Wautoma Schools AIS Training and Tour – Jim  Program has been in place for many years for the 7th grade students at Waushara schools  September 13th primary date, September 15th alternate date if raining on Sept 13th  Looking for an additional boat (4 boats) this year since class size is now 105 students 2. Clean Boats/Clean Water – Bill H  Inspector for the 2023 season will be Joseph Lemancik – a student at UW Stevens Point and has also served in the National Guard – has completed orientation and is starting this weekend.  Schedule will primarily be on weekends – splitting time between Silver Lake and Pearl Lake. Will also include Tuesday evenings when the Bass fishing tournaments occur on Silver Lake 3. Town of Marion Report – Bill Behnke  Looking at options for the Hwy 73 parking lot near the boat landing  Firework ordinance now in place – 7 days around the 4th of July plus New Years Eve and Day – from dusk to 11pm – permit required. Town of Marion would like to have a week notice - Permit not required for the typical sparklers, smoke bombs etc - “if it goes up and blows up” – the ordinance covers those items - Permits for other dates can be submitted and will be removed by the full Town of Marion Board for approval  Calls should go to the non-emergency contact information – 920-787-3321 – be as specific as possible with the location where the fireworks are being set off so that  Violations would be enforced thru the Sheriff – fines are $100, $200, $400, $800 for each repeat offense.  Adam Weber is also responsible for water patrol – exploring have 2 officers in the boat to improve the overall monitoring of the lake 4. Waushara County Report – Robert Wedell  Nothing to report – asked for input from the membership  With more and more VRBO/AirBNB – what are the ordinances for parking along the roadside – if it is not posted as no-parking – then the side road can be used for parking – unless it causes a travel inhibition – if parked on both sides of the road 5. High Water/Drainage Update – Mark  Ed has been working with Jim Blaszczyk from the Lake Irogami board to keep the water in their lake. Currently Irogami is 6” higher and that water would otherwise be flowing into Silver Lake. The culvert has a makeshift dam of sandbags and 2x12’s which is working exceptionally well. - 2019 record water 868.85 7/1/2019, 1 year later 867.67 (8/5/20) in essence, weir not flowing, took a year to drop 1.2’ of water from Silver and Irogami.  Fall letter to property owner Kassandra on routing water from new pump station east of Silvercryst on Town of Marion parcel (Kassandra’s property is the marsh land north of Hwy 21, east of Vacation Village, west of 20th Drive, south of Sherman St – basically behind Moose Inn) - Letter to Kassandra’s offered to chat on a call to discuss – no response - Most direct route would involve 2 lift stations (15ft elevation difference to Bruce/Thorstead creek outlet - Estimate would still be a 7-figure project although not a $3M like the 2019 Stantec proposal which would have required 10,000 ft of 24” HPDE culvert - This would not be a gravity system – would require pumps and lifts with significant maintenance - Do we desire a revised letter focused on a feasibility study? Membership did not express any interest to continue the discussion  SLSD and Weir operation 867.0 OHWM for Silver 867.61 Hwy 21 Irogami culvert lip 867.41 Hwy 21 Silver Lake culvert lip 867.71 Weir top of Pipe 867.82 Weir top of slide gate With 0.46’ (5.5”) over pipe (868.17’) of head, flow is 4.7 CFS, approximately 60 plus days to flow excess out of weir. Lake Irogami is approximately 5” above their OHWM given the sand bags at the culvert holding water in Irogami and keeping the water from flowing into Silver Lake Contract for easement expires in 2027-2028 – SLSD will start negotiating a new contract later this summer with the goal of establishing a level on the Lake Irogami side that would determine the level when the weir is to be open rather than votes by the various organizations. Mike Ruhland asked if we should put a pump at the culvert to simply pump water over the sandbags from Silver into Irogami – given the current situation between the lakes. There was a simple 2-page build and operational plan which was shared with Irogami and voted down last year at their annual meeting. Main reason was they don’t want our invasive species. The current Irogami board realizes they have the same Eurasian milfoil and zebra mussel problem Silver Lake does. This proposal may get readdressed after the 2 lakes agree on a water. 