1 THE VILLAGE OF GAYS MILLS Minutes of the Special Village Board of Gays Mills meeting held Wednesday, January 20, 2021, which began at 6:00 p.m. in the Community Commerce Community Room. Village President Harry Heisz called the meeting to order at 6:00 p.m. Roll call was taken with the following present: Harry Heisz, Larry McCarn, Kevin Murray, Seamus Murray and Kim Pettit. Aaron Fortney and Lee Ruegg were absent. The board received verification that the agenda was posted in accordance with the open meeting law. The board and Director of Public Works Jim Chellevold discussed the Wastewater Treatment Plant and Engineering Firms that responded back to the Village Office. The current wastewater treatment plant is located in the floodway and able to treat up to 87,000 gallons per day. Chellevold recommended to plan for future growth when designing the new wastewater treatment plant and suggested to plan for a treatment plant that can treat up to 100,000 – 125,000 gallons per day. Discussed locations, costs, water quality trading, and infiltration issues. Discussed seeking grant funds to help with expenses and would like to see if FEMA and DNR could still help with relocating since current plant is in the floodway. The board and Chellevold discussed the list of engineers who responded and agreed on having Chellevold call for more details to verify if the firms have experience in designing wastewater treatment plants. After contacting firms Chellevold will ask for references and qualifications and also set up interviews with the qualified firms on Wednesday February 3rd at 6:00 p.m. allowing 20 minutes for each firm. The board discussed the current firm the village has been working with - Davy Engineering. Board agreed that Davy Engineering does not need to be interviewed but will consider Davy Engineering’s experience with wastewater treatment plants. Discussed talking with a landowner about purchasing land in the south part of village for proposed treatment plant. McCarn made a motion to adjourn the meeting at 7:16 p.m. Seconded by K. Murray.
