Call to order Mayor Rod Nordby called the regular meeting of the City of Barron Common Council to order at 6:30 PM on Tuesday, August 11th, 2026, pursuant to due notice. Roll call: Councilpersons Joe Johnston, Keith Kolpack, Pete Olson, Kelly Thompson, and Mo Tollman. Absent: Faisal Ahmed. A quorum was confirmed. Also present: City Administrator Liz Jacobson, City Attorney Andrew Harrington, Police Chief Joe Vierkandt, MSA representative Teresa Anderson and Dave Rasmussen. Community members: Lonnie Forehand, Denise Romsos, Jodene Rose, Jamie Edwards, *Michael Miller *Appeared virtually Mayor Rod Nordby began the meeting with a prayer. All present joined to salute the flag and recite the Pledge of Allegiance. 2. Public Comments No comments 3. Appointment of Farm and Feather Fest Committee and event presentation. Jamie Edwards and Jodene Rose presented plans for Farm and Feather Fest, scheduled for Friday September 11th through Saturday September 12th, 2026. Motion: Alderperson Olson moved to approve a Farm and Feather Fest Committee, members Jamie Edwards, Jodene Rose, Sara Duncan, Mara Kroeze, Jessica Mulikin, Matt Sharpley, Dillan Palmquist, and Keith Romsos. Second: Alderperson Tollman. Motion carried unanimously. 4. Appearance by Teresa Anderson, MSA a. Lift Station and Forcemain Projects i. Approval of Utility Commission recommendation to approve Contractor’s Application for Payment #11 to Market and Johnson in the amount of $10,424.49. Motion: Alderperson Johnston moved to approve payment #11 as presented. Second: Alderperson Olson. Motion carried unanimously. b. Approval of Professional Services Agreement for MSA Southeast Utility Extension Cost Estimates Motion: Alderperson Olson moved to approve the Professional Services Agreement as presented. Approval of truck parade event on Saturday, September 26th, 2026 Motion: Alderperson Olson moved to approve the event as presented. Second: Alderperson Kolpack. Motion carried unanimously. 6. Consideration for approval of Claims and Bills Motion: Alderperson Olson moved to approve the bills as presented. Second: Alderperson Kolpack. Motion carried unanimously. 7. Consent Agenda: a. Reading and approval of July 14th, 2026 Regular Council Meeting minutes. b. Approval of new Operator’s License to serve for the period ending June 30th, 2027, for: i. Marissa Marie Allen ii. Makenna Skye Lentz Motion: Alderperson Kolpack moved to approve the Consent Agenda as presented. Second: Alderperson Tollman. Motion carried unanimously. 8. Approval of Ordinance 2026-04, An Ordinance Annexing Certain Lands from the Town of Barron, Barron County, Wisconsin, to the City of Barron, Barron County, Wisconsin. Motion: Alderperson Olson moved to approve Ordinance 2026-04. Second: Alderperson Kolpack. Motion carried unanimously. 9. Approval of amended Project Plan and boundary for TID 8, including Resolution 2026-05, City of Barron Common Council Territory Amendment No. 1 of Tax Incremental Finance (TIF) District No. 8, City of Barron, Wisconsin. Motion: Alderperson Olson moved to approve the TID 8 Project Plan Amendment and Resolution 2026-05 as presented. Second: Alderperson Johnston. Motion carried unanimously. 10. Approval of Resolution 2026-06, A Resolution Approving Interim Financing for TID #8, Purchase of Vacant Land. Motion: Alderperson Kolpack moved to approve Resolution 2026-6 as presented. Approval of Resolution 2026-07, a Resolution Declaring Official Intent to Reimburse Expenditures from Proceeds of Borrowing WDNR Clean Water Funds. Motion: Alderperson Kolpack moved to approve Resolution 2026-07. Second: Alderperson Thompson. Motion carried unanimously. 12. Approval of swimming pool condition evaluation services proposed by Neuman Pools, Inc. Motion: Alderperson Johnston moved to approve services as proposed. Second: Alderperson Tollman. Motion carried unanimously. 13. Approval to designate the south side of Woodland Avenue as a no parking zone during the hours of 7:30 am to 4:30 pm, requested by Woodland Elementary Dean of Students. Motion: Alderperson Kolpack moved to designate the south side of Woodland Avenue from Pine to Oak as a no parking zone during the hours of 7:30 am to 4:30 pm. Second: Alderperson Johnston. Motion carried unanimously. 14. Mayor, Committee and Administrator Reports Reports were given from the committees who recently met. 15. The Council may convene in closed session proceedings under the following sections: a. Wis. Stat. § 19.85 (1)(g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. This relates to dilapidated properties in violation of Safe and Sanitary Maintenance of Properties, including 211 S. Mill. b. Wis. Stat. § 19.85 (1)(c) to consider employment, promotion compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. This relates to Street Department Operator position hiring of Tyler Campbell. Motion: Alderperson Olson moved to convene in closed session under Wis. Stat. §19.85(1)(g) Second: Alderperson Tollman. Motion carried unanimously. Roll Call Vote: Johnston-Aye, Thompson-Aye, Tollman, Olson-Aye, Kolpack-Aye. Motion carried 5-0. Closed session began at 7:31 pm. 16. The Council will reconvene in open session and may act on matters discussed in closed session to complete the agenda. Motion: Alderperson Olson moved to reconvene in open session. Second: Alderperson Kolpack. Motion carried unanimously.
