1 THE VILLAGE OF GAYS MILLS Minutes of the special meeting of the Village Board of Gays Mills held Monday, November 29, 2021, which began at 6:00 p.m. in the Community Commerce Board Room. Village President Harry Heisz called the meeting to order at 6:00 p.m. Roll call was taken with the following present: Harry Heisz, Larry McCarn, Kevin Murray, Seamus Murray, and Lee Ruegg. Aaron Fortney and Josh Kasinskas were absent. The board received verification that the agenda was posted in accordance with the open meeting law. Heisz brought prices to the board for road improvements. In discussion a half mile of black top is estimated at $55,000 and seal coating up to $44,000. Discussed repairs to West Point Road, Old Gays Road and West River Road. The Royal Bank street loan of $120,000 for 6 years was paid off in June. K. Murray made a motion to add $150,000 in revenue and street repair expenses to the 2022 General Budget. Seconded by McCarn. Motion carried. Draft General Budget was presented at $754,400 (+$150,000 = $904,400), Water draft budget at $108,200 and Sewer draft budget at $151,320. Changes from the November 1st draft budget was an increase of $4,500 to the library budget, the Tax Increment Worksheet was completed on November 23rd with a decrease in TID revenue and expenses of $2,632. K. Murray made a motion to approve wage increases of $1.00 per hour to Dawn McCann, $2.00 per hour increase to Cheryl Klekamp and $2.00 per hour increase to Bob Robinson. Seconded by Ruegg. Motion carried. The 2022 budget public hearing has been advertised and posted for Monday December 6th at 6:00 p.m. K. Murray made a motion to adjourn meeting at 6:47 p.m. Seconded by Ruegg.
