EBS coordinates outreach and education to older people, service providers, and professionals in the community. EBS acts as a consultant to other service providers and professionals. Services by EBS are provided free of charge. o Funding for the EBS program is through legal aid resources in WI. WI developed a unique program in which each county has an EBS which is supervised by an attorney to provide legal assistance to residents.  Johnson explained the duties EBS perform. o Advocate to preserve, protect, and expand the rights and benefits of older people o Provide education and assistance with benefit programs, including evaluating potential eligibility and helping with the application process o Counsel on health insurance plan and coverage options o Read, interpret, and apply regulations regarding benefits, and work with their legal service provider for clarification o Under the direction of the program attorney, prepare evidence and briefs for appeals of denied benefits; provide advocacy and representation in administrative hearings and grievance procedures, including hearings before an Administrative Law Judge o Provide public education and/or training on issues affecting the rights and benefits of older adults o Develop and present informational materials for the media, organizations, and the public o Adhere to confidentiality standards, same standards as attorneys o Consult regularly with their program attorney through GWAAR regarding individual cases and general caseload and attend mandatory training from supervising attorneys as scheduled throughout the year  Johnson discussed the programs EBS work with. o Social Security income programs such as SSI, SS disability or SS retirement o Foodshare, internet, phone bills o Housing and utilities including evictions, tenant rights, and financial assistance programs o Health Insurance Medicare, Medicaid, SeniorCare, retiree coverage o The vast majority of her time is spent working on healthcare issues. Helping people new to Medicare understand their options, and Medicare 101 trainings. Helping people with Medicare with issues that arise with coverage and problem-solving things like network issues and Medication coverage. Helping people understand the guidelines for various types of Medicaid and assisting with applications as appropriate.  Johnson explained the monetary impact of her role and how it differs from Economic Support. o In a typical year the monetary impact of my role is at least 2.2 million dollars. Meaning I assist people with getting benefits they are entitled to which totals about 2.2 million dollars annually. o During Medicare OEP I continue to increase the number of people I assist each year. This past fall it was about 280 people during OEP and around 340 through the end of March when Medicare Advantage Plan enrollment ends. During that time, I assist people with BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING EOC & Virtual April 23, 2026 K:\Agendas and Minutes\DHS Board\Minutes\2026 DHS Board Minutes\2026-04-23\2026-4-23_BCDHS_Board_meeting_minutes - DRAFT.docx 3 evaluating their prescription and/or drug coverage for the next year as these plans change on a yearly basis.  Rosa asked how Wisconsin’s program is unique. Johnson explained that Wisconsin is the only state whose program uses legal assistance funds to provide support and supervision to EBS to every county in the state.  Johnson discussed how she also coordinates the AARP tax assistance that is held in the county board room and the farmer’s market voucher program.  Oswald asked what barriers she faces in her position. Johnson explained there are many time constraints, and she cannot help people with Marketplace. She believes this is because the open enrollment runs concurrently with the Medicare open enrollment.  Oswald asked if the Big, Beautiful Bill will affect the people she helps. Johnson said people will receive less benefits, even if they’re using the same programs they have previously used. She added that some resources will no longer be available. Monthly Section Reports Family Services (FS) – Hayley Weyers  Weyers provided staffing updates o I am orienting to my new role, and all the critical work this amazing team in Family Services is providing. Lots of policies, portals, and regular technical assistance meeting opportunities, and already went down multiple rabbit holes for emergent situations have come up since last week Monday. Really enjoying the challenge. o Melissa Berthiaume has been promoted to Social Worker III, which recognizes her as a Child Welfare County Lead and Supervisor. She brings a wealth of knowledge, a passion for best practice, and over a decade of experience with Child Protective Services. o We have hired for the CPS Case Manager vacancy, with an individual coming to this work from our local school system. We are eager for her to join us in June. o The Social Worker Aide half-time position is vacant and posted still, along with the full- time CLTS Youth Support and Service Coordinator position. There has been a lot of interest in these and hoping next month I can announce updates on these.  Weyers discussed out of home institutional placements. o Transition planning home (still a multi-month process) for a couple of these. o Another placement remains ongoing currently. o Learned of and in planning around an additional placement for which we’re striving to engage our best practice of making clear at the outset that our goal is for a short term stay during with the youth can get targeted and intensive services, planning at the beginning for discharge back to the community and how to carry over support strategies to continue that individual’s progress after the stay.  Weyers discussed Children’s System of Care Policy Academy. o A “System of Care” to fidelity is when programs are linked in such a way that families are at the center, and the multiple programs organize themselves around the family instead BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING EOC & Virtual April 23, 2026 K:\Agendas and Minutes\DHS Board\Minutes\2026 DHS Board Minutes\2026-04-23\2026-4-23_BCDHS_Board_meeting_minutes - DRAFT.docx 4 of the family being in position where they may feel they are left to navigate all the services and rules or figure it out on their own. o All systems of care have strengths and areas of improvement. o First time the State is offering this, and we applied and were accepted. o We’ll be guided through a reflection and assessment process how our current programs for children work together as a system, identify areas of improvement, prioritizing to just a few focused strategies, and then make a clear plan and monitoring our progress. o This process will be for 6 months, with the intent that it sets the stage for further growth. Aging and Disability Services (A&D) – Brynna Watters-Moffitt  Watters-Moffitt stated we are having difficulty finding drivers for our Volunteer Driver Program. Two of the current ones have resigned. Watters-Moffitt and Eder discussed some of the issues the drivers face, such as taxing of their mileage and the car insurance needed to be a volunteer driver.  