She is starting a Newsletter and wanted to ask some questions about Right-Away. Kent suggested that he would send information straight from the Wisconsin Towns Association via email. The right-away is the Town’s responsibility to keep it clear, landowners do plant trees, discretion is used in determining if it should be removed. ▪ Allen Firkus asked why my tree got cut down but neighbors didn’t. Seems our road was targeted. We didn’t need it along with the flowers all shredded. ▪ Christy Linse showed a picture of the cleanup needed for the ditches and will get it to the dump. Kent asked if the brush was put on the side of the road. ▪ Allen said he would like a call before he came and started shredding them. He didn’t feel this should be done. Kent said we can’t make 100s of calls, but you can maintain your ditches. ▪ Christy expressed that many neighbors are concerned, milkweed is getting cut down. The people of Woodland Terrace are not happy. ▪ Kent stated that the trees, fences, flowers that are butted up against the road are in the right-away. He said there is a balance. ▪ Brad Linse said that it seems the road with just four driveways. ▪ Brad and Christy set up a time with the Patrolman that they would meet tomorrow morning – pending the rain and walk the neighborhood. ▪ Christy then asked about the road erosion. She referred to her email she sent April 15th. The letter and pictures were forward. She asked for a plan to discuss the erosion and have the other items addressed. Kent said he would. Discussion about Town property/road in Woodland Terrace being deeded to neighboring residents and possible. ▪ Kent shared that there was a document in the Register of Deeds that had the property abandoned. Kent stated that the surveyor would need to identify it and then we would need a Resolution to abandon it but would need to know who to abandon it to. There is a total of four neighbors. Kent felt that the survey should be covered by the landowners not the Township. ▪ Brad Linse asked if only two families are willing to pay for it would the land be given to them. Kent said that it would first need to be abandoned. ▪ Christy asked if a survey was ever done on that road. Kent had one from Ron Jasperson who had the records. Kent showed them the map with the vacated street. It was back in 1976. ▪ Kent asked the Board for thought. Scott thought it would be ok, Kent agreed it’s a parcel of land that will never be utilized as a street. ▪ Kent didn’t know how the land would be divided up. He will need to do more research on it. Kent understood that since the salt is a 5% mixture, not a full salt shed we don’t have the same compliance rules. Kent believes it was evaluated as a Salt only structure not Sand Salt. He has left messages for clarification. This hasn’t been an issue since 2015, and it has had the same inspector. Boards will be replaced, these aren’t structural boards, but they will be replaced. This inspection was done in February, and the letter just came in June. Patrolman Report ▪ Matt and Josh were present. Josh stated that he was using the Boom Mower and was approached by Allan Firkus. Josh did state that the boom mower has since been in the shop from overheating and the job hasn’t been finished. They now have a walk through with the neighbors. He had mulched 4 feet of the tree. Matt stated they aren’t mowing down flowers; it’s ditch week and wildflowers. Matt and Josh aren’t comfortable going back. Kent said that now that they have a neighborhood newsletter, he can let her know. Kent said that they had neglected Woodland Terrace for years. The School Bus Company has also called to say they can’t get through. ▪ Matt said they will be getting cold mixed tomorrow and start patching. ▪ They picked up culverts and finished tear drops. Commission Report ▪ The Comprehensive Plan is on the Website. The next meeting is a Public Hearing. The Board will have it on the agenda in July to adopt it. Kent is proud of the group and feels they really rose to the task and did a great job! Chairperson Reports ▪ Roadwork update, Kent presented a spreadsheet of the estimates. Project totals $215,097 ▪ Haas is looking at mid-September to complete the work on 430th Ave with the LRIP grant. ▪ Fire dues update, we are going for the innovation grant. We were scheduled for $30 per capita EMS dues, however, to qualify for the grant we could only go up to $29.90 this year by .10 cents to meet requirements. Overall dues went from 108909.56 to 104910.00. The difference was flipped from Ambulance and added on Fire Dues to make it up. ▪ Kent said the big question is how to handle it next year. We will need to raise the Fire Dues. Gene from Town of Lucas put together a Hybrid program that will allow us to raise the dues accordingly and balance out the Fire District by population not per capita. Kent covered the tables showing the evaluations and changes in dues. Kent thought this was a great idea, supported the changes and made a motion at the Fire Board Meeting to approve these changes. ▪ Bridge Aid, we were hoping to get Bridge Aid for 410th Street. We are beefing up the culverts to help the drainage. Now it is a light exchange that must be done. We would need DNR approval to put in larger culverts. Kent stated we will be contacting the DNR. ▪ I-94 construction from Jackson County all the way to the Board is being done, coating on the bridges.
