Hello, Spring Lake property owners. With recent turnover on the lake, many may be unfamiliar with the Spring Lake Management District (SLMD). This letter explains what SLMD does, why it matters, and how you can help. A Lake Management District is a form of local government created to protect and manage a lake, with the authority to levy taxes and carry out projects for the benefit of all property owners, unlike a lake association, which is a voluntary membership group with no taxing authority, and a homeowners association (HOA), which is a private entity focused on enforcing rules and maintaining shared amenities within a specific development. • Spring Lake property owners are automa3cally SLMD members. • Per state regula3on, lakefront owners must help maintain water quality. • SLMD was formed in 2000 to manage lake maintenance. • Lots in Spring Hills, Holiday Hills, and Spring Lake Estates are assessed $60 (plus $30 per secondary lot) on property taxes to fund lake maintenance. This is not an HOA fee. • SLMD is run by volunteer board members elected at the annual mee3ng. o Three-year terms: one key posi3on elected each year. o Board roles: President, Secretary, Treasurer o Representa3ves from Marion Township and Waushara County also have a seat on the board. o Board meets four 3mes per year. • Members may aTend quarterly board mee3ngs, and only the board can vote on items. • At the annual mee3ng, members can raise issues, vote, approve the next year’s budget, and volunteer and elect officers. Issues the Management District Deal With: There are many issues that probably go unno3ced by lake members. Remember, the responsibility of the lake owners is to maintain the quality of the water in the lake. This means SLMD has a wide list of tasks to consider. Here is a list of the frequently involved ac3vi3es: Volunteers The important part of this note is to request lake owners to par3cipate. • It is important that members aTend the annual mee3ng. We need to discuss lake issues and vote to approve the budget. It is also important to know the issues that are influencing the lake quality and things you can/must do to maintain the lake’s quality. • Consider helping on the above projects such as carp barrier and egg oiling, and water tes3ng. • Consider volunteering to be a board member. We must have a board to manage the expenses and control the projects. Aqua8c Invasive Species (AIS): If you’ve been on the lake for a year or two, you’ve likely no3ced the weeds vary year to year. This is our most expensive and challenging issue: invasive weeds can’t be prevented, but they must be managed to keep the lake usable. To address this, the board funds two lake surveys each year, contracts with a company to work with the DNR to approve a treatment plan and treats the lake annually. Goose Control: Even a small popula3on can create major issues—droppings can make docks, floats, and yards unusable. Volunteers work with the DNR and U.S. Fish & Wildlife to get approval to oil eggs, reducing hatching and helping control the popula3on. Carp Barrier: A barrier on the outlet creek helps keep carp out of the lake during spring breeding season. It can also trap weeds and debris, so if it isn’t maintained the outlet can become blocked. Volunteers rake it clear daily (some3mes mul3ple 3mes a day), and SLMD has also dredged and manages caTails in the area. In summary, SLMD is the lake’s volunteer-run management district, funded through annual property tax assessments, that works to protect Spring Lake’s water quality. The board oversees projects such as aqua3c invasive species monitoring and treatment, goose popula3on control, water quality tes3ng, and seasonal carp exclusion and outlet maintenance. We have contacts with the Town of Marion, Waushara County, and Wisconsin Department of Natural Resources. Please put the annual mee-ng on your calendars, and we look forward to seeing you at the mee-ng! It’s a great way to know your lake neighbors and foster our community. June 21, 2025 SLMD Annual Meeting Minutes Ted Gallagher called the meeting to order at 9:02. Mike McMonigol, Joan Lehman, Phil Gilbertson, Rick Dill, Mike Beauchaine, Connie Downing, Gary Walejko, Ted Gallagher, Josh Daubner were present, and Mailee Pelko attended via telephone. We accepted the minutes from the June 2024 annual meeting as sent to all members and Phil Gilberton 2nd. Marilee read and explained the treasurer’s report. I moved to accept, Rick Dill 2nd. Marilee explained the diRerences on the money market and CD for investing extra funds. We decided to go with 10k in long term, 6k in short term CDs and remainder in Money Market account. MM account would replace our checking account. Ted moved to accept going forward and allowing Marilee to make these changes in our accounts as treasurer of SLMD. Ted explained the budget is the same as last year and we had not had the new one prepared in time for this annual meeting. Mike moved to accept the budget as proposed, same as last year’s budget, the new budget will be distributed and the board is authorized to make changes as needed for the next year; Rick Dill 2nd. Town report – Gary wants to stop using the term Weir for the “Carp Barrier” , because a weir changes the level of the water and the barrier just restricts the large carp from entering. We need to be careful how we use the terms when dealing with the DNR. Old business – carp barrier, Ted read the last message from Eric Stadig (DNR) and there are many hurdles including not grandfathering the structure because it is in navigable water and below flood plain. Gary W will try and reach out as the township to try and get a rep onsite for a survey. Goose control – Rick summarized what was treated this year. 3 nests were found and 2 were treated. 