Forestry and Parks Committee Report
June 2026
4. Rec Partner Annual Report: N. End Ski Club. Ron Bergin will be at the meeting to present
the North End Ski Club’s annual report.
5. Rec Partner Annual Report: Town of Barnes Parks and Rec Committee/Friends of Tomahawk
Lake Park. Blair Gagne (Town of Barnes) and/or Mark Sutton (Friends group) will be at the
meeting to present an annual report for the Tomahawk Lake trails area.
6. 2026 Spring Timber Sale Re-Offer. If bids are received on any of the re-offers, they will be
opened on Monday morning. And then summarized and presented to the Committee during the
meeting, per normal. There has been some interest, which hopefully translates into a few bids.
All no bid sales will be posted online and available for direct purchase (at advertised value), also
per normal.
7. Ten-Year Temporary Access Permit Renewal Requests. All four renewal requests, Bratley,
Wiitala, Dougherty and Ostrander, have been approved before. No changes since previous
approval. Standard rates apply for all access permit renewal requests: $60/quarter mile of
county land crossed, plus our time and mileage to inspect. Attached are maps of each renewal
request. I recommend approval.
8. Resolution: Authorizing Participation in the LWFC Grant Program. The Department recently
submitted a grant application to the Land and Water Conservation Fund. This would be for
improvement work at Big Rock Campground. Nearly $200k in total project costs, with the grant,
if awarded, covering about 50%. The general resolution we submitted with the application did
not specifically list the LWFC grant program. This new version, attached, corrects that.
9. Resolution: Accepting the Transfer of Primary Applicant Status of a Wisconsin Coastal
Management Program Grant, from Ashland County to Bayfield County, and Amending the 2026
Forestry and Parks Department Budget. Landmark Conservancy is in the final stages of
completing the purchase of roughly 120 acres formally owned by Northland College (Maxwell
Property). Roughly 80 acres are located in Ashland County and 40 acres are in Bayfield County.
Bayfield County and Ashland County have already formally supported this project (as have the
two Towns). Landmark has done all the leg work and secured about 60% of the acquisition
costs, primarily via a Knowles-Nelson Stewardship Grant. Landmark is currently partnering
with Ashland County on a WI Coastal Management Program grant that would cover the
remaining amount. Funds for the Coastal grant have been appropriated and this project has
received a pre-award. However, the closing date is set for Aug 1 and Coastal Grant funds will
likely not be formally awarded (via contract) until Oct 1. Meaning the grant applicant would
need to cover the expense until grant funds are released. The amount of the Coastal grant is
about $180k. Ashland Co has stated that they cannot front that amount of money and wait for
reimbursement. Nor do they wish to absorb any level of risk. As a result, they are asking to be
removed as the primary applicant on the Coastal grant (to be replaced by Bayfield County).
Landmark is now asking Bayfield County to be the primary applicant for the Coastal grant. The
2
goal of acquisition is to own the land temporarily and then transfer ownership to the DNR, to
become part of their White River Fisheries Area. There are some risks involved. It is possible
the Coastal grant funds are never released (not likely, but a very small chance). Also, there is no
timeline for the DNR to accept the land (if ever). If Coastal grant funds fell through, Landmark
Conservancy would help fundraise the full remaining amount. They would also help maintain
the property, especially if ownership were to become longer term. To temporarily cover the
remaining cost (until Coastal Grant funds are received), I’d suggest borrowing against the current
balance of the non-lapsing Land Acquisition account, resulting in no net change to the 2026
budget. To be replenished once the Coastal Grant is received. Erika Lang will also be at the
meeting to present this. I hope to have the resolution ready to share before this weekend.
8. Monthly Reports.
a. Forestry:
a) 2026 Budget. A total of just under $117k in stumpage revenue was received in
May. Continuing the trend of underperformance this year. However, a little
over $100k has already been received in June, providing a good start to the
month. To date, stumpage revenue is roughly $1.003 million. This amount is
still about 40% less than the three-year average for this time of year, and about
35% under budget. There has been an increase in harvesting activity over the
last few weeks, which will lead to an increase in return. June – August has also
been the strongest three-month stretch for stumpage revenue during the last few
years, each averaging about $400k/month. Hopefully, some revenue correction
will occur this summer, but we should still be prepared for a significant deficit
this year. Our budget has never been in this position, and usually the opposite is
true (where we are $1.0+ million in the black).
