1 THE VILLAGE OF GAYS MILLS Minutes of a special meeting of the Village Board of Gays Mills held Tuesday, March 22, 2022, which began at 6:00 p.m. in the Community Commerce Board Room. Village President Harry Heisz called the meeting to order at 6:00 p.m. Roll call was taken with the following present: Harry Heisz, Larry McCarn, Kevin Murray, Seamus Murray, and Lee Ruegg. Josh Kasinskas and Aaron Fortney were absent. The board received verification that the agenda was posted in accordance with the open meeting law. The Development Committee brought concerns up to the board regarding the North Mills subdivision. A Facebook marketing of the lots was sent out and several phone calls were received with the main question being if there is a requirement size of the dwelling. The committee is concerned if a minimum is not set it could result in small homes with low tax base. K. Murray had concerns that the Guidelines was in the packet and should not be used due to the re-write of the Deed Restrictions and Protective Covenants (Resolution 2021-04). The Guidelines will be marked in the office as do not use. Another item discussed if these homes need to be primary residences. After discussion McCarn made a motion to change the minimum square footage to 1,000 sq. ft. for residential structures in North Mills and First Addition to North Mills. Seconded by S. Murray. K. Murray opposed. Motion carried. A Resolution will need to be acted upon at the next meeting. The board learned that Phill Lee decided against purchasing any village owned lots. K. Murray made a motion to rescind Lot 25 and Lot 26 for Phill Lee. Seconded by McCarn. Motion carried. McCarn made a motion to adjourn the meeting at 6:28 p.m. Seconded by K. Murray. Motion carried.