1 was invaded by natural predators. No geese on the lake this year. Rick thanked the people that give permission to access the nests each year by land. AIS – treatments were done in May for Curly Leaf Pondweed and Eurasian Water Milfoil will be treated in late summer. We discussed using separate companies for surveys and treatments. Mike M reviewed past discussions with Cason and their issues with our DNR rep. We will continue with 2 treatments and surveys per year, but use 2 companies. Digitization project – Josh D will continue to work on with Marilee P. New business – we already talked about the investment idea. Ted asked for volunteers for secretary, we discussed that the new secretary should be able to do the meeting remotely. No one volunteered, so I (Josh Daubner) volunteered to continue for the time being. We then discussed moving the annual meeting and moving the date the 1st weekend in June, so June 6, next year. We then discussed how to get more people to attend, via newsletters and a “street team” . Josh D will continue as secretary for 3 more years. Ted moved to move the annual meeting to June 6 next year and all 1st weekends in June. Gary 2nd. Motion passed. We then discussed again how to get more people involved. I will hunt down email addresses for new property owners. Rick Dill will create a newsletter and send it to me to send. Marilee suggested updating our FB page and I suggested the county website for SLMD to be updated. If updated, they can all be linked in our digital mailings. We also need to talk to our new neighbors. Mike B then reviewed his heavy metal testing report that was read at our April board meeting. He will test again this summer at diRerent depths. Mike M brought up using these positive results in our newsletters. Rick moved to have PFAS testing done for $500 from UWSP per Mike B and Ted G 2nd. None opposed. Mike B will facilitate getting the testing kit and sending it in and SLDM will reimburse him. Rick brought up fish pressure on the lake and if we can help get less people to fish as he has seen folks keeping very small fishes/catches and maybe we could add a ramp fee or add size limits to the catches. Nothing was voted on in this regard, only discussed. Joan L moved to adjourn at 10:44, Ted 2nd. Meeting adjourned. Board meeting to follow by Ted at 10:45. to set board meetings for 10/18/25, 01/17/26, and 4/18/26, annual meeting on June 6. Gary 1st, Ted 2nd. Ted moved for my secretary position for another term, Gary 2nd. Meeting adjourned at 10:47. SLMD – April 18, 2026 Meeting attended buy SLMD board, (Josh Daubner, Marilee Pelko, Ted Gallagher, Gary Walejko, and Tom Mosling), members Mike Beauchine, Joan Lehman, Mark and Lauren Lewis, Rick Dill, and JR Siewert (via Google Meet). Meeting called to order by chair Ted G at 9:01. Ted moved to approve minutes from Jan meeting as emailed. Marilee moved to accept; Ted 2nd. Treasurer’s report: $4281 start; $15499.82; Josh moved to accept; Ted 2nd ; approved Old Business; Budget final – Marilee presented tentative budget and Joan brought up a $5k fee for lake plan. Last plan was 2022. It is on a 5 year renewal, due 2027. Will need to budget for next year and lookup past report; ask Mike McMonigol about fee. Marilee and Ted will coordinate on what is presented at annual meeting. Goose control – Rick Dill updated on 2 nests being treated – Mike M and Bill H’s properties. Status on insurances refund – Was not issued a refund check, but our premium was reduced for next year in the amount of the refund per Marilee. Carp Gate – Ted reviewed that WI Lake and Pond said that cattails are best to removed by hand but they can take a few months to remove. I volunteered with Ted to look at them on 4/23 and will start digging after. Questions came up about how many carp are in the lake and how many are blocked by the gate. Rick Dill commented that there are hundreds of carp stuck behind the gate at times trying to get into the lake after ice out in spring. AIS status – Ted explained how the permit for Eurasian Water Milfoil is not approved per Cason’s explanation. 2 options- only treat navigation lanes which will likely be approved and treat main treatments every few years but will be costly. 2nd option is to fight it and involve state reps and/or attorneys. DNR is re-writing the statutes on AIS treatments. We discussed the pros/cons of the options and are going to go with option 1. JR Siewart will follow up with his connections in the state to keep eye on the DNR’s upcoming changes. We will need to pay attention to these changes as it relates to our Lake Management Plan for 2027. Mike Beauchaine – Water testing – PFAS testing will be sampled and sent next week at a fee of $650. Purple Loosetrife awareness. We will distribute flyers at the meeting and send via email and Facebook. Facebook – I have control of the page and will invite Marilee and will ask for a 3rd admin at the annual meeting. Ted has been working including Tanya at Town for keeping the website updated. New Business – Lake management plan will amend for PFAS testing, as well as looking up if there’s a $5k fee and anything else that needs to be changed. Annual meeting agenda – Ted’s position is up for election. Old business will entail what was new business last year. Ted will draft an email for DNR rep on if she would like to visit the lake and/or come to our meeting and possibly a presentation. I will also need to include her in the SLMD contact list. I will bring a screen/cam/mic. Ask more contact info from SLMD, including SMS, and opt-in on emails or SMS from everyone. LMP , budget. Do a powerpoint presentation for the meeting to be shared including Purple Loosetrife and maybe other invasives, and AIS and carp. WE Energies – Ted read the email from WE Energies that the likelihood of service is not happening at this time. They would need 100% interest in that project. Gary W updated on boat ramp project and the town is still waiting on the permit from the DNR. General discussion – Lauren Lewis brought up the Jul 3 parade in Neshkoro. 5PM ; maybe Spring Lake should have a float? Mike B brought up the brush piles along the roads and Gary commented that they will be eventually picked up; they are behind due to weather. We went over the intro letter that Rick made and we made edits to it to send ahead of the annual meeting. Joan brought up how in the SLMD guide that anyone that lives on the lake can serve on the board. JR brought up that the wording is non-resident property owner, not anyone. We will look up the statute and get clarification and ask Mike M or Kevin about it. Gary brought up that there is going to be an ordinance on street parking for Airbnb (mostly Silver Lake is why this is happening). Ted moved to adjourn at 10:52. Marilee 2nd. Meeting adjourned.