b) 2027 Budget. Starting work on the 2027 budget. With the poor stumpage
revenue year and kickstarting FCOR initiatives, I’m anticipating more time than
normal being spent on budget development. With that in mind, there will likely
be a meeting in July, which would give us two meetings (July and August) to
review the budget, if needed. I’m expecting a much heavier use of the FCOR
account in 2027, including continuing to address a portion of the rec coordinator
salary; the purchase of a used mini-excavator and possibly a used skid steer to
accomplish a variety of parks, sustainable forestry and road management
projects; the development of a rec grant; provide a match to a variety of park and
rec projects (if grant funded); increase in town road aids; increased invasive
species work; kickstart a wildlife action plan; revisit the development of an
interpretive signing program; and addressing failed jack pine seeding sites
(which may also be addressed through a Sustainable Forestry Grant). The goal is
to allocate no more than 50% of the net available funds in 2027 (after any
reserves, like addressing the deficit in stumpage returns).
c) Carbon Project. Nothing new to report.
d) FCOR. Starting 2027 budget prep now. I plan to meet with Mark over the next
week to look at the estimated stumpage revenue deficit and the FCOR account.
I’m anticipating kickstarting many initiatives outlined in the FCOR in 2027,
including various rec and forest management projects (many addressed above).
e) Land Acquisition Projects.
3
• Big Rock. The offer to purchase was amended. Closing date was
extended from June 30 to October 30 to provide more time for the
Coastal grant process. Hopefully, we’ll know the status of that grant in
September.
• Stewardship. We closed on the final 40 acre parcel last week. Will begin
work to close out that grant shortly.
f) Certification Audit. The five mandatory timber sales stops have been selected.
We are now in the process of establishing the audit route. Starting to spend more
time prepping for the day (which isn’t until Aug 6). But most of the prep work
needs to be completed well before.
g) Internal Wage Analysis and Position Structuring. While the latest wage study
provided recommendations for numerous adjustments to the wage scale, I felt it
did not adequately capture the market for the Forestry and Parks Department.
Which is a similar response I’ve had to the last few wage studies. My goal was
to wait until the completion of this recent wage study, and then conduct my own
internal wage analysis, including a review of current position structuring. More
or less an internal review of the Forest Management and Recreation programs.
I’ve compiled wage figures from all comparable WI county forest programs and
MN county forest programs, as well as MI, MN and WI Department of Natural
Resources and the USFS (regional). To better capture the rec program, I also
compiled wage figures from as many comparable regional municipal programs
(that have rec and/or forestry programs) as possible, like Duluth, Superior,
Ashland, Eau Claire, Steven’s Point, Wausau, Green Bay, etc., as well as from
many of the same (and a few different) MN and WI counties that also have
county forest programs. Including rec positions within the DNR and federal
agencies that were comparable. In general, the focus of this study was
completing a wage analysis, from comparable public forestry and rec programs
in the Lake States region (E/NE MN, Northern WI and Western MI). I’m still in
the process of analyzing all the data, but hope to have a summary, with
recommendations, to share with the Committee during the July meeting. Just
wanted the Committee to be aware this was happening. More to come.
h) WCFA Board Member Update. Jeff will have an update, if any, during the
meeting.
b. Parks and Recreation.
Quick highlight: there were 0 contractors at the mandatory pre-bid for the trestle repair
project. We made a few tweaks to the RFP and released it again. Another pre-bid is
scheduled for next Tues. Expecting some interest this time around. If we get zero
interest again, we’ll need to explore other options. If interested, here is a link to the RFP
packet: https://www.bayfieldcounty.wi.gov/963/Bidding-Opportunities
Below is a summary from Sara and Lindley.
On May 1, a Land and Water Conservation Fund Stewardship Grant was submitted to the
WDNR for Big Rock County Park and Campground Rehabilitation. The grant request was for
$96,656 with a 50% match coming from in-kind labor, equipment, and capital funds; the total
project $193,312. The proposed rehabilitation includes the replacement of 2 pit/vault toilets,
4
delineating campsite through creation of berms and plantings, restoration of the degraded
forested land with tree/native shrub planting, installation of a split rail fence, creation of ~ .75
mile of upland hiking trails, construction of a dumpster enclosure, installation of a swing gate
and the creation of up to 9 additional parking spots.
The Department worked with UW-Extension and the Lake Superior Collaborative to host a
Natural Resources Foundation Field Trip on May 7. Seventeen (17) lucky people were able to
ride the BART bus for the Bayfield County Forest Bus Tour, where participants learned about
how sustainable timber management, conservation, wildlife management, the interaction of
timber management and outdoor recreation, and the FCOR. Sara, Lindley, Caleb, Mike,
Jeremiah and Catie Geib (UWEX) helped lead the tour. The goal of the tour was to help the
public understand that the Bayfield County Forestry and Parks Department does more than just
cut trees, showcasing the county's motto of “beyond expectations”. Good information was
shared, and even better questions were asked. Below are some comments from participants:
#1 - I went into this trip thinking it might not be that great, but it far exceeded my
expectations. The presenters were all excellent and I learned a lot. The waterfalls were so
beautiful too.
