ROPORT FROM COUNTY REPRESENTATIVE RICK PEASE
Pease- We just had an election; there will be 6 new County Board members come next Tuesday. The
county just had 4 resent retiaries, that makes 4 job openings. He would like us to let anyone know who
might be looking to go on the county website, or they could go to the Administrative and Finance
Committee and look at the agenda, and click on the Human Recourses link, and it will list all the job
openings and where they are located.
COUNTY ATV/UTV ORDINANCE REVIEW BY BRUCE BAIN
Bain – stated that he is the president of the Monroe ATV club, also on the board of the Adams County ATV
association. He was with Sheriff Bren York and Steve McIntosh. They took the county ordinance and
revised it to make it work for the municipalities. What they are trying to do is get all 17 municipalities in
Adams County uniformed. It would make riding a lot easier. They also would like to have Main Street open
from North Street up to Family Affair. Thay have also asked the City of Adams to open up Main Street on
their end.
Sonnenberg asked how many of the 17 have looked at this ordinance and passed it?
Bain replied that the Town of Rome, Big Flats, Lincoln and Quincy. It is defiantly a work in progress.
Al Arndt had a citizen concern stating the issue he has with ATVs on HWY 13 is they run north to the state
park. He has seen a few times where a police officer had passed one going south on HWY 13, and nothing
was done. He has talked to Sheriff York a few months back about it. He wonders if this passes how it will
be enforced, and the procedure if they aren’t following the rules? Because as it stands right now, they
aren’t following the rules.
York stated as far as that goes people on AVTs, scooters or a vehicle they are breaking rules every day.
They do their best with all that. He feels part of that is in the Village and the City all the roads are open up
excepting for Main Street. He feels that our current ordinance doesn’t prohibit ATV/UTV traffic on Main
Street. As far as enforcement, they enforce all the different laws, but they can’t be everywhere at once.
Klicko stated that our ordinance specifically excludes County, State and Federal Highways.
York stated that HWY 13 is considered Main Street in the Village of Friendship. He feels that it would be a
hard one for them to enforce when it could be considered both.
Waller asked if they changed the law last year where if any state highway going through a Town or Village
where the speed limit is under 25mph that it’s an option if we want to have them open or not?
York stated that is correct. The Village has jurisdiction to allow ATV traffic if we wish.
Bain stated that if we can work together then it can help with education with the laws because the
ordinances will all be the same.
Ashworth asked if it’s open in the City of Adams for ATV use on Main Street.
Bain answered that no, they are not. But he said that where he lives in Arkdale they have a state road open
that goes around a curve that is 25-30mph. They have had that open for 8 years. He said downtown WI
Dells is open, Montello, Mauston they all have state roads going through them.
