I. Call to Order:
Meeting called to order by Glenn Carlson at 5:00pm.
II. Public Comment:
Charley Brummer asked to be recognized as a Town Plan Commission member when the
Zoning Ordinance Rewrite is discussed. He commented on the R2 zone regarding multi-house
dwellings & being in favor of removing that from the ordinance. He also mentioned on Page 51
regarding above ground holding tanks, he doesn’t believe the TPC ever heard back from the
Madeline Island Sanitary District if they will accept the waste & hauling waste off island would
be quite expensive.
Glenn Carlson read a public comment letter from Jean Mescher and Paul Guerin regarding the
vacation of 6th Street. Please see attached for more details.
Several letters have been submitted in regards to the Zoning Ordinance Rewrite, please see all
included attachments.
III. 6th Street Vacation and Alternatives:
Planning, Zoning, and Grant Administrator, Rich Kula, presented the Town Board with an 8th
Alternative and well as a refinement to Alternative 2. The Town Board discussed the alternative
and what to do moving forward. Vacating the street does not solve the problem of a lack of
turnaround nor is there financial or compelling public interest to vacate 6th Street. It would be
possible to vacate a portion of 6th Street leaving the end near Nebraska Row to create a
turnaround. The Town Board, with legal approval, has decided to offer to vacate the property,
in lieu of the property owners providing the funding to create that turnaround. The board has
asked Rich to discuss this proposal with the property owners. Before snowfall, the Town Board

would like to solve the issue of town emergency vehicles and plows turning around on private
properties on Nebraska Row.
IV. Discussion of Zoning Ordinance Rewrite:
The Town Board reviewed the Zoning Ordinance Rewrite with Town Plan Commission Chair
Paul Wilharm, TPC Members Jim Peters and Charley Brummer, and Planning, Zoning, and Grant
Administrator, Rich Kula. The current drafted rewrite has track changes in red. Rich Kula also
included a 4-page document that highlighted the changes that were made before he started.
This will be touched on at the next meeting. The board went through each page from page 3 to
136 of the Proposed Zoning Ordinance Rewrite and asked questions/clarifications.
Some of the following were brought up by the Town Board; Shoreline Protection Ordinance
County vs Town (page 5), lot frontage definition (page 9), structure definition (page 15), Class E
signs (page 68), Home occupation (page 75), substantial completion being too vague (page 90),
Ex parte Town Chair (page 97), 13.8 findings (page 116), & revised mix-use map.
