June 22, 2024 SLMD annual meeting minutes
Meeting called to order at 9:03 AM by chair Joan Lehman. The meeting was attended by SLMD board
members Joan Lehman, Josh Daubner, and David Vedder. Marion Township rep Gary Walejko was also
rpesent. SLMD members Teresa Bergman, Ted Gallagher, Lauren Lewis, Joe Ziino, Steve Tomsyk, Bob & Sue
Tazalla, Dan & Connie Downing, JR Siewart, Daniel Aronson, Kathleen BogdanoO, Phil Gilbertson, Mike
McMonigal, and Kevin Milliken were also present. Josh Daubner read the minutes from last year’s
membership annual meeting. After minutes were read, Katherine B brought up the book she donated about
“loving the lake to death”, which was presented to the board at the 2023 annual meeting.
JR Siewart moved to accept the minutes, 2nd by Gary Walejko. Motion passed.
Joan L introduced Dave Vedder as interim treasurer. Dave read the treasurer’s report and explained the new
format itemizing Water Quality, Business, and Grant monies. Total Expenses of $13,864.47; Total Income of
13, 301.50. Josh Daubner moved to accept, Ted Gallagher2nd. Joan L reviewed treasurer audit done by Lauren
Lewis and a $.05 error was found.
Joan L read proposed budget. Projected for next year’s income to be $31,693.93; and projected expenses of
$25,568.93. There was a typo noticed on the years on the sheet made are oO by 1 year. Josh Daubner moved
to accept the budget. There was further discussion on raising the budget for AIS treatments to $7500. Kevin
Milliken moved to raise to 7500, and that the board have authority to exceed 7500 if needed if costs are higher,
not to exceed $10,000. Phil Gilbertson 2nd; motion passed.
Town business – Gary W brought up the $269 donation from the town and how its money split up between all
7 lakes in the town by acreage. In the fall, that amount will double from the town to $538.
Old Business – Josh Daubner read Bill Hutchison’s email about treatment this year as he was not able to
attend the meeting. 11 eggs treated with one add’l nest found too late to treat eggs.
Carp wier – Joan explained the carp weir and recent maintenance and erosion. Gary W talked about the cat
tails growing in and creating a dam of sorts creating more erosion around the weir. We will need a permit from
the DNR to pull cattails. Our DNR rep, Ted Johnson, will take a look at the weir and make a recommendation
on how to best proceed. JR Siewart asked for a motion to look into the project of digging out cattails and
permitting cost. Mike McMonigal 2nd. None opposed.
Aquatic Invasive Species (AIS) – Joan reviewed the DNR survey from June 9, 2024 and compared to the 2021
survey. DNR found lake was healthy although there was an increase in AIS (see emailed report). The amount
of natural native weeds is normal or same as found in 2021. Mike M mentioned that Ted Johnson’s beliefs in
letting things be natural are likely his beliefs and not that of the DNR. He mentioned Cason’s plan for
treatment because the CLPW is so bad on the N end, and what was found by their survey vs what was denied
by Ted Johnson. Kevin M mentioned that Ted J had contacted him and had referred that our lake plan doesn’t
have wordage about treating an entire basin (as was found by surveys for N end). He also mentioned about
CLPW being diOicult to treat based on how they can spread with seed pods and disturbance. Kevin M asked
to put the DNR survey results on the website. Mike M would like to get AIS control back to 2010 levels. Joan
explained how Cason and Ted J seemed to be at a stand still. JR Siewart asked what we can do so this doesn’t
happen next year. Joan reviewed how Ted Johnson will be coming out to the lake to see it himself and to try
and open a good relationship with him. Mike M reviewed how the survey works with Cason and how they had
to call Ted J to proceed. Cason mentioned that they don’t have to do this with other districts. Again, eluding
to an issue between Ted J and Cason.
STR revisit – Theresa B asked about attorneys. We explained that the board would not use an attorney and
that homeowners were welcome to hire their own for pursuing any STR issues. She expressed that she did not
have any STR issues. Katherine B expressed her disappointment in how there wasn’t any discussion after her presentation on STRs from the board at the 2023 annual meeting. New Business – AIS – Kevin M moved to approve funding for AIS surveys and Treatments- 2nd by Mike M. None opposed. Fish Cribs – Joan brought up that they can be made if anyone wants to build them per DNR website requirements. Gary W has pallets to donate if needed. Special Assessment Fee – Joan expressed that we will not be raising the fees because of the excess monies in our coOers. Thank you to Volunteers – Joan explained how the board positions are volunteered positions every 3 years. Carp Weir, Goose Control, Audit, WLCC volunteers, Water samples. She thanked everyone for their eOorts and support. Kevin moved to approve special assessment remaining as it was since last year. Josh Daubner 2nd. None opposed. Board positions were explained and how we need a 1, 2, and 3 year term volunteers. Marilee Pelko has volunteered but was not able to attend. We then further explained the positions and tried to get more volunteers. JR Siewart asked about serving on the board but in a non-oOicer role. Joan then volunteered to be a mentor and welcomed anyone to attend our board meetings if interested in the positions. That way it’s not so “scary” . Josh Daubner volunteered for 1 more year as secretary. Joan moved Marillee Pelko for 1 position. Katherine B 2nd. None opposed. JR Siewart moved for Ted Gallagher for another position, Katherine B 2nd. Mike McMonigol moved for Josh Daubner, JR Siewart 2nd. None opposed. Positions and terms will be made after the annual meeting. Joan moved to adjourn at 11:01AM; Connie Downing 2nd. Meeting adjourned.
