Finance Committee — Minutes

Finance & Licensing Committee Minutes July 6, 2026 Present: Bill Lussier, Kelly Cady, Doris Laursen, Jim Anderson, Mayor Shoemaker, Arlene Frisinger, Randy Reeg, Tom Goldsmith, and Laura Reine. Lussier called the meeting to order at 10:00 a.m. The meeting was properly advertised, all interested parties were notified. A motion was made by Cady, seconded by Anderson, to approve the Finance & Licensing Committee Meeting minutes of June 1, 2026, Finance Committee meeting. Motion carried. Monthly Financial Report was given. A motion was made by Anderson, seconded by Laursen, to recommend to council Municipal Code Ordinance Section 1.05 Regarding Appointed Officers with the changes made. Motion carried. A motion was made by Laursen, seconded by Cady, to recommend to council the Zoning and Building Permit Application and associated fees. Motion carried. Discussion regarding the potential of trademarking the city logo. City Administrator will do more research into the costs. No action taken. A motion was made by Anderson, seconded by Cady, to move into closed session per WI Stat 19.85(1)(e) deliberating or negotiation the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Roll call vote. In favor: Lussier, Laursen, Cady, and Anderson. Motion carried. A motion was made by Anderson, seconded by Laursen to reconvene into open session and take any action as may be necessary or appropriate arising out of closed session. Motion carried. A motion was made by Anderson, seconded by Laursen, to recommend to council J & A Northwest Construction offer to purchase for Parcel 3212-1107-62-000. Roll call vote. In favor: Anderson, Lussier, Laursen, and Cady. Motion carried. A motion was made by Anderson, seconded by Cady, to recommend to council a request from Jonathan Kauffman for financial assistance from TID #9 for excessive excavation costs related to Parcel #212-1107-63-000 up to 4 units at a cost of $25,000 per unit. Roll call vote. In favor: Laursen, Cady, Anderson, and Lussier. Motion carried. A motion was made by Anderson, seconded by Cady, to recommend to council the Development Agreement for Kauffman Estates Phase 1 in TID #8. Roll call vote. In favor: Cady, Anderson, Lussier, and Laursen. Motion carried. A motion was made by Anderson, seconded by Laursen, to recommend to council the bid for Sorensen Street utility extensions in TID #8 to Albrightson Excavating, Inc. in the amount of $114,932.85 contingent on Jonathan signing the Development Agreement.
