone in April 2026 who is in training.
b) Performance Measures
i) Alexy said her department is on target for performance measures.
ii) Pocernich asked whether rears collection is done internally or with an outside agency.
Alexy said it’s handled internally.
5) Emergency Management, Meagan Quaderer
a) May 6 Natural Gas Leak/IR Evacuation Recap
Sheriff’s, Emergency Management, Veterans, Child Support
Committee of the Bayfield County Board of Supervisors
i) Quaderer is conducting an after-action report. She believes operations went well.
Downtown Iron River was evacuated to the fairgrounds. The school was under a
shelter-in-place order due to location. Some drivers failing to follow reroute.
ii) WDIO was on site. Incident Command gave messaging to Quaderer who relayed it to
the evacuation site and then WDIO.
iii) Milanowski asked about phone notifications. Quaderer said the state did an evac
notice, but the state notified the whole Iron River township, not just town proper.
iv) Holte asked how people in town reacted. Quaderer said many could smell there was
an issue, and most reacted well. Some had questions about evacuating the school.
v) Fickbohm said he talked to state trooper who expressed disagreement with IC
regarding road blockades.
vi) Bayfield County Sheriff Office Chief Deputy Andy Runice spoke with state patrol’s
sergeant. Any complaints need to go through their command.
b) EMS project/process update
i) Quaderer presented EMS project update at executive committee on Thursday, May
14, 2026. No consensus about best service model or provider amongst board
members or stakeholders. Intend to go to RFP.
ii) Milanowski asked if Quaderer and EMS Coordinator Bryan Ziemann intended to
present at June Sheriff Committee and the succeeding County Board of Supervisors
meeting. Quaderer said they will to ensure board is informed.
c) 2027 capital improvements
i) Bayfield Tower lacks a fence, presenting a safety hazard. The committee supported
Quaderer pursuing construction of a fence at the Bayfield Tower site.
ii) Quaderer wants to hire Cummins diesel to do tower site generator maintenance.
iii) Adequate signage for county buildings.
(1) Quaderer said the county should invest in better signage on its Washburn
campus. Observes people arriving who do not know where they are going.
(2) Pocernich said signage bill should go into maintenance or building or general
fund.
(3) Pocernich asked why EM expenses are $122,000 more than YTD revenue totals.
Quaderer answered that many expenses are annual contracts paid in Q1, while
revenue comes in throughout the year.
(4) Pocernich inquired about PSAP budget. Quaderer noted that Ashland County did
not pay its 2025 Q4 reimbursement in 2025 but 2026, so the 2026 budget has
more revenue than budgeted. Overtime exceeded budget, but it balances since
regular wages are under. 2025 staffing was $140,000 under budget.
d) WISCOM Grant – Discussion and Possible Action
i) Quaderer said she was surprised to receive the grant since the state said it would be
awarding grants to priority counties first. Bayfield County was awarded almost $2.2
Sheriff’s, Emergency Management, Veterans, Child Support
Committee of the Bayfield County Board of Supervisors
million. There is a 20% grant match. However, Bayfield County is not responsible for
the whole match. Since only one application was allowed per county, all fire and EMS
had to apply through the county. County is only responsible for 20% of its portion.
ii) Immediate needs are portable units for the highway department.
iii) Fickbohm made a motion to Recommend to the full county board to accept the
$2,195,900 WISCOM grant and to utilize roughly $320k to be spent in 2026 with the
remainder to be expensed in 2027. Roguski seconded. Motion carried.
6) Sheriff’s Office, Andy Runice
a) Department update
i) Fully staffed. One sworn in Friday. One in academy. Another hire, already sworn
officer, on FTO.
ii) One out on injury.
iii) Provided free, mandatory 50-minute counseling sessions for deputies this week. Staff
get an addition 4 sessions free through the EAP.
iv) Fuel costs are high. Sheriff’s Office purchased a Honda CRV from Human Services.
v) Jail is status quo. 33 inmates, 2 boarded in.
vi) Invited Sawyer County Sheriff’s Office to talk about admin tasks like billing and serving
papers.
vii) Runice honored by Green Bay Packers Protect and Serve Award.
viii) Pocernich asked about budget. Runice said while revenue is underperforming,
expense line is where should be.
ix) Fickbohm asked about number of female deputies. Runice says they have two.
The open session of the Sheriff Committee Meeting ended at 4:57 p.m., and the committee went
into closed session pursuant to §19.85(1) (c) Considering employment, promotion,
compensation or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility.
Milanowski adjourned the meeting following the closed session.
