VILLAGE BOARD MEETING – February 5th , 2024, PAGE 1 The Friendship Village Board meeting was called to order followed by the Pledge of Allegiance by all present. President Tony Sindelar called the meeting to order and roll call was taken. Present were Trustees Brad Oberbeck, Ernie Klicko, Jason Pierce, Melvin Waller, Bob Berry, and President Sindelar. Also present were Public Works Director Brent Frank, Attorney Flanagan, Deputy Clerk/Treasurer Rebecca Reuter. Amanda Schwabe was absent. APPROVAL OF MINUTES MOTION by Berry, second by Klicko to approve the January 8th, 2024, Village Board minutes, motion carried. TREASURER REPORT IF AVAILABLE Not Available PAYING OF BILLS MOTION by Klicko, second by Oberbeck to approve January Vouchers 26,999 - 27,056 for a total of $335,551.27. Motion carried. CITIZEN INPUT No Citizen Input. ROPORT FROM COUNTY REPRESENTATIVE RICK PEASE Not In Attendance UPDATE ON ZONING FOR VILLAGE OWNED PROPERTY (PARCEL # 126-00023-0000) Attorney Flanagan looked into what the zoning for parcel 126-00023-0000 is. He shared a picture of a map with the board to show his findings. The Plan Commission was right that it is PUD (Planed Urban Development) as the zoning district. Flanagan then pointed out the other 3 parcels around parcel 126- 00023-0000. Two of the parcels are zoned PUD, the third parcel is zoned Singal Family Residential. Since 2010 any rezones that happen need to be consistent with the Village’s CP (Comprehensive Plan). The CP for the parcel that the Village owns is Residential, and the CP is Residential for all the surrounding parcels. The important piece is that if the Village Board does decide to move forward with the sale, and if one of the surrounding parcels wanted to purchase it and combine the lots it won’t be an issue because on the CP they are all Residential. It would be an easy sale to any of those parcels if they chose to buy it. PUBLIC WORKS COMMITTEE REPORT Charman Pierce stated that there was nothing new to report. Their next meeting will be February 29th at 5:00. FIRE DISTRICT REPORT Trustee Klicko stated that a lot of the truck tires are being replaced. Deforest donated a bunch of radios to the Fire District that just needed new batteries. Inspectors will now get paid quarterly instead of annually. They went into a closed session to discuss the new Fire Chief; they should have a decision on who it will be on Thursday. They had 8 calls in January. AMBULANCE COMMITTEE REPORT President Sindelar stated that the last meeting was on January 24 for the quarterly update meeting. The Lifestar report stated that most of the calls they received were transported to Moundview. Lifestar did ask if they could go through the Adams County Ambulance Board as the name on a grant application. They are looking for grants out there for equipment. If they receive a grant Lifestar would like to get a CPR machine that straps around the chest and does chest compressions. The machine would belong to the Adams County Ambulance Board, but Lifestar would be able to administer it if they provide our service. VILLAGE BOARD MEETING – February 5th , 2024, PAGE 2 Another thing that was discussed was our current contract is over at the end of this year. The Adams County Ambulance Board is going to start negotiations with Lifestar. At the next quarterly meeting Lifestar will come with a proposal for the Board to review, and then bring back to their municipalities to consider. Sindelar stated that the price will be going up. Lifestar needs to pay a competitive wage if they want to keep good employees, and the cost of equipment is going up. FRIENDSHIP LAKE DISTRICT REPORT Nothing new to report. APPROVAL OF OPERATOR’S LICENSE No Operator’s License’s to Approve CORRESPONDENCE We received one letter this month from the Adams County Historical Society that said - Tony, I’m writing as President of the Adams County Historical Society. We understand that the village is planning to replace the streetlights on Main St and that you have options on what style to use for new lighting. Our board discussed this matter and we agreed to urge the village to install historical or traditional looking lighting in the future. We are interested in preserving the historical appearance of Friendship and traditional style lighting will help.
