Town of Menomonie
Monthly Meeting
Tuesday, November 12th, 2024, 6:00pm
All Present: Kent Jackson, Brian Johnson, Scott Barnhart, Nancy Ponto and Charisse Sutliff
Kent called the Regular Board Meeting to order at 6:00 pm
Minutes
• Minutes from the regular board meeting October 8 th, 2024, were reviewed. Brian made a motion to
approve the minutes. Scott 2nd Carried.
Public
• Amy and Randy Cronk
• N4878 449 th St are here due to concerns about a neighbor who says he is purchasing the property
adjacent from them. There are ordinances but nothing has been enforced. She has called Tracy at the
County but nothing has been done. A fence has been put up and is sticking 4 ft into their driveway. They
have concerns with fire/ambulance accessibility. He has not gotten a permit for the fence. Dirt is being
moved.
• Kent is making a copy of the current response from Dunn Co Zoning for them. They are working on it.
• Since the letter was sent a fence has started going up. They have called the Sheriff’s department. They
arrived and said they couldn’t do anything, to contact zoning.
• Kent said that zoning is the enforcer on it. The only thing we can enforce is a building permit. Kent said
that he would follow up with a zoning enforcement agent. He knows it will take a while and seek legal
counsel and possibly have it resolved in court. The request is to have the two non -conforming homes
removed.
• Amy asked about the junk sitting around and had new pictures to share.
• Randy Knaack is giving him water through a garden hose and has been asked to stop. She is concerned
he put a sand stop well in.
• Brain asked in the fire chief could be called, if the fence is blocking the driveway, then it could be taken
down.
• Barry Phillips is also a neighbor and supports Amy and Randy . He went down to zoning today and said
they’d send a letter out but feel more needs to be done.
• Kent explained it’s a civil matter that needs to be worked through. It can take a long time. Amy said she
has been dealing with this since August and nothing has been done.
• Kent assured them he’d call and would get an update and will update them. The y said the landowner
isn’t doing anything, he’s gotten in my face. Kent advised next time he shows up he calls the Sheriff.
Rezone Opinion for Dunn County old transfer station parcel
• Ann wasn’t present, but Kent was able to speak to the request. They are asking to change the parcel
from GA to General Commercial or Light Industrial.
• The Plan commission suggested a general commercial. It fits the plan of the Town. As it sits it doesn’t
bring any tax revenue. Kent shared what limited commercial and light industrial would permit.
• Scott asked if light industrial would have more hazardous material. The land sits by a dead demolition
site. It doesn’t have much agricultural use due to the 10 acres of land. Not likely that someone would
build on demolition site.
• Brian asked why it is general agricultural and it was said a collection site has to be, if the zoning is changed
it wouldn’t be able to be a trash/garbage collection.
• Tunde Fahm said the main reason it was brought up was a revenue source. Toxic, concreate mixing plant,
brewery, depots… there is a list of prohibited businesses that could go there.
• Kent said depending on what kind of business would go in there would determine if an improvement on
the road needs to be made.
• Kent asked if there was an opinion on it, does the board recommend that it be changed from Ag to GA –
Brian made a motion to recommend. All voted yes – carried.
Resolution 2024-06 to repeal the 2007 Joint Slow No Wake Ordinance with the Town of Tainter
Pete Heimdahl from N7298 520th St, presented to the board:
• A little less than 2 years ago, the lake rehabilitation district was formed. A concerned group of citizens
came forward and raised concerns.
• Bob Batchler has been voluntarily putting buoys out. They are requesting a no wake zone, does the Lake
District want to take over the buoys and have their own ordinance and take it away from Tainter and
Menomonie. They had their first annual meeting and put together a budget, which had to be passed. It
did pass, the populus of the lake district think this is a good idea. They are now asking t o repeal the
ordinance, and then they can move forward by getting it to the DNR. It is difficult to get it enforced.
• Scott asked if the current area has Bouyes? If we repeal, what will the district present? Our ordinance
will look almost the same just by changing the jurisdiction. Some of the coordinates of the Bouyes will
change from up on the shore to more in the middl e of the channel. Nothing substantial. They want to
get it through DNR as is, and then if the people of the lake district, then they can address that in the
future.
• What would the enforcement actions be, and the sheriff and DNR would have to be present to catch
them. They only allocate 80 hours a year. So, the district will train on how to report a violation. Take a
picture of the offender/boat number go on the hotline and report the violators. The Sheriff cou ld send
a citation, maybe not. But it will bring attention to the matter.
