REPORT FROM COUNTY REPRESENTATIVE
Rick Pease was in attendance and discussed the big news for the county this month is
we are starting the budget, the good news is last year the shared revenue for the
county was about $18,000.00 for the state, this year its going to be an excess of a little
over $350,000.00 because of the new law they put in because of shared revenue. It’s
based on our sales tax. Another thing is housing is up 4.2% in the county. Another
thing is last year we took almost $600,000.00 out of the budget for solid waste, next
year they don’t think they should have to take anything out of our budget. That will be
the 1st time they won’t need any of our help since they opened.
CITIZEN INPUT
Clarissa and Mike Harris were in attendance and talked about Cl arissa’s mom falling
out of her scooter on the ramp by the funeral home. Clariss a’s mom Darlene is 72
years old, and Mike says it was traumatic for her. Clarissa in dicated that her mom
had used her scooter around her house, but that this was as f ar as she had traveled
with it away from home. Darlene sent a letter for the board members to read.
Nadine Ashworth was also present and thanked the board for the fi reworks money.
She also wanted to talk about the East Lake St. property across from her house. She
wants to know what is going to be done with it. She has photos of ju st how bad it is
getting. It’s been 4 years, and she feels nothing is getting done. She is very frustrated.
Jerry Sonnenberg was also present and wants to thank public works for taking care of
his tree that fell over from the storm. Sonnenberg also said he didn’t receive his bins
from LSR on Hillwood Lane.
DISUSSION OF STREET CLOSURE
Temporary street closure from Glassic DeeSign for the gran d opening for 9/23/2023
9am to 5pm to close W. 2 nd Street from Hwy 13 to the alley was discussed Going
forward they will have to fill out a permit. MOTION by Berry, second by Pierce to grant
a street closure to Glassic DeeSign, motion carried.
UPDATE ON LRS GARBAGE/RECYCLING RECEPTACLES AND ANY FEEDBACK ON
LRS
Schwabe has heard good things from the community about people liking the bins, and
how they look. If anyone hasn’t got one, they should call the office, and we can get
them one. Oberbeck is concerned about if the bins are going to be too heavy for some
of the elderly in the community when winter comes with all the snow.
WELCOMING OFFICE ASSISTANT
The Board welcomed Rebecca Reuter as the part-time office assistant.
UPDATE ON EAST LAKE STREET REGARDING CLEANUP
President Sindelar had one bid for cleanup from Fenner Excavati ng. Sindelar reached
out to other businesses, but they were busy and wouldn ’t be able to take the job until
after the fall . (unfortunately no dollar amount was given for these minutes) MOTION
by Berry, second by Oberbeck to East Lake Street update, motion carried.
PUBLIC WORKS COMMITTEE REPORT
1st We discussed bids for Roberts Street, we didn’t have bids available yet but should
by the next meeting.
2nd we are planning the 2024 budget.
3rd discussion of the concrete for fixing the curb. Just waiting for Fenner’s to give us
an estimate for gravel.
DISCUSSION AND POSSIBLE ACTION ON ORDINANCE #4 REGULATING TRAFFIC
UPON THE STREETS, ALLEYS, AND HIGHWAYS
Attorney Flanagan discussed ordinance #4. This item comes because of the last
meeting when the Sheriff asked if we could prohibit parking on the north side of
Moundview Drive, past the Village border. After running both scenarios through
VILLAGE BOARD MEETING – AUGUST 7TH, 2023 Pg.3
Public Works Director, and the Sheriff, the Sheriff said he would be happy with
anything we would be willing to do. Attorney Flanagan felt it was likely safer to go ¼
mile to the end of the Village limits, also it would be easier for signage because
otherwise where does the parking start and stop along the north side. This just takes
it cleanly up to the intersection. MOTION by Berry, second by Waller to adopt
Ordinance #4, motion carried.
FRIENDSHIP LAKE DISTRICT REPORT
President Sindelar reported on the Friendship Lake District. They had a brat sale that
they did pretty good on. They had a successful golf outing, they had 18 teams
registered. They had a lot of basket raffles, and silent auction prizes, and some big
prizes. Another thing they were talking about at the last meeting was some of the
water quality with the weeds. It’s been a tricky season with the lack of rain at times,
and the water not being able to flow. So, some of the water has been pooling up.
They’re trying to get it cleaned up. They talked about getting a GPS unit to help with
knowing where sticks and tree stumps are in the lake, and other markings. Coming up
September 2nd is the Friendship Lake District annual meeting to set the budget and
elect new officers.
FIRE DISTRICT REPORT
Klicko reported that they don’t have a fire meeting in July. Next meeting is on August
10th.
AMBULANCE COMMITTEE REPORT
President Sindelar reported the meeting was July 26th. Had a report from Lifestar that
April numbers were up, May numbers were down a little bit, and June numbers were
steady compared to previous years. It was the same reason for going out trip or falls, a
lot of transport between our elderly community to the hospital. Most 911 calls went to
Moundview, very few went elsewhere. The transfers are right in line with what we have
set for them. Days of the week call volume is average, and even across the board.
Sindelar did say that our ambulance contract is up in December of 2024, so it is
something that we will be starting to talk about with Lifestar. It’s just something to
keep in mind. We are expecting an increase, we just don’t know how much.

Deputy Clerk/Treasurer Lori Hustad made sure everyone had a letter from Vertical
Illusions. Easton Dreher is interested in property owned by the Village. It needs to be
reverified that the village owns that.
We got a letter from a man on Quincy Street who wants his water turned off, there are
people living at the house. Brent posted a letter on the front door. When he drove by
later it was removed, so someone received it.
