Motion by Waller, second by Sonnenberg to approve January 28, 2026, Public Works Minutes, motion
carried.
Citizen Input
Jake Roseberry – presented the Committee with a letter, highlighted sections from Ordinance No. 13 on
public nuisances, and pictures of 600 Main Street. The letter stated that he was writing to formally
request inspection and enforcement acting regarding ongoing property maintenance and sanitation
concerns at the neighboring property adjacent to his within the Village of Friendship.
He respectfully requests the following actions:
1. Inspection of the property by the appropriate Village official.
2. Issuance of written notice to the property owner if violations are confirmed.
3. Establishment of a reasonable compliance timeline.
4. Enforcement action if the nuisance conditions are not corrected.
His intention is simply to ensure that Village ordinances protecting public health, safety, and property
values are consistently enforced for the benefit of the entire community.
Berry stated that he feels that place has always been bad, but it is getting a lot worse.
Roseberry stated that two things he forgot to mention in his letter are, he doesn’t know how many dogs
are allowed in the Village, but they have over 5 there. The only place the dogs have to go to relive
themselves is his property. They are coming on the funeral property and the property to the South as
well. The other thing that happens a lot now is traffic through his parking lot. He does have a gate that
he puts up some of the time. The other night he was putting the car away and he was making a loop in
his parking lot, and a car came through there going 45 mph and blew his horn at him.
Waller asked where he has his gate, is that just for a drive through for when there are funerals?
Roseberry stated that it’s a chain with sawhorse. They open it up on funeral days. His grandpa gave an
easement to the motel when Otto Roberts owned it, so they have the right to come and go. But they
don’t have the right to park in the driveway, and two cars routinely do. One of the other things he was
wondering about was putting up a fence, and if there are any setbacks to a fence.
Reuter explained that all the setbacks could be found on the Villages website.
Tony Sindelar – Noticed that one of the streetlights was hit on Main Street, and now laying on the
sidewalk.
Berry stated that RC Electric’s was going to be taking care of that for us. They are going to cap off the
electricity and move the streetlight until it can be fixed.
Sindelar asked if the Village will be identifying our new equipment as we replace it with the names on
the doors?
Berry stated that he has not given that much thought, but Sindelar is right, that’s a state law and we
need to get the names on our vehicles.
Waller stated that he mentioned it once to Schultz’s and he doesn’t know but thinks she must’ve
forgotten.
Discussion & Possible action on: Code Enforcement
Berry said that this item was tabled until the next Public Works meeting.
Sonnenberg stated that he wanted to say one thing on this, he had a meeting with the Sheriff last
PUBLIC WORKS COMMITTEE MEETING – Wednesday February 18, 2026– Page 2
Thursday, and he is going to get a proposal to us on what that might look like.
Discussion & Possible action on: Water rate increase
Berry stated that the Public Hearing with the Public Service Commission was on February 3rd. They were
all in attendance and know the water rates are going to be raised. Motion by Berry, second by Waller to
recommend to the Village Board that we raise the rates to what the Public Service Commission has
approved, motion carried.
Public Works Directors Report
Reuter stated that Schultz wanted everyone to know that the water meter was replaced at Villa Pines ,
and it’s up and operational.
The Committee discussed how to build the sides on the new flatbed truck and the thickness of c-channel
they would need. They are going to look at Wisconsin Metals in Reedsburg because they can deliver it
within a few days of placing the order. They are planning on putting a total of 10 stake pockets on it. There
are 8 now, but they need ones at the very end and in the center. Hopefully Wisconsin Metals will be able
to cut them to length. They think 3/16 c-channel should be strong enough.
Adjournment
Motion by Berry, second Waller to adjourn the meeting, motion carried. Meeting ended at 5:16 p.m.
