1 THE VILLAGE OF GAYS MILLS Minutes of a special meeting of the Village Board of Gays Mills held Tuesday, October 8, 2019, which began at 6:00 p.m. in the Community Commerce Board Room. Village President Harry Heisz called the meeting to order at 6:00 p.m. Roll call was taken with the following present: Harry Heisz, Larry McCarn, Kevin Murray and Albert Zegiel. Aaron Fortney, Lee Ruegg, and Kim Pettit were absent. The board received verification that the agenda was posted in accordance with the open meeting law. Mike Davy, Shawn Welte, and Carson Hackett of Davy Engineering was present to explain the Wastewater Treatment Plant Report. Discussion and Review of Wastewater Treatment Plant Report and Recommendations: o Current plant is in floodway o Current plant is unable to treat new phosphorus regulations o Inflow and Infiltration issues o Reviewed existing sewer operation and maintenance costs o Sharing a new joint plant with Soldiers Grove o Having North Crawford School as a customer o Available financing & grants through Rural Development at 75% with two phases o Creating a Commission for the new joint plant o Reviewed joint sewer operation and maintenance costs o Changing the floodplain buildings to a new pressurized grinding system o Other projects which can get the village phosphorus credits o Making a decision o Proposed project schedule (complete by 6/30/2022) McCarn made a motion to adjourn the meeting at 7:55 p.m. Seconded by Murray.
