Board Present: Jarrod Jackett, Village President John Ader (arrived 6:04pm, Item II) Rob Burkhard Jon Hoffman Jake Holzwart Becky Paasch Tom Warosh Board Absent: None Staff Present: Eric Fisher, Chief of Police Stacy Grunwald, Director of Village Services Motion Warosh/Burkhard to approve the agenda as posted; carried without negative vote. II. CLEARSKY REHABILITATION HOSPITAL CEO INTRODUCTION: Todd Sandberg. Todd Sandberg introduced himself to those in attendance as the Chief Executive Officer for ClearSky Rehabilitation Hospital Lakeshore. He thanked Director Grunwald on behalf of ClearSky Chief Real Estate Officer Danny Banks and himself for her hard work to make ClearSky a successful project in Cleveland. He was also excited to have Lakeshore College nearby as a potential partner in their work. Mr. Sandberg reported the Joint Commission survey was completed last week to assess compliance with Joint Commission and Medicare standards. Successful completion is required to obtain accreditation and Medicare certification. He was grateful for the support of the Village Board and invited them to the Grand Opening on November 4, 2025. The Village Board should forward comments, good or bad, as they wanted to be part of the community. ClearSky wasn’t affiliated with any hospital or hospital system. They were able to hire many local people and were excited to have Lakeshore College as a neighbor. He added a reception position would be open after the New Year. He looked forward to working with Chief Fisher on emergency exercises and drills. Trustee Paasch reported a positive comment about the facility she heard from a friend. III. CITIZEN INPUT AND COMMUNICATIONS. No communications were reported. Larry Schetter, 1522 W Washington Ave. Larry Schetter requested an update on the offer to Deputy Director of Public Works Chris Jost regarding the Director of Public Works position and an explanation for why the Village Board made the change. President Jackett reported the offer was accepted and the change would be effective November 15, 2025, a date that was mutually agreed by Mr. Jost and himself. The Village Board believed Mr. Jost was capable to perform DPW duties and the workload belonged in a separate position. It was also part of an effort to move work off the Director of Village Services position. Kevin Behnke, 8707 Northland Ln, Town of Newton. Kevin Behnke introduced himself as the Manitowoc County Board Supervisor for the Village. He provided an update on the County Executive’s budget, which was referred to the Finance Committee for review. As a member of the Finance Committee, he shared amendments he would be proposing and the reasons for them. He particularly noted the difficulty attracting and retaining employees given wage compression at the County and a very tight 2026 budget. IV. SEPTEMBER 16, 2025, AND SEPTEMBER 30, 2025, MINUTES. Motion Burkhard/Holzwart to approve the minutes of the September 16, 2025, meeting; carried without negative vote. MONTHLY VOUCHER REPORT. Director Grunwald answered questions on payroll and a payment to Corson Peterson and Hamann. Motion Hoffman/Ader to approve the September 2025 voucher report; carried without negative vote. VI. CONTRACTS AND AGREEMENTS A. SNOWPLOWING AGREEMENT AMENDMENT. The Public Works and Utilities Committee recommended approval. The increase in rates ranged from zero to ten dollars. Motion Holzwart/Burkhard to approve Addendum No. 5 to the Agreement Between Village of Cleveland and Wagner Excavating, Inc., for Snow and Ice Removal Services, term ending July 31, 2027. Carried without negative vote. B. VILLAGE HALL MOLD REMEDIATION. Director Grunwald reported two vendors provided opposite recommendations— Lakeshore Restoration recommended extensive remediation of the main room in the basement and part of the first floor; BadgerState Restoration didn’t believe remediation was needed. After discussion, motion Burkhard/Warosh directing staff to obtain additional scientific mold tests from a firm that wasn’t a remediation provider; and approving the Lakeshore Restoration quote if test results showed remediation was warranted. Motion carried without negative vote. C. FIRE & EMS SERVICES. Director Grunwald noted the Department kept its budget increase at 1.52% and the net budget request was lower than 2025 due to an increase in 2% fire dues. Motion Holzwart/Burkhard to approve the Agreement between the Cleveland Fire Department and Village of Cleveland for fire and emergency medical services for the period January 1, 2026, through December 31, 2026, for the sum of $77,392.98; carried without negative vote. VII. CAPITAL IMPROVEMENT PLAN: Update for 2026-2031. President Jackett reported the Public Works and Utilities Committee and the Finance and Budget Committee each reviewed sections of the Capital Improvement Plan. A generator for Westview Lift Station will be included as a Sewer Utility investment, which will be reviewed separately. The Village Board had no questions and accepted the proposed changes from the two committees as presented. VIII. YEAR 2026 BUDGET A. DEBT SCHEDULE, including CLEVELAND STATE BANK LOAN PAYOFFS. The Board reviewed the two loans from Cleveland State Bank and available unassigned funds. Motion Burkhard/Holzwart directing payoff of the loan for the 2023 street projects and $40,000 towards the 2024 loan for the Dairyland Park shelter; carried without negative vote. The shelter payment pays in full the Village’s $50,000 financial contribution to the Lions Club for this project ($10,000 being previously contributed through direct payment of an invoice.) B. YEAR 2025 PAYABLE 2026 PROPERTY TAX LEVY. Director Grunwald presented information on the allowable levy and debt service payments in 2026. She noted under levy limit law the Village will receive less revenue for its 2026 operating expenses than this year. The Board discussed the balance of debt levy and assessment revenue for debt service payments and opted to build the assessment revenue fund. Motion Holzwart/Warosh directing staff to set the property tax levy increase at zero percent in the 2026 budget; carried without negative vote. A. TID PROJECT PLAN REVIEW. Director Grunwald indicated there would be nominal tax increment generated for 2026. The Board reviewed potential projects identified in the TID No. 2 project plan. IX. STAFF AND COMMITTEE REPORTS AND REFERRALS A. POLICE CHIEF’S REPORT. Chief Fisher presented his report. He noted a ticket was issued to a local 14-year-old who carelessly operated a UTV on public streets and damaged the new asphalt on Maple St. Village ordinance requires ATV/UTV operators to hold a valid Wisconsin driver’s license and is unavailable to individuals under 16 years old. The ticket was dismissed by the Cleveland Municipal Court before the Chief could provide his report. Since Fahrner Asphalt indicated repairs to the street weren’t required, the Village wasn’t incurring direct costs for the damage. VILLAGE BOARD OF CLEVELAND, WISCONSIN PAGE 2 Minutes of the Tuesday, October 21, 2025, Monthly Meeting B. DIRECTOR’S REPORT. Director Grunwald reported the Water Utility debt ratio on 12/31/24 (based on PSC reports) was 56.1%, compared to 70.4% on 12/31/23. The PSC’s target is 50%. This information had been requested by Finance Chair Burkhard. She had responded to multiple zoning requests for vacant land on Westview St located outside TID No. 2 and was in email discussions with a property owner who wished to install a garage on a vacant lot on Maple St. She and Deputy Clerk-Treasurer Wilker were gathering information for the workers’ compensation audit. She and Ms. Wilker attended training with the PSC on billing and disconnections. She also attended training on the Innovation Grant program and PSC annual reports and rate adjustments. Deputy Director of Public Works Chris Jost was scheduled to attend the PSC annual report training but was unavailable at that time due to other work priorities that morning. C. HUMAN RESOURCES AND PUBLIC SAFETY COMMITTEE, 09/23/25. Chair Warosh reported the State found the Village electrical inspection program and Village Electrical Inspector Mike Ziereis in compliance with requirements.
