Cumberland Municipal Airport Committee Minutes –June 17, 2026 Members Present: Matt Rybarczyk, Otieno Oduor, Jim Anderson and Josh Johnson City: Staff Present : Rick Brekke Guest; None Agenda/Notes- Call to order- Rick Brekke called the meeting to order at 6.06 PM in the Airport Terminal Conference room and noted attendance. Public Comments – There was no public in attendance. Secretary Report- Minutes from March 23, 2026 and April 15, 2026 reviewed. Jim Anderson moved motion to approve and Matt Rybarczyk seconded. Motion carried Treasurer’s Report- and status of budget- currently we are about $5000 in the hole. Motion to approve treasurer’s report moved by Oduor and seconded by Anderson. Motion carries. Committee officers- Committee needs to name a chairperson, treasurer and secretary. Since not all members were present, discussion was tabled for future discussion. Fuel Pump upgrade- Dispenser has shipped from manufacturer. Fuel Master has not shipped the computer. Once we have equipment, it takes about 2 to 3 weeks to install. Pumps will have cellular and no wi-fi needed. Hangar Project- Update given from Karl Kemper of Becher Hoppe indicates that our application for funding most likely met the deadline. The process should proceed as follows: Sept 2026- FAA awards design grant to BOA. Nov 2026- BOA process grant and execute BH engineering contract. Nov 2026- Feb 2027- BH design hangar project. Feb 2027-Mar 2027- Contractor bidding process. May 2027- BOA submit construction grant application to FAA. Sep 2027-FAA awards construction grant to BOA. Nov 2027- BOA process grant and execute construction contracts. 2028- construction begins WIFI- Discussion and comparison between Starlink and Brightspeed. Starlink commercial package is about $1200/month. Residential/personal is about $100. Tabled for decision at a later date. MasterPlan- Left out of agenda unintentionally- BOA expected to start process in Nov 2026. Aeronautical survey will happen not later than September 2026.
