Motion carried without negative vote. President Young gave the President’s Report. He would like the Village to focus on updating ordinances and the penalties associated with the ordinances. He appreciates the work that the Public Works Department and Police Department for their work on ordinances. Clerk/Treasurer Peterson had nothing for the Clerk’s Report other than what was shared in the packet. Chief Thiex tried to put together a normal report for May but couldn’t get it finalized. The Village has received four applications for the open patrol position, and he does have copies of the applications if anyone would like to review them prior to the interviews. STANDING COMMITTEE RECOMMENDATIONS & REPORTS Buildings, Grounds & Parks Committee Trustee Gunderson announced that prior to the Board meeting an anonymous donor paid the reservation fee for the American Legion to use Pavilion #1 on July 19, 2025 for Village of Siren is an Equal Opportunity Provider and Employer. Complaints of discrimination should be sent to USDA, Director, Office of Civil Rights 1400 Independence Avenue, S.W., Washington DC 20250-9410 their picnic. Krista Mattson, from the American Legion did request that a motion be made to waive the fee going forward. The Board indicated that the Village needs to review the entire policy for park reservations so no motion was brought forward at the meeting. A motion was made by Dave Doty Sr. and seconded by Kelly Gunderson to chip-seal the roads in Crooked Lake Park as part of the overall general road maintenance done by the Village in 2025. Fahrner did have a lower quote for those roads but their overall quote for all the maintenance was higher than the quote from the Burnett County Highway Department. Public Works Director Jaskolka explained that if the actual cost of the chip- seal is lower than the quote the County does bill for exact cost but it would not be higher than the quoted price. There are funds in the Parks Outlay Fund for the maintenance. Motion carried without negative vote. Streets & Utilities Committee A motion was made by Dave Doty Sr. and seconded by Ed Johnson to deny payment of reimbursement for roto-rooter charges. A residence had a clog in their line in February that was pushed through to the Village’s main. The Village was contacted after the service had been completed and when investigated the main was flowing. There was debris in the trough; however, it was not possible to tell if that was from the clog or not. Motion carried without negative vote. A motion was made by Kelly Gunderson and seconded by Ed Johnson to allow the VFW to place a water spigot in Veteran’s Park at their expense. This would include costs for road restoration. The Board discussed that there is water available on the north side of Main Street and that bumpers could be purchased to place over hose if desired when watering. The Village does have to account for all water used in the Village as part of our Public Service Commission report so the service couldn’t be put in without a meter. Motion carried without negative vote. A motion was made by Ed Johnson and seconded by Sara Reimann to have the Burnett County Highway Department do the road maintenance for 2025 in the Village. Maintenance will consist of: • Spray patching – Tewalt Road, Tower Road, Railroad Street • Chip sealing – First Street (Industrial Park), Railroad Street, Bradley Street, Alley behind Jenneman’s/Post Office, Nyberg Road (only ½ of charges will be Village responsibility as other ½ is owned by Town of Siren) • Hauling Concrete for base on East Doctors Trail using Village’s crushed concrete stockpile The total cost of the work is $44,800 not including the roads in Crooked Lake Park which will be paid out of the Park’s Outlay Fund. The Village did budget $50,000 for road work in 2025. Motion carried without negative vote. The Board along with Teresa Anderson from MSA and Rick & Chris Engstrom discussed Engstrom Siding & Window’s request for additional work on the loading dock off Molly Engstrom Drive. Teresa Anderson from MSA reported that she had misspoke at an earlier Streets & Utilities Committee meeting on if a semi would fit in the existing loading. There is enough room for a semi to maneuver into the space; however, not in the matter that it is currently constructed. There is no curb & gutter on the west side of the road. The existing loading dock is at a 60-degree angle. The additional material can be removed to allow for space for a semi. There would be additional grading and gravel required by the Village, which would allow Engstrom’s then to finalize the project. The Village does have crushed concrete that can be used for a project. Rick Engstrom said that there would be some dirt work that needs to be done so that the property can be mowed and allow access for the semis to the warehouse. Trustee Johnson indicated he Village of Siren is an Equal Opportunity Provider and Employer. Complaints of discrimination should be sent to USDA, Director, Office of Civil Rights 1400 Independence Avenue, S.W., Washington DC 20250-9410 is not comfortable with the Village going any closer to the building than what is already out there. Rick Engstrom said that was the understanding and they would do that part of the project. Rick said he was going to have the building underpinned ahead of time and then have the Village do the rest of the project. A motion was made by Dave Doty Sr. to turn the project over to President Young to let him work with Engineer Anderson from MSA and Engstrom’s to complete the project as discussed. Trustee Johnson felt this was not a valid motion as it needs to be a board decision. The original motion was retracted by Dave Doty Sr. A motion was made by Dave Doty Sr. to complete the project as discussed to have Engstrom do the pinning and work on their building, to have the Village move the dirt needed and finish the project. This motion died for lack of a second. A motion was made by Ed Johnson to deny the request for additional work to be done on the loading dock entrance off Molly Engstrom Drive. Motion died for a lack of a second. A motion was made by Sara Reimann and seconded by Dave Doty Sr. to have Engstrom’s do the pinning of their building and then the Village Contractor move the dirt and widen the driveway entrance and finish grading with gravel if needed to up within five feet of the building with the Village seeding around the banks. Motion carried 5-1 (Johnson voting nay). The Board discussed the paving of Molly Engstrom Drive that needs to be finalized. Teresa Anderson from MSA requested quotes from Taylor Paving and Monarch for the project. Taylor Paving is not in the paving business anymore. She has not heard back from Monarch on the price of the project. She is anticipating a cost of around $10,000 to have the radius paved and $30,000 to pave from State Road 70 to First Street. Trustee Johnson brought up the option of having the curb & gutter done on the west side of Molly Engstrom Drive. Teresa Anderson from MSA indicated that the west side may not need ribbon curbs at all. Teresa Anderson indicated it would be nice to have a decision prior to the July Board meeting. A motion was made by Dave Doty Sr. and seconded by Sara Reimann to allow the Streets & Utilities Committee to finalize the decision on the paving at their next Committee meeting. Motion carried without negative vote. NEW BUSINESS The Board discussed setting standard meeting dates and times for the Committees so that the public can be aware of when not only the Board meets but also the Committees. A motion was made by Ed Johnson to have a standard date for all our Committee meetings. This motion died due to a lack of a second. A motion was made by Dave Doty Sr. and seconded by Sara Reimann to have the Chairs check with their committee members and determine when meetings will be. This will be discussed at the July Committee meetings. Motion carried without negative vote. The meeting schedule was set as follows: a.