• Planning to revise signing at the boat landings and define what slow/no wake means. They plan to
educate owners of renters to post a notice on their docks to get the word out.
• Brian made a motion to pass the resolution 2024 -06 to repeal the ordinance. The Board all voted and
agreed, motion passed.
Dunn County Humane Society 2025 Contract
• The new contract was presented for the DC Humane Society. There was a 2.5% increase.
• Scott felt that last year we looked at alternatives and this was still the most cost effective solution.
• Brian made a motion to approve, Scott 2nd Carried.
Driveway Permit Cody
• 410th Street on Paradise valley, putting an access in, good visibility, no culvert needed. Scott made a
motion to approve, Brian 2nd Carried
*Driveway Permit Ryberg
• On Turkey Road, they have an existing flat spot that has been ditched out. Matt took a look at it. It will
need a culvert. It’s right next to the existing driveway to get to maple syrup tanks, field entrance.
• Kent made a motion to approve, Brian 2nd Carried.
*Driveway Permit Yang
• 370th St on Buss Road, they are building a driveway for the lot they will be building on in the Spring. Brian
made a motion Scott 2nd Carried.
Employee – Chairman Report
• Matt said that they have been busy mowing. All snow equipment is ready to go. Shackleton will be doing
the trees on Bongey soon. The main bearing on the boom mower went out on the deck.
• Blew another tire on the 6130 mower. This is the third tire. Three different tires. Scott asked how many
chains we have on it, we have two. Cheap tires seem to be the issue. Plans to get quotes on the tires.
• Matt said, w e’ve been out patching with the big propane tank. Kent said he d id an outstanding job
cleaning the shop. Matt appreciated the Board being flexible with his schedule.
*Discussion of fire call billing.
• Kent stated that currently we only charge $500 for a fire call. The new memorandum requests that the
municipality can bill for the entire cost of the call.
• We pay Rural Fire to be on call providing service for us. The end user still pays for the call, the Fireboard
will not absorb the entire cost. Our residence will pay more, but it goes to the fire board to help pay for
new equipment. Overall, the idea is that the levy would go down.
• Brian and Scott asked what the price of an average fire is. Nancy was looking up the current billing. Nancy
didn’t think it would be such a huge burden.
• Kent said there needs to be uniformity between all of the townships.
• Kent said to review the proposal. It would go on the agenda at the beginning of the year.
* Approve 2nd Payment to Albrighton Excavating
• Motion to approve the 2nd payment from Albrighton Excavating for $171889.29
• Brain made a motion to approve the payment, Scott 2nd Carried.
Drop Off Site Report-Approval to purchase and install Cameras
• We have had three break-ins at the collection site. Kent asked about putting trail cameras up, tacta-cam
without a flash. Concealed. Approx $270 to monitor the area. You will have live shots.
• Brian thought that we needed to put the cameras in a steel type like bear proof box.
• Matt asked, “Would the Sheriff department help monitor it?
• Kent would like two, one by the fence and one
• Scott said put up a sign that says smile you are on camera. Start with a sign.
• We will see if we can get a camera donated and sign to start.
Commission Report
• Kent stated that if we have a meeting it will be the first week in December. Right now, nothing on the
table.
• At the next Board meeting we will be having Cedar Corp talking to us about facilitating the 2025
Comprehensive Plan for 2025. Kent has been talking to Kevin Oium about it.
Clerk Reports
• Charisse shared that General election went very smoothly. The Town of Menomonie had unprecedented
turn out, as did all of Dunn County, reporting 96% participation.
• Charisse handed out Nomination paperwork to the Board, if they choose to re-run, they will need to turn
in the nomination of candidacy by Jan 7th. An ad would be running with the dates of the Spring Election.
Board reports
• Nancy has always been a notary, she is renewing it, it expires in 2025. If Nancy pays the $30, the Town
will reimburse.
• Nancy will put together the letter of the tax bill and the newsletter will need to be done to put in the
bills. Kent will come up with a newsletter and explain about the updated fire bill charges. ATV/UTV
updates have gone well. Everyone has a good opinion of it. Project Hwy B Road is completed -almost
done.
• Kent reminded the Board that we will be going through a re-evaluation, a town assessment this year. It
will be budgeted this coming year.
• A complaint was made that a camper was parked E3387 Hwy 12, zoning has sent a letter.
• The loan requested from the Commissioners of Public Lands came stating we are approved for the
funding requested. We will be taking out funds to cover the 330th Road Construction.