Watters-Moffitt is working on solutions for this problem and will make sure that this is a focus for 2026.  Watters-Moffitt stated that the seven congregate meal sites and the 6 home-delivered meal routes are very successful. Three of the home-delivered meal cars are due to be replaced, which everyone is excited about.  Watters-Moffitt reported that Adult Protective Services (APS) is very busy with many complicated cases. Thirty of their 37 placements are outside of Bayfield County. The APS workers must meet the people in those placements at their current locations to write reports, so there is a lot of driving time involved. APS recently completed their 2025 reporting to the state. The number of cases in 2025 was over twice the number of cases in 2024.  Watters-Moffitt expressed concern that her staff will get burnt out. Nigbor asked if there has been discussion about contracting out the annual reviews, and that she does them for Sawyer County. Watters-Moffitt stated she will look into that.  Watters-Moffitt has reached out to other counties to see if they are seeing the same trends. She will have more information next month.  Watters-Moffitt stated that ADRC-N is still busy meeting with people and providing resources. Support Services (SS) – Stephanie Eder  Heather Gilbertson is currently working on the 942/943 report, which provides a comprehensive summary of all expenses and revenues received in 2025. This report is submitted to the state annually.  Cross training continues to be a priority among Support Staff: o Sarah Traaholt is training Niki Grueneis on eWISACWIS. o Christopher O’Dell is learning revenue processes from Traaholt. All PDF documents must meet compliance standards by April 2027. o ADA-compliant PDFs must adhere to WCAG 2.1 AA accessibility standards. This includes ensuring text is searchable, images contain alternative text descriptions, headings follow a logical structure, and the reading order is compatible with screen readers.  Weyers explained the need for ADA compliance for documents on the website. Economic Support Services Section Manager – Jeanine Spuhler  Spuhler explained there were a few issues Economic Support had to deal with due to the storm from Friday, April 17.  Spuhler announced they received $30,000 for energy assistance funding.  Spuhler discussed the 2025 Wisconsin Act 116 which provides funds for Income Maintenance (IM) agencies to review benefit calculations for FoodShare/SNAP cases before benefits are paid out to reduce our SNAP payment error rate with the goal of avoiding the new federal requirement to pay a portion of SNAP benefits as required under a new federal law. The stated goal is to maintain a payment error rate under 6%. The NIMC has $672,000 to use before the end of the 2026 fiscal year and will have the same amount for 2027. The NIMC is working on a plan to have existing workers shift into these positions. They will then hire more staff to handle regular maintenance. Behavioral Health and Community Programs (BHCP) – JoBeth Gonzalez  Eder provided Gonzalez’s update in her absence: o Greetings from my new role as Behavioral Health & Community Programs Manager, which I officially began on April 6, 2026. o I met with Attorney Marissa Lee, who provides legal representation in the Behavioral Health program areas related to Emergency Detention, Commitments, and Settlement Agreements in mental health proceedings. I look forward to continuing to strengthen this collaboration and supporting effective, efficient processes moving forward. o Hayley Weyers began her role as Family Services Manager this week and we continue to have the opportunity to connect regarding the transition of roles. The unit is in great hands, and I look forward to seeing its continued growth and progress! o The quarterly CCS Coordination Committee meeting was held this week. Ashland and Bayfield County CCS programs operate under a shared services model—while they remain separate programs, certain staff and many supports are shared across both counties. The BAYFIELD COUNTY HUMAN SERVICES BOARD MEETING EOC & Virtual April 23, 2026 K:\Agendas and Minutes\DHS Board\Minutes\2026 DHS Board Minutes\2026-04-23\2026-4-23_BCDHS_Board_meeting_minutes - DRAFT.docx 6 agenda was robust, including several policy updates, many of which have been previously discussed by the committee. CCS is a comprehensive program with many important components and requirements. As I continue to settle into my role, I appreciate the breadth of services CCS offers and the meaningful impact it provides to our community members! There are 60 participants currently enrolled in the Bayfield program and this number continues to grow. o I also attended the weekly CCS team meeting. A notable update to this program is that funding has been confirmed through the Wisconsin Department of Health Services, in alignment with CCS program guidelines, to support the purchase of two vehicles designated for CCS staff. These vehicles will enhance staff’s ability to meet with participants in the community, help relieve demand on the shared DHS fleet, and replace one vehicle nearing the end of its lifecycle. This is a positive development, and staff are looking forward to its implementation this year. o Finally, I have wrapped up meetings individually with each member of the Behavioral Health staff. The Behavioral Health Program has two Behavioral Health workers (shared duties in Family Services too), 4 CCS Service Facilitators and a Mental Health Professional along with the Manager. They are a dedicated team of knowledgeable, client-centered professionals offering high-quality service and support. I look forward to our work in this program together for the community!  Rosa asked if anyone in CCS tries to use BART for their medical appointments. Croteau stated they try all viable options, however, there are not enough transportation programs in the community to meet the needs of those in the county. Hi Jo Beth, I wanted to send a quick note about one of your staff (Ness) that I've had the pleasure if having in training for three elements of WiLearn now (nine huddles total), and she’s honestly been such a joy to have in the group. I typically see participants for one element, then they shuffle along to the next facilitator, but for this cohort I've kept this group for much of their beginning huddles and gotten to know them! She participates openly and thoughtfully, brings really insightful perspectives, and keeps a positive energy in the space. She’s also always willing to jump in, try things, and talk things through, which tends to help others feel more comfortable doing the same. I don’t usually reach out with individual feedback, but Ness has really stood out. She comes across as a bright, thoughtful social worker, and it’s clear she cares deeply about the work. Families are lucky to have her during some really hard moments, and I just wanted to make sure you knew that you've got a shining light up there in Bayfield. I look forward to seeing Ness in training and conferences in the future.