#2 - Play up the falls more - there was a lot to learn there. Make sure everyone can hear
you. Our private conversation added to our trip.
#3 - Thanks for treats, seats & water! Very kind! I adored the Falls! OMG! Gorgeous!
#4 - Great trip! Well prepared. Very informative. Using a bus is far superior than a
caravan.
#5 - Trip was perfect!
#6 - I thought it was great. Well thought out. Lots of good information. Suggest you let
people with mobility issues have the front seats
Campgrounds opened on May 15. Twin Bear’s seasonal sites are all filled, while there are 4
seasonal sites still available at Delta Lake. Nick and a few crew members from the Highway
Dept spent several days at Delta Lake rehabbing sites by putting in new retaining walls, grading,
and delineating sites. Additional work still needs to be done at the playground/beach area. Nick
also placed a bollard at the Twin Bear Lake Boat Launch to try to prevent people from running
into/damaging the dock.
Lindley and Sara attended the National Outdoor Recreation Conference in Duluth, MN, May 11-
15, 2026. Sara attended a pre-conference Regional Activation Lab sponsored by The
Conservation Fund. The workshop focused on how to work with community partners (and
funders) to activate a natural resources economy. Each participant received “The Activation
Playbook: A Guide to Building Rural Prosperity with Conservation at the Core”. Sara also
participated in the Duluth Traverse Mountain Bike Field Trip on Wednesday, learning how
Cyclists of Gichi Gumee Shores (COGGS) have worked and continue to work with the City of
Duluth to create a 40-mile single-track mountain bike trail on public land across Duluth. COGGS
maintains ~120 miles of trails in Duluth, Superior, and the surrounding area. Overall, the
conference was very good, with a key takeaway to work with your community, including the
indigenous members, to make outdoor recreation opportunities possible.
5
Staff also organized a stakeholder meeting with residents who live near the Fire Hill Preserve to
gain their input on the initial concept plans for the site. A community public input session will be
held later this summer.
The permanent bridge over the Ounce River was delivered this week. We will be working with
Highway to assemble and install later this summer. This bridge was 100% funded through a
DNR Motorized Trail Aids grant and a County Forest Sustainable Forestry Grant.
The Chequamegon Unitarian Universalists Fellowship volunteered to do a clean-up day at Big
Rock Park on May 18. Lindley and Caleb helped organize and implement the cleanup day, with
the Department providing tools and refreshments for the volunteers.

Legislature to restore full funding to the previously funded amounts.
MOTION: (Sandstrom, Rosa) Forward Resolution to Executive Committee then to full County Board. All:
Yes. Carried.
12. Monthly Reports.
a) Forestry:
a. 2026 Budget. Stumpage revenue in April was well below average at just under $106k. This
continues the trend of underperformance that has defined 2026. Total stumpage returns at the end
of April were nearly $782k, roughly 46% lower than this time last year; 45% lower than the three-
year average for end of April; and 35% lower than the current budget. 2026 will likely be the year
the timber sale program underperforms, something we’ve been warning about for years, but never
experienced. Markets and timber sale activity remain difficult to predict. To counter the decrease in
revenue this year, we are pausing some spending, targeting capital and other projects that are
lower in priority or could be considered again in 2027.
b. 2027 Budget. The current stumpage revenue budget situation will likely have a strong influence on
2027 budget prep. Unless a significant uptick during the second half of 2026 occurs, a substantial
decrease in stumpage revenue this year is expected. And while the previously sold contracts remain
on the books, there is a chance that the trend of lower than average returns continue into next year.
Bodine recommends we decrease the budget for stumpage returns, something we’ve never done
before. This also means tightening up on expenses.
c. Carbon Project. Another small carbon sale was accomplished last month. Roughly $10k in carbon
revenue was received in late April. Just over $2.3 million in carbon revenue has been received so
far this year.
d. FCOR. 2027 budget prep will begin soon. The status of the stumpage revenue budget will likely
have a significant influence on future budget strategies involving the FCOR. Bodine is anticipating a
conservative approach to budgeting the carbon account: one that retains a healthy reserve balance
but also includes opportunities to kickstart some of the initiatives outlined in the FCOR, in a
meaningful and impactful way.
e. Land Acquisition Projects.
i. Big Rock. The Coastal grant application was submitted last month, but we probably won’t know
the result until September at the earliest. Because of that, the plan is to amend the offer and
extend the closing date from June 30 to October 30. That should give us enough time for the grant
process to play out. The grant would cover about 50% of the purchase price. If not awarded, then
the recommendation will be to purchase the land entirely with funds in the non-lapsing account.
ii. Stewardship. We recently received grant reimbursement for the 80 acre Carroll Lake acquisition.