6. Comprehensive Lake Management Plan – Greg  Lake survey initiated about 18 months ago – 60% response rate – the ownership survey is very important to the development of the Lake Management Plan o Mark will post the results of the survey on the SLMD Town of Marion website  Subcommittee includes – Jim, Mark, Greg, Todd Chesboro, Barb Bartel o Todd will be handling educational focus for lake life and rentals o Mark will be handling work on fisheries  Plan to be formulated by August 1st, then public notice for 21-day review, preliminary grant submissions then in September  Earlier lake plans done by UW-Steven’s point would not have met requirements. o County administrator, Robert Sivick disbanded UW-Stevens Point Lakes and Rivers office within the county. (Patrick Nehring and 2 staff members) Patrick and staff authored prior lake management plans.  APM/IPM, Aquatic/Integrated Pest Management plan a sub section of a 5-year CLMP o We receive a yearly APM/IPM report from Onterra which quantifies the data and results from DASH efforts. o Provided to SLMD and WI DNR as a basis of meeting AIS grant requirements. o APM/IPM section not adequate to apply for a whole lake chemical treatment and large-scale WI DNR AIS grant. Whole lake treatment requires a current CLMP (i.e. under 5 years). o CLMP the district is paying for is more comprehensive than earlier lake plans. 7. Aquatic Invasive Management – Mark  Mark reviewed the 20-year history of treatment  Difference between scattered plants and colonies - Scattered plants, like a clump of roses surrounded by native plants. - Colony – surface area (40 sq Feet of bottom) is mainly EWM, devoid of native plants. - Highly dominant colony, 40’ in diameter, typically  2019 high water resulted in scattered plant groups no colonies present (2’ over OHWM, cuts down area of plant Littoral Zone, rainy season limited growth for all aquatic plants - DASH and cutting focused on dominant and highly dominant colonies  Not enough calendar time to perform more DASH to manage the EWM - WI DNR likes to see lakes get to 25% or better EWM of the plant littoral zone before approval on a whole lake chemical treatment. - Explored spot treatment for some locations – Onterra recommended against that since it dilutes the overall treatment - Mark worked on a number of proposals for weed cutting on the lake – a. Weed cutters can cut 3-5 navigation lanes per day depending on conditions. Cutting will be focused on dominant and highly dominant colonies, cutting parallel to shore. b. Both Wenninger and APM will be on the lake cutting EWM colonies. Weed Cutting and DASH for 2023 SLMD secured 15 days of weed cutting with Wenninger Automotive on 12/7/2022. SLMD reserved the only weeks John had available in the summer of 2023. Harvester fee is $1200 per day, no mobilization fee. Harvester cuts 4 feet wide, max depth of 5 feet.  June 12-16, July 10-14, Aug 14-18  Weed cutting strategy – 2023 Weed Harvester Plan – plan would be to cut 30’ navigation lanes to 15’ depth contour perpendicular to shoreline at: o Hwy 21 and 73 boat landings o Town of Marion patrol boat, dock, and lift o Silvercryst Dock o Sandbar beach  20’ navigation lanes parallel to shoreline in Dominant (Yellow) and Highly Dominant areas EWM areas (Orange).  Aquatic Plant Management (APM) will perform DASH in Fox Tail Bay out to the slow no wake buoys. 1. Estimate of 10 days at $2700 per day – 2. June 19-29  Aquatic Plant Management (APM) weed cutting 1. $2500 per day, $500 mobilization fee per week 2. June 26-30 and July 17-21  Tentative SLMD spend, Wenninger $18K, APM $53K  WI DNR regulations with respect to cutting. - Cannot cut in 3’ or less of water depth. - Cutting can only be down to 50% of water depth.  Fluridone or ProCELLA-COR for 2024 will be the huge decision. - Bugh’s Lake this year which had a whole lake ProCELLA-COR treatment last year will be interesting to see results. - Fluridone has a very long half-life with ProCella-COR with a half-life of 32 hours so the chemical is out of the water column in very short time - Silver Lake unfortunately holds the record for Fluridone existing in the water column for 407 days following the 2016 treatment. It appears ProCella-COR will be the recommendation for the next whole lake treatment. - A whole lake treatment in 2024 is not a guarantee. Depends on the fall survey results and this year’s DASH and cutting results. 8. Annual meeting mailing – Mark  Sec 33 district requirements of mailing agenda and budget to all property owners  Email and notice in Argus does not meet the requirements of Sec 33  Ed has been working the State Legislature to modify Section 33 to allow for email notification and other methods. 9. Board Commissioner  Greg has resigned from the Board effective today for personal reasons.  The position will be filled at the annual meeting  The positions held by both Mark and Bill are also up for re-election  Linda Herbert will chair the nominating committee for the annual meeting E.
