Ordinance Committee Meeting — Minutes

Ordinance Committee Meeting Monday August 17, 2026 @10:00 a.m. The meeting was called to order at 10:00 a.m. Present: T/Mary Pilz, T/John Eilers, T/Craig Szymborski, Rachelle Towne (Public Member), Nathan Klapoetke (Chief of Police) and Lindsey Inda (Village Clerk/Treasurer). T/Eilers seconded by T/Szymborski made a motion to approve the agenda as presented. Public Comment: Rachelle Towne voiced concerns over the large number of deer in the Village that are causing devastation to yards and gardens. Rachelle provided ordinances from other Wisconsin municipalities addressing how they deter deer. Rachelle suggested adding an ordinance prohibiting feeding and baiting so as not to be relying on the DNR’s policies. Rachelle also recommended updating the fencing ordinances to allow fencing in front yards, encouraging more hunting on Village properties and the possibility of allowing gun hunting on large parcels in the Village (example was given of parcels larger than 4 acres). The committee will be reviewing the ordinances and recommendations provided by Rachelle Towne and will work to see what options may be the best for the village. Chief Klapoetke will be reaching out to the DNR Game Warden to make a plan to help address the concerns. Lindsey Inda was directed to make a Facebook post to remind residents that feeding and baiting is prohibited. The Committee reviewed the City of Neenah’s Designated Outdoor Refreshment Area (DORA) ordinance. The Committee had questions specific to how the DORA would work in the Village and would like to invite P/Tim Ganzel to a meeting to further review prior to creating a new ordinance.