This grant will be closed out shortly. The final Cobb 40 is slated for a May 29 closing date. Once
finalized, we can begin the close-out process for the other Stewardship grant.
iii. Pratt Road. We’ve previously discussed this 277 acre property. Working with the DNR and
USFWS on a potential National Coastal Wetland Conservation grant that would address
acquisition and wetland restoration (covering 70% of the total costs). Also working with Land
Conservation to explore different restoration options.
f. Certification Audit. We are starting to spend a little more time prepping for this audit. Even more
time will be spent in the next month, as we get closer to the early August audit date.
g. Storm Damage Update. Fortunately, we seemed to have made it through the April 17 storm event
with minimal damage. The most significant damage was to our enclosed tandem axle trailer (at the
Forestry shop), which was pushed 25 yards, rolled a few times and then ended up on its side
(breaking a few newly constructed picnic tables along the way). It will likely be totaled with the cost
to replace it roughly $15k. Picnic tables will cost about $1k. A few dock pieces at Twin Bear were
bent and need to be repaired. This cost is expected to be around $1,500. And we had a big tree
just miss the playground at Delta. Our rec partners have spent hundreds of hours (and counting)
cleaning up downed trees on trails. No significant damage to the forest (individual trees here and
there, but no need for a salvage harvest).

h. WCFA Board Member Update. WCFA is taking input for strategic planning.
b) Parks and Recreation. Three quick highlights: 1) campgrounds officially open next Friday. We’re
finishing up some of the retaining wall work at Delta this week; 2) ATV trails opened this Wed (6th).
Still early season conditions and clubs are still completing some cleanup work, but they are now
open for the season; and 3) the RFP packet for trestle repairs on snowmobile trail 63 over 18-Mile
Creek (in Grand View) went live on Wed. The nearly $250k (estimated) project is 100% funded by a
DNR grant. There will be a mandatory pre-bid site meeting on May 19th, with bids due in early June.
The past month has been busy prepping for future recreation projects, grant proposals, and
attending collaborators/community meetings.
c) Yurts. Yurt occupancy picked up in May. June will be a very good month for the Bayfield yurts.
d) Events. Numerous regularly occurring events have been approved over the last month.
Receive reports as presented and place on file.
13. Committee Members Discussion. None.
14. Joseph LeBouton, DNR Representative, Comments: None.
The next Forestry and Parks Committee meeting has been scheduled for Monday, June 8th, at 6:00 PM.

WHEREAS, Bayfield County and Ashland County, as well as the Towns of Kelly
(in Bayfield County) and White River (in Ashland County), have all formally supported
this project, and
WHEREAS, Landmark has negotiated the land purchase, established an August
1, 2026 closing date, and has secured the funds required to complete the transaction,
and
WHEREAS, Landmark collaborated with Ashland County to apply for and secure
a portion of the project’s funds from a Wisconsin Coastal Management Program grant
(Coastal), and
WHEREAS, the Coastal grant has been pre-awarded to Ashland County, in the
amount of $180,774, however, the grant funds will likely not be officially released until
October 1, 2026, and
Resolution
WHEREAS, the Coastal grant applicant must be a local unit of government who
will be required to pay the Coastal grant funds at closing and will be eligible to request
full reimbursement from the grant once funds are officially released, and
WHEREAS, Ashland County has stated they are not able to cover the balance of
the purchase price at closing and then wait until Coastal grant funds are released
before being reimbursed, and request that Bayfield County becomes the Coastal grant
applicant instead, and
WHEREAS, if the Coastal grant applicant transfer is approved and upon
successful completion of the project, Bayfield County would become the owner of the
Maxwell property, including the 82 acres located in Ashland County, and
WHEREAS, the Wisconsin Department of Natural Resources (DNR) has indicated
an interest in owning the property in the future, to become part of their White River
Fisheries Area, and
WHEREAS, once ownership is conveyed, at closing, to Bayfield County, Bayfield

and other conservation partners, but will continue to work with Landmark and the DNR
on the mutually desired goal of eventually transferring ownership of the Maxwell
property to the DNR, and
WHEREAS, if Coastal grant funds are not officially awarded, Landmark will
fundraise the remaining balance and reimburse Bayfield County’s share of the total
project costs, in full, and
