Personnel Narrative, Thursday, June 4, 2026
Item 4:
Strategy 1 Workforce Workgroup Recommendations (Flexibility in the Workplace)
1. Hours of Work and Breaks. Proposed policy modifications include:
• The expansion of the 40-hour work week to all applicable departments (previously
just Forestry, Highway and Maintenance). This reflects current practice.
• Flexible work hours as approved by the Supervisor (Previously only between 7am-
6pm).
• Modified breaks and lunch language to be more flexible.
• The workgroup asked that the Personnel Committee provide feedback on 2 items
related to Lunch Breaks:
o Is a lunch break required? Recommendation is Yes.
o If yes, after what duration of shift? Recommendation is over 4 hours a lunch
break is required*. *Does not apply to Dispatch, Jail, Highway.
FINANCIAL IMPLICATION: No Financial Implication
2. Holidays. The workgroup asked the Personnel Committee to consider adding a
floating Holiday. Some employees thought this would be appropriate for diverse
cultural holidays. No formal change recommended.
3. Paternity/Maternity. Proposed policy modifications include:
• Increase amount of paid maternity/paternity leave to 4 weeks (currently 2 weeks).
Income Continuation Insurance Coverage typically starts after 30 days and normally
provides 2 additional weeks of pay. Since inception, we have averaged 5 employees
a year using maternity/paternity leave.
• Allow immediate eligibility upon hire. (Currently eligible if birth occurs after 6
months of employment)
• Allow use of Maternity/Paternity leave over 12 months. (Currently must be used
within 12 weeks of the birth)
• If both spouses are Bayfield County employees, allow both to be eligible for
maternity/paternity leave. (Currently only 2 weeks for both spouses combined)
FINANCIAL IMPLICATION: Currently 2 weeks x 5 employees = 10 weeks per year (50
days). Approximately 25% of these shifts may be filled with OT. Doubling the
amount of leave could result in approximately 25 days of OT each year. $9k.
4. Funeral leave
• Add one day for brother-in-law / sister-in-law
• Financial Implication: $1000
Item 5: A revised draft of the Personnel Committee Ordinance is included in the meeting
packet. The ordinance more clearly identifies the committee’s authority.
Item 6: The temporary scanning position in the Zoning Office is currently funded through
early July. According to the Zoning Office, they have completed scanning back through
1993. It takes about 1.5 weeks to complete a year. Current employee is temporary.
Continuation would make this a benefit eligible position that we are evaluating. The
attachment here goes into more detail.
• The current budget hours end in July.
• The individual was hired in October.
• This will be a 2027 budget discussion item as another year is anticipated.
• We recommend continuing this through September 30 at this time.
• Estimated hours will be an additional approximately 560 hours.
• We are balancing additional cost with project completion.
• Contracted cost was much more than this.
Item 7: Preliminary Health Insurance premium rates are estimated to rise 8.5-20%. We will
know specifics in the next few weeks. We are very near fully staffed. We are seeing the
lowest number of vacancies in quite some time. While this is wonderful from a productivity
standpoint, we have relied on savings from turnover to offset the cost of unanticipated
wage adjustments, larger health insurance increases and other personnel related costs.
Item 8:
• The May Personnel Financial Report shows overall expenses at 39%, $8.56 million,
approximately $600k over 2025. 5/12 of the year is 41.6%.
o General 40%
o HS: 36%
o Highway 40%
• HR Report for May attached.

• Holidays
• Maternity/Paternity

required when intermittently using a recurring telecommuting
location.
RECOMMENDATIONS

The project is currently 56% complete, with 12 of 27 file cabinets remaining to be scanned.
The remaining files include 20 years of land use permits, and approximately 57 years of
sanitary permits and soil tests. As the files get older, while each individual record consists
of less pages, the quality of the documents also is lower, which requires additional
attention to ensure a quality record (as well as possible) is retained. This makes it difficult
to provide an accurate assessment of how much time might be remaining in the project,
but we would hope to be completed by the end of 2026.
The scanning project was initiated to preserve historical records that would otherwise
continue to deteriorate over time and to improve office efficiency by providing immediate
digital access to documents. Previously, staff were required to make frequent trips to the
basement to retrieve and refile physical records. These historical permit files are routinely
reviewed whenever a property owner applies for a new land use permit to verify compliance
with property requirements, making them a frequently accessed resource. Historical
sanitary records are also regularly requested by plumbers and property owners to
determine the age, location, or status of existing systems. Digitizing these records has
already resulted in increased efficiency when assisting customers, leading to faster permit
review and issuance times. Additionally, once records are scanned, they become
immediately available through the County’s website, allowing the public to search and
access information as needed.
Several factors have extended the project's original anticipated timeline, including the need
to replace the initial scanner due to its age and declining performance. In addition,
preparing documents for scanning has proven to be a time-intensive process because
many records contain a variety of media formats, including photographs, handwritten
notes, and oversized maps that cannot be accommodated by the standard scanner. These
larger documents must be scanned separately using the large-format scanner in the Land
Records Office. Another challenge has been the inconsistency of permit numbering
practices over the years. To improve record organization and long-term usability, staff have
developed and implemented a standardized numbering system, which requires
renumbering permits both on the physical files and within the Access database to ensure
consistency across all years.

Other Activities:
• May and June are the busy months to onboard seasonal staff. Ten were onboarding in May.
Four of them have worked for the county in the past. It is always refreshing when previous
staff return.
• Conducted policy orientation with Emma Grove as she took on the role of Clerk of Court.
Things such as worker’s compensation, FMLA, performance evaluations were topics covered.
• Participated in a PSAP Board meeting as it related to staffing.
• Listened to a couple of ETF trainings related to the new MyBenefits system that will go live on
July 1 for all employees.
• Conducted orientation with a new Deputy Sheriff that started academy training on June 1.
• Spent a fair amount of time working on revisions to the Personnel Policies and Procedures
Manual.
• Participated in a series of hearings/meetings related to an employment situation with a union
employee.
• Provided feedback on Employee of the Year nominations.
• Currently monitoring several employees that have had recent worker’s compensation claims
that have resulted in time away from work. These cases are time consuming and complicated
to manage when it comes to payroll. Jaime is certainly learning through immersion.
