Pavement treatment design change (15 to 20-year useful life) (2022 scope 2”w/8 to 10-year life) i. Rural 2.5” pre-mill, 6” pulverize w/emulsion relay, and 4” asphalt overlay ii. Urban section Danbury minimal base beneath the roadway > 4” mill & 5” asphalt resurface (32’ roadway width) – Angle parking lane treatment to be determined (22’ width) iii. Pavement replacement will allow sub-standard roadway cross-slope adjustments to be made b. Storm drainage improvements i. Review inlet conditions for rehabilitation work. Designer (SEH) to survey & review. Project will rebuild/rehabilitate deteriorating inlets/pipe connections, adjustment rings, castings ii. No concrete gutters exist (cores taken). Existing thickened sidewalk face acts as curb. Deterioration issues at asphalt / sidewalk face joint iii. New concrete curb & gutter required to manage/route runoff to inlet grate intakes and to maintain drainage around curb ramps c. Sidewalks i. Curb ramps updates required – Consider new crosswalk locations 1. Ramp design may require new concrete curb & gutter, oversized bump outs, storm drainage work ii. Original 2022 scope – new sidewalk northside gap extension to NW corner Glass Street. iii. Town requested to replace all the sidewalk panels along block frontages after initial scoping 4. ADDITIONAL TOWN lnput Needs a. Utilities. DOT will not spend additional funds to replace/improve the roadway cross-section unless the town/utilities district are in good condition. If repairs are needed, complete in-advance or with the DOT project. i. Condition of sanitary sewer & water mains /service laterals. Provide DOT updates on the following items (Town to discuss w/utilities district at June 8 meeting): 1. Age of infrastructure – when were the utilities installed – what year(s)? 2. Any recent televising reports that show conditions / maintenance needs? 3. History of maintenance / main breaks / other operation issues w/valves & hydrants that need to be addressed? Est. remaining useful life left before full-replacement need? 4. Any lead water services replacements required 5. Town OR DOT contractor to adjust/replace castings in roadway during project ii. Storm sewer 1. Any known issues with inlet structures OR storm sewer piping runs beneath highway. None known – Town cleans and maintains structures/piping as required 2. Any highway or building flooding issues during intense rain events. No flooding issues – Some spread/flat spot issues known near Wayne’s grocery/Dollar General during intense rain events 3. Town mapping of the storm drainage system. YES – district to provide to DOT Page 2 of 3 C:\BoxDrv\Box\DTSD\DTSD-NWR\PLN\StateProgram\SHR_Management\04 Change Management\07 Change Management Events\8560-01-04(74) STH 77 (STATE LN - STH 35 S) DANBURY\Town of Swiss\2026.05.18 DOT T Swiss (Danbury) STH 77 Meeting Minutes.docx iii. Power poles / street lighting 1. Poles within angled parking areas 2. Street lighting on random power poles – Any new lighting requests (DOT 50% participation for a new DOT standard continuous system only if done w/the project). Town originally planning to have conduit buried w/project for future lighting. Town will want to reconsider since DOT participates in a new, complete system b. Parking i. Confirm locations – any additional OR areas to remove. Likely no removal of parking. Town to discuss potential to add parking east of Glass Street ii. Consider change from angled to parallel stalls (loss of parking stalls). Keep angled parking 1. Cost savings & added green space (terrace) between roadway & sidewalk c. Existing (at least 8’ wide) & new sidewalks i. Sidewalk width discussion – Design to review required widths. Sidewalks may not have to be as wide as the existing where no building frontages exist adjacent to angle parking OR new sidewalk locations are added. Sidewalks typically 5’ (with terrace) to 6’ wide at curb. Wider widths may be required at angle parking ii. Town will review new sidewalk request, east of Glass Street, to fill-in gap to STH 35 (south side park, Dollar General, grocery, laundry destinations). SRH 35 existing crosswalk sidewalk/path d. Gandy Dancer Trail (Burnett County Parks) i. DOT/DNR/Burnett Co. review of trail delineation and access along highway R/W. Keep UTVs on the north side w/possible south crossing to Dollar General – grocery stores e. Aesthetic items (also CSD eligible) discussed – Town may consider some elements i. Colored concrete replacement at curb ramps ii. Crosswalk aesthetics iii. Decorative street lighting f. OTHER ITEMS the town would like to discuss / provide input at later date i. General safety and speed limit concerns discussion. Concern begins at the 55 MPH curve west of 8th Avenue & CTH F. Side streets do not line-up w/potential sight issues. Speed limit reduces to 35 MPH in the urban area. Concern this is too fast for angled parking, wide width, and pedestrian crossings. Recent overlay changes in town will allow for added residential land development. Should be able to find data on county GIS. Request for DOT to review – Could speeds be reduced before 8th Avenue then down to 25 MPH in urban area? No safety concerns during 2021 review – DOT does not spend extra funds to line-up intersections, etc. unless safety is an issue ii. On major summer weekends, STH 77 eastbound traffic backs up to Glass Street iii. Will STH 77 have to be detoured during construction? DOT to review during design 5. COST-PARTICIPATION & AGREEMENTS may not include ALL items: a. Utilities including roadway castings adjustments/replacements (100% town) b. Street lighting new continuous system (50% DOT / 50% town for DOT standard system) i. Community Sensitive Design (CSD) federal funds for local decorative requests (1.5% project costs w/20% local match TBD after changes). Town pays all added costs above funding limit c. Parking (100% town) d. Existing sidewalk (outside curb ramp limits) not disturbed by DOT roadway work (100% town) i. DOT pays 100% when roadway work disturbs sidewalk e. New sidewalk extensions, including any additional infrastructure needed for drainage (curb & gutter, inlets, storm sewer), grading, restoration, R/W real estate, design (current policy 80% DOT / 20% village) i. Subject to change in the future with new policy under review. Town grandfathered in at 80/20 based on current SMFA that was approved in 2022 with original scope Page 3 of 3 C:\BoxDrv\Box\DTSD\DTSD-NWR\PLN\StateProgram\SHR_Management\04 Change Management\07 Change Management Events\8560-01-04(74) STH 77 (STATE LN - STH 35 S) DANBURY\Town of Swiss\2026.05.18 DOT T Swiss (Danbury) STH 77 Meeting Minutes.docx ii. Other DOT TAP (Transportation Alternatives Program) funding may be available for a local let project. Town would have to apply and compete against other municipalities f. Storm drainage, spot repairs to inlets and curb & gutter, including any new installations (100% DOT) g. Financial & maintenance agreements updates required during design. Agreements are a snapshot in time. Costs are in today’s dollars (consider inflation). Town pays let/as-built construction costs 6. TOWN – DOT ACTION ITEMS DOT minutes requested by 5/20/2026.
