VILLAGE BOARD OF CLEVELAND, WISCONSIN COMMITTEE OF THE WHOLE TUESDAY, NOVEMBER 25, 2025 MINUTES I. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL/AGENDA APPROVAL . Village President Jarrod Jackett called the meeting to order at 6:00pm on Tuesday, November 25, 2025, in the Manitowoc County Training Room at Lakeshore College, 1290 North Ave, Cleveland, Wisconsin. Board Present: Jarrod Jackett, Village President John Ader Rob Burkhard Jon Hoffman Becky Paasch Tom Warosh Board Absent: Jake Holzwart (excused) Staff Present: Stacy Grunwald, Director of Public Works Motion Warosh/Burkhard to approve the agenda as posted; carried without negative vote. II. YEAR 2026 BUDGET PREPARATION. The Village Board reviewed the draft 2026 Sewer Utility Budget. 1. Metered sales were expected to increase, primarily due to the addition of ClearSky Rehabilitation Hospital and the Dairyland Park shelter. 2. Uncommitted funds were utilized to support investments in assets, anticipating carryover from 2025. 3. Joint operating costs were calculated by the accountant so not included in the 2026 expenses. 4. Health insurance expenses for 2026 were understated; revised numbers would be presented at the December 2 meeting. 5. The Board reduced 2026 Accountant and Auditor expenses from $20,000 to $15,000 since most transition expenses were included in the general fund budget. 6. Testing revealed PFAS in the sludge, which limited the viability of land spreading. Since testing found no PFAS present in the water supply, the Public Works Department was sampling sewage downstream from possible contributors to locate the responsible source(s). Director Grunwald anticipated the utility budgets would require amendments after the arsenic study and PFAS testing were completed, so 2026 expenses were limited to engineering costs. Results and options will be brought to the Board when ready. 7. The Board discussed eliminating the use of uncommitted funds in 2026 but determined by consensus that adjustments related to fund balance would be made after the 2025 audit was complete. 8. Meters and meter endpoints larger than 5/8” would be reviewed, replaced, and upgraded as needed in 2026. These costs were shared by the water and sewer utilities. Regarding the general format for all budgets, the Board suggested cost allocations between the three budgets should be incorporated within the expenditure line items rather than as a lump sum, and year -to-date figures should be updated to reflect actual costs closer to the date of the Board’s discussion, rather than 6 months. The Village Board reviewed a summary of Sewer Utility Committed Funds. The Board requested information on the appropriate balance for the Capital Equipment Replacement Fund, which had a balance of $ 679,740.42 on November 30, 2025. The committed fund for other projects remained as a lump -sum balance of $320,609.40 that could be spent on any of the listed projects as needed. Director Grunwald presented a 2025 property tax summary that included levies, rates, and credits. The net tax rate was $18.11 per thousand, up from $17.40 per thousand the prior year. All levies were even with or lower than last year except the Sheboygan Area School District, which was higher due to the recent approval of a school referendum. III. NEXT SCHEDULED MEETING: TUESDAY, DECEMBER 2, 2025. The meeting time was set for 5:30pm at the Cleveland Village Hall, prior to the 6:00pm Public Works and Utilities Committee meeting. IV. ADJOURNMENT. Motion Warosh/Burkhard to adjourn; carried without negative vote. The meeting adjourned at 7:56pm. Respectfully submitted, Stacy Grunwald Director of Village Services Approved on 12/16/2025
